TOWN OF LISBON BOARD MEETING OCTOBER 14, 2009LISBON TOWN HALL Present: Supervisor Don Strader, Councilman Tom Schneller, Town Clerk Donna McBath, Councilman Vincent Winters, Attorney Charles Nash, esq., Councilman C. Roger Shoen, Highway Superintendent Timothy Dow Guest: Jimmy Lawton - Ogdensburg Journal, Bob McNeil - St. Lawrence River Valley Development Agency, Will Glass, August Bonno, Al Dailey, Marc Armstrong, James Armstrong, Royal Nelson, Mark Ginn 1. Meeting Called to Order Supervisor Don Strader called the meeting to order at 6:00 PM. 2. Minutes Approvals A. September 9, 2009 Councilman Schneller made a motion, seconded by Supervisor Strader, to approve the meeting minutes of September 9, 2009. Ayes - 4 Nays - 0
3. Town Clerk Report September 2009 Supervisor Strader made a motion, seconded by Councilman Schneller to approve the Town Clerk's Report for September 2009. Ayes - 4 Nays - 0 4. Approval of Town Justice Reports Councilman Schneller made a motion, seconded by Councilman Winters to accept the Justice Reports for the month September 2009. Ayes - 4 Nays - 0 5. Recognition of Guest Jimmy Lawton - Ogdensburg Journal - No Comments August Bonno - Regarding the Maple Ridge Road, August Bonno requested that the Lisbon Highway Department to complete the remainder of the road that the Town of Lisbon owns. Supervisor Strader asked if a couple of loads of gravel could bring the road up to code. Highway Superintended Dow agreed that gravel could be taken over to bring the remaining feet that the town owns, up to code. Al Dailey - Speaking as a taxpayer only - He did not agree with cutting the Town Clerk's salary by $500.00. Nobody else's salary, except the Dog Warden, which is one of the thankless jobs in the town, was cut. Mr. Dailey stated that the $500 cut from the Town Clerk's salary and dog warden salary would not make a big difference to the tax rate. Attorney Nash has been a lawyer over 25 years. I think it has been about four years since he has received a raise. As a taxpayer I don't understand it. The Hepburn Library was given to this community a long time ago and it is our obligation to keep it up. Just like it is our obligation to keep the Medical Center and Beach up. I believe there is a capital reserve that has money in it. That money could be taken out toward fixing the Library. He stated that he thinks the town has an obligation to fix the Library. Marc Armstrong - Had no comments Jim Armstrong - Had no comments Royal Nelson - Had no comments Mark Ginn - Has the same concerns as Mr. Dailey stated concerning the decrease on wages for the Town Clerk, Deputy Town Clerk, Court Clerk, and Dog Warden. He did state that it was not fair to cut these the salaries for these four women, with the exception of the Town Board and Town Supervisor, which were also cut. Mr. Ginn asked why hasn't Attorney Nash received a raise? Supervisor Strader stated that he hadn't asked Attorney Nash if he would mind staying at the $6,000 year salary. Attorney Nash stated as a non-attorney that he felt that no one should decrease in his or her salary in these economic times. When wages are decreased, an example being the Town Clerk wage, the next town board would have to rectify the decrease and give her a raise to bring her up to standards. Then the public will speak up and asked why was she given such a large wage. He felt no decrease in wage should be done and to keep the wage as is, is much better. 6. Approval of Transfers Councilman Schneller made a motion, seconded by Councilman Winters to approve the transfers for September 2009. Transfer $1,000.00

Ayes - 4 Nays - 0 7. Approval of Abstracts Councilman Schneller made a motion, seconded by Councilman Winters to approve the abstracts from August 2009 that were signed with the exception of Morgan's Auto.
Ayes - 4 Nays - 0 8. Approval of Supervisor Report Councilman Schneller made a motion, seconded by Councilman Winters to approve the Supervisor Report. Ayes - 4 Nays - 0 9. Highway Superintendent Report Highway Superintendent Dow informed the board that the highway and county has completed 8.3 miles that were on the schedule for this year. They also had paved .75 mile that had been a dirt road. They have one more dirt road that needs to be paved this year when the County can return if time allows. Highway Superintendent Dow stated that since the black top has decrease in price, he would have $50,000 left if that budget. He would like permission from the board under his recommendation to spend the $50,000 on another road that needs to be black topped that was not on the schedule. Supervisor Strader made a motion seconded by Councilman Schneller to allow Highway Superintend Dow to spend at his recommendation to black top when needed. Ayes - 4 Nays - 0 Town Clerk McBath asked if the holes at each end of the Dezell Road could be filled in. His reply was one end the County Highway Department is going to take care of, and the end that connects onto the Flack Road the town would take care of it. Highway Superintend Dow has gotten prices off a state contract for a lawnmower and tractor. He informed the board that he could get a tractor for $15,000 and a lawn mower for $7,400. With the tractor the beach could do more as in with the lawn mower they can only mow the lawn. Supervisor Strader made a motion seconded by Councilman Schneller to approve Highway Superintendent Dow to purchase the lawn mower for the beach at the price of $7,412 on state bid. The mower will be a 2000 model. Ayes - 4 Nays - 0 10. Old Business - Notice of Public Hearing concerning Preliminary Budget Public Hearing for the final budget is schedule at November 4, 2009 at 5:30 PM then will continue on to the regular meeting at 6:00 PM. . 11. New Business A. Robert McNeil - St. Lawrence River Valley Development Agency - Mr. McNeil spoke to the board concerning the St. Lawrence River Valley Development Agency. The Town of Lisbon is involved because it is a signatory to the relicensing to the agreement with the Power Authority. The Town of Lisbon involvement should continue by naming a representative to be on the board. Supervisor Strader made a motion, seconded by Councilman Winters to nominate Robert McNeil as a representative for the Town of Lisbon at the St. Lawrence River Valley Development Agency. Ayes - 4 Nays - 0 B. Lawrence Cemetery - Donna Hurlbert would like to make a request when the time comes for the burial of her mother Mildred Henry to be buried in the Lawrence Cemetery, in the lot where her husband is. Mr. & Mrs. Max Henry owns their lot and has a head stone there. The Town Board gave the approval of the burial to take place with the stipulation that they have to hire the person to dig the grave. C. Court Records - Councilman Schneller made a motion, seconded by Supervisor Strader confirmed that there was a audit done and was complete with good standings and to be passed onto the Court Officials. Ayes - 4 Nays - 0 D. Resolution # 9 - Life Flight RESOLUTION # 9 of 2009 NORTH COUNTRY LIFE FLIGHT WHEREAS, North Country LIFE FLIGHT, Inc. is a not-for-profit, tax-exempt corporation which is responsible for all aspects of patient care by providing medical equipment, training medical personnel and administering the medical portion utilizing the New York State Police helicopter based in Saranac Lake and private fixed-wing aviation resources; and WHEREAS, The New York State Police and private fixed-wing aviation resources do not provide a medically trained team or medical equipment for patient transports; and WHEREAS, The people of Clinton, Essex, Franklin, Hamilton and St. Lawrence Counties receive a vital emergency medical service which is free of charge to critically ill and seriously injured patient, and, therefore municipal governments are asked to pledge monies for this worthwhile program; NOW, THEREFORE, BE IT RESOLVED: That the Town Board of the Town of Lisbon hereby authorizes the Supervisor to enter into a contract with North Country LIFE FLIGHT, Inc. for the purpose of operating the medical component of the medivac program, which will serve its residents and visitors, and paying the amount of $100.00 which represents the Town's share of 2009; and be it FURTHER RESOLVED: The sum of $100.00 is herby appropriated to Account No. 4010.4 for payment to North Country LIFE FLIGHT, Inc.
