Emergency Town Board Meeting

April 5, 2010

Lisbon Town Hall

Present:

Supervisor James Armstrong, Town Clerk Donna McBath, Highway Superintendent Timothy Dow, Councilman Nate Putney, Councilman Vincent Winters, Councilman C. Roger Shoen    

Guest:   Wade Davis, Patricia Fields, Ed Sheehy, Paul Craven, Shane Filskuv, Dan Kelly, Chad Rice

      1.       Meeting Called to Order for the Town Board Meeting

Supervisor James Armstrong called the meeting to order at 10:00 AM.

•  Guard Rails for opening on Church Street Bridge

Paul Garvin, Contractor for the Vermont Railroad, informed the board that the bids were out, and that Fiacco and Riley Contractions Inc. received the bid for approximately $23,500.00.   He also stated that the structure of the bridge has been removed.   Mr. Garvin stated that Tim Dow informed him that the town would help whenever possible.

Guardrails need to be placed on each side of the open hole, where the bridge was taken down.   He had gone to the State of New York Highway Department and asked if they could supply the guardrails to New York State specification, which was approved by the State of New York.   When the guardrails are supplied Fiacco & Riley will install them.   Mr. Garvin then asked if the Town of Lisbon and Highway Department would take over the maintenance and liability of the guardrails.   Supervisor Armstrong stated that he would like to receive a proposal, in writing, of what the railroad wanted the Town of Lisbon to do. He would then give it to the town attorney, who would look it over.   After the attorney looked over, it would then be discussed on April 14 at the monthly Town Board Meeting.

Mr. Garvin agreed to the proposition. He also informed the board that there were barriers up, along with a stop sign on both side of the previous bridge. They would remain there until a decision was agreed upon.

•  New Horizons Wireless - Chad Rice

Mr. Rice informed the board that the grant application had been submitted. He requested that the board approve an antenna be placed on top of the town water tower.   There was much discussion.   Mr. Rice stated that he could not afford to pay rent for the use of the tower.   He could provide services for the town hall, fire hall, town barn and the library in exchange for rent of the tower. Supervisor Armstrong informed him it would be discussed in the future.

•  Appointing Al Winney for Health Officer.

Councilman Shoen made a motion, seconded by Councilman Putney to approve the appointment of Al Winney for Health Officer for the Town of Lisbon.   Ayes - 4        Nays - 0

Councilman Winters made a motion, seconded by Councilman Putney to adjourn the meeting at 11:15 A.M.                                                                  Ayes - 4           Nays - 0
