BOARD MEETING

SEPTEMBER 9, 2009

Present:   Supervisor Don Strader, Councilman Tom Schneller, Town Clerk Donna McBath, Councilman, Vincent Winters , Attorney Charles Nash, esq. , Highway Superintendent Timothy Dow,

Absent:   Councilman C. Roger Shoen

1.    Meeting Called to Order

Supervisor Don Strader called the meeting to order at 6:00 PM.

2.    Minutes Approvals

A.   August 13, 2009

Councilman Winters made a motion, seconded by Supervisor Strader, to approve the meeting minutes of August 13, 2009.         Ayes - 3     Nays - 0

3.    Town Clerk Report August 2009

Supervisor Strader made a motion, seconded by Councilman Schneller to approve the Town Clerk's Report for August 2009.   Ayes - 3             Nays - 0

4.   Approval of Town Justice Reports

Supervisor Strader made a motion, seconded by Councilman Schneller to accept the Justice Reports for the month August 2009.   Ayes - 3       Nays - 0

5.       Recognition of Guest

  • Will Glass - Wanted to discuss the budget later on in the meeting

6.       Approval of Transfers

Councilman Schneller made a motion, seconded by Councilman Winters to approve the transfers for August 2009.

7.    Approval of Abstracts

Councilman Schneller made a motion, seconded by Councilman Winters to approve the abstracts from August 2009 that were signed.

8.    Approval of Supervisor Report

Councilman Schneller made a motion, seconded by Councilman Winters to approve the Supervisor Report.   Ayes - 3 Nays - 0

9.    Highway Superintendent Report

Highway Superintendent Dow requested that the board member to make a decision on whether or not they want the highway department to resurface the parking lot at the Medical Center.   Supervisor Strader is recommended the board to approve the resurfacing the parking lot.   It will cost approximately $8,000 for the materials and 1,200 for the county to lay it. The cost will come out of General Fund - Buildings/Shared Services/CE 1620.4. If the parking lot is not resurfaced this year, it will only get worse next year.

Supervisor Strader made a motion seconded by Councilman Schneller to resurface the parking lot at the Lisbon Medical Group.     Ayes - 3             Nays - 0

Councilman Winters made a motion, seconded by Supervisor Strader to accept the price for Diesel Fuel from Griffith Energy for $1.9230 Base Price, including delivery charges.   Ayes - 3 Nays - 0

B.   Workplace Violence Training

Attorney Nash informed the board members that the Department of Labor passed a new regulation.   The town needed to have someone make a risk assessment of every town buildings, automobile, and any place where town employees work.   Another town looked into hiring someone outside to do this. It would cost approximately $15,000 to $17,000.  

Attorney Nash also informed the board that the new county personnel will send out a survey to the supervisor to see if the town would be interested in participate in a training program.   Designated individual from the town would be sent to be trained, and return to do the risk assessment. The town would also have someone from the union be a member of this.

Attorney Nash recommendation that when the town receives the survey from the county to town needs to response immediately.   A copy should be kept that the town board is interested. Attorney Nash will check into where the survey is.

The other alterative would be to hire a firm to do this for the town.

Supervisor Strader asked if the county would back charge for this service.   Attorney Nash stated that he did not know for certain.   Jimmy Lawton stated that in Oswegatchie, Bill Dashnaw stated that there would be no charge.

C.   Tentative Budget

Supervisor Strader stated that the Preliminary Budget is being worked on. Some discussion was done with Will Glass. The next work session will be September 15 at 7:00 A.M.

D.   County Sales Tax increase

Legislator Forsythe was not able to attend the meeting, but left the message: Wanted to know what the thoughts were from the town board members regarding the increase of sales tax from 7% to 8%.   He also stated that he was not in favor of an increase of sales tax unless the legislators can prove to him that all cuts have been made that are possible.   He also stated he was not in favor for property tax increase at all. He wanted to inform the board members that with an increase in sales tax, it would increase the sales tax revenue for the town by hundreds to thousands of dollars.

In consensus with all board members they are not in favor.   The comment from them was lay off and quit spending.

Supervisor Strader made a motion, seconded by Councilman Schneller to adjourn the meeting at 6:42 P.M.   Ayes - 3             Nays - 0
