      1.       Meeting Called to Order for the Water and Sewer Bi-Yearly Meeting

Supervisor James Armstrong called the meeting to order at 7:11 PM

•  Review of Recommendation

Doug Smith informed the board that he had an inspection with the DEC, but hadn't received the report back as of yet.   He felt the inspection went well, but wouldn't know until the report came in. He also informed the board that the inspector was not just looking at the sewer plant, but was also looking at the budget. She was mainly looking at the budget incase of an emergency.   Would there be enough funds that for a major repair?   Supervisor Armstrong stated that there was $141,000.00 in the budget for that purpose.

He also asked who was the person to grant an installment of or a repair to a line to the house for water and sewer?   Supervisor Armstrong stated that he was to oversee all the work that needs to be done.   If he felt the job wasn't going well, or not being installed correctly, he has the right to stop the job.  

Pat Green asked if the water and sewer was self-efficient.   Supervisor Armstrong stated that it was self-efficient to the residents and businesses in the hamlet of Lisbon. It was asked who is responsible for the digging.   Supervisor Armstrong stated that the resident was responsible for the digging and Doug Smith was to oversee the job. It was recommended that the owner not to start digging until Mr. Smith be there, because it was not definite where the water and sewer lines were.

Councilman Dailey made a motion, seconded by Councilman Shoen to adjourn the Water & Sewer Bi-Yearly Meeting at 7:10 PM                       Ayes - 5          Nays - 0
