PRELIMINARY BUDGET MEETING

NOVEMBER 4, 2009

LISBON TOWN HALL

Present:    Supervisor Don Strader, Attorney Charles Nash, esq., Town Clerk Donna McBath, Councilman Tom Schneller, Councilman Vincent Winters , Councilman C. Roger Shoen

Absent: Highway Superintendent Timothy Dow

Guest: Will Glass, Marc Armstron , James Armstrong, Mark Ginn, Larry Trombley, Ron Sanderson, Steve Jemison, Nate Putney

1.    Meeting Called to Order

Supervisor Don Strader called the meeting to order at 5:30 PM.

2.   Discussion on the 2010 budget .

The main concern on the budget was the decrease of the Town Clerk and District Clerk from majority of the guest.

3.       Adjournment

Supervisor Strader made a motion, seconded by Councilman Schneller to adjourned the Preliminary Budget Meeting

Supervisor Don Strader called the meeting to order at 6:00 PM.

Supervisor Strader made a motion, seconded by Councilman Schneller to approve the meeting minutes of October 14, 2009.                            Ayes - 4       Nays - 0

7.    Town Clerk Report October 2009

Supervisor Strader made a motion, seconded by Councilman Winters to approve the Town Clerk's Report for October 2009.                                     Ayes - 4           Nays - 0

8.   Approval of Town Justice Reports

Councilman Schneller made a motion, seconded by Supervisor Strader to accept the Justice Reports for the month October 2009.                   Ayes - 4       Nays - 0

9.       Recognition of Guest

  • Larry Trombley - No Comments
  • Will Glass - No Comments
  • Mark Ginn - Had concerns on the investments that have been made
  • Marc Armstrong - Had no comments
  • Jim Armstrong - Asked how much was in the Medical Center account.   Supervisor Strader informed Mr. Armstrong that he was not sure, but what money was there, was from the donation that the Margaret Bulson estate made, which was for medical equipment only.   Mr. Armstrong asked what happened to the money that Al Winney paid for rent?   Supervisor Strader stated that it goes into the General Account.

10. Approval of Abstracts

Councilman Schneller made a motion, seconded by Councilman Winters to approve the abstracts from October 2009 that were signed with the exception of Scott Skiffs voucher.

11. Approval of Supervisor Report

Councilman Schneller made a motion, seconded by Councilman Winters to approve the Supervisor Report. Ayes - 4 Nays - 0

12. Highway Superintendent Report

No report was given, as Highway Superintendent Dow was not at the meeting.

13. Old Business -

A.   Adoption of 2009 Budget

Supervisor Strader asked to change the budget to reinstate the wages of Town Clerk (budget no. (1410.1)) and District Clerk (budget no. 1040.1) back to what it was for the 2009 budget. Attorney Nash informed the board that no money could be reinstated to the Town Clerk's budget, as it had been advertised as a certain amount. Since the Town Clerk is an elected official, her wage cannot be raised from what was advertised. It was then decided to put the $500.00 in account 8310.1 - Water PS/Bill for the Town Clerk.   This would increase this line from $500.00 to $1,000.00. $600.00 would be returned to the District Clerk's budget no. 1040.1.

14. New Business

A.   Approval of Water and Sewer Relevy Bills

Councilman Schneller made a motion, seconded by Supervisor Strader to approve the Water and Sewer bills of October 2008 - September 2009 relevy to the Land and County Taxes of 2010.

B.   Quotes for Gasoline

Supervisor Strader made a motion, seconded by Councilman Schneller to accept the price for Gas from Griffith Energy for $2.27 / gallon plus any tax.
