TOWN OF LISBON BOARD MEETING AUGUST 12, 2009LISBON TOWN HALL Present: Supervisor Don Strader, Councilman Tom Schneller, Town Clerk Donna McBath, Councilman Vincent Winters Absent: Attorney Charles Nash, esq., Councilman C. Roger Shoen, Highway Superintendent Timothy Dow Guest: Richard Barkley and Barbara Shoemaker - Library Board, Jimmy Lawton - Ogdensburg, Journal, Larry Trombley, Mark Ginn, Bruce Green - Assessor 1. Meeting Called to Order Supervisor Don Strader called the meeting to order at 6:00 PM. 2. Minutes Approvals July 8, 2009 Supervisor Strader made a motion, seconded by Councilman Schneller, to approve the meeting minutes of July 8, 2009. Ayes - 3 Nays - 0 3. Town Clerk Report July 2009 Supervisor Strader made a motion, seconded by Councilman Schneller to approve the Town Clerk's Report for July 2009. Ayes - 3 Nays - 0 4. Approval of Town Justice Reports Councilman Schneller made a motion, seconded by Councilman Winters to accept the Justice Reports for the month July 2009. Ayes - 3 Nays - 0 5. Recognition of Guest Larry Trombley - No comments
6. Approval of Transfers Councilman Schneller made a motion, seconded by Councilman Shoen to approve the transfers for June 2009. Transfer $165.52
Ayes - 3 Nays - 0 7. Approval of Abstracts Councilman Schneller made a motion, seconded by Councilman Winters to approve the abstracts from July 2009 that were signed. Councilman Schneller stated that there were two vouchers that needed to be taken care of before paying. Supervisor Strader stated that it would be taken care of.
Ayes - 3 Nays - 0 8. Approval of Supervisor Report Councilman Schneller made a motion, seconded by Councilman Winters to approve the Supervisor Report. Ayes - 3 Nays - 0 9. Highway Superintendent Report Highway Superintendent Dow was not at the meeting so no report was given. Supervisor Strader asked Deputy Highway Superintendent Trombley when would the County and Town start black topping. Mr. Trombley stated that he thought it would be started within the next couples of weeks. Mr. Ginn asked where the black topping sites were? Mr. Trombley stated he was not 100% sure. Supervisor Strader stated that he had the schedule with him if he wanted a copy of it. Supervisor Strader informed the board that we had approximately $10,000 left in building and shared services. Highway Superintendent Dow stated that it would cost approximately $8,000.00 to resurface the Medical Center Parking Lot. Councilman Schneller felt they should table this until all the black topping was completed on the roads. 10. Old Business Waterline for Randy Teele - It was advised, from Attorney Nash, not to attach additional water lines since the town does not own the line. Supervisor Strader said he would notify Mr. Teele of this decision. 11. New Business Richard Barkley - Library -Barbara Shoemaker, the Library Board President, stated that she would be doing the talking. Mrs. Shoemaker asked if the Library Board applied for a match grant of $25,000 to update the community room and kitchen with out the appliances. There are groups that want to use the community room to raise money. Councilman Schneller asked for the tally for the amount of people that uses the library. Mrs. Shoemaker gave the board that amount. Councilman Schneller stated that the Library got a budget amount of $50,300. He wanted to know how many people use the library for the $50,000 amount. If it was 100 people, then that is $500 per person for each taxpayer to pay for it. Mrs. Shoemaker stated that a price could not be placed on a service to the community. The library is the only place in town that is open to the community and can be used for community purposes whether it is for meetings or dances for the teens. It would be a crime to ignore that. Councilman Schneller stated that a referendum should go to the public to use that money. Mrs. Shoemaker had concerns of the amount on the budget from 2008 to 2009. Supervisor Strader informed Mrs. Shoemaker to contact his bookkeeper, Nicole Barr. She would be able to explain what the accounts are and anything else that needed to be known. Mr. Barkley wanted to know whose name is on all saving accounts for the Library. Supervisor Strader said he didn't know, but would check into it and get back to the Library Board. Supervisor Strader informed Mrs. Shoemaker and Mr. Barkley that the Lisbon Board would be working on the budget starting September 8th at 7:00 AM. Town Clerk McBath asked Mrs. Shoemaker why wasn't there any money being turned in to the Town Clerk Office for fines, donation, and use of the community room. In the past the Library Board informed her that the Librarian would have a petty cash of $100.00 for postage and supplies. Mrs. Shoemaker agreed with that statement. Town Clerk McBath asked why was there a voucher to be paid for postage in the abstract, if postage is coming out of petty cash. Mrs. Shoemaker stated she did not know, but would check into it. Mr. Barkley asked if any money was being collected from the 89er's or anyone else. Town Clerk McBath said she had received nothing. B. Bath House at Beach - Supervisor Strader stated that we had received the bid from Burley and Gummick of approximately $400,000, or so, to build a new bathhouse with sewer. From the Power Authority we had received $260,000 from the land that residences hade bought. Supervisor Strader suggested that an engineer draw up plans to renovate the old bathhouse. The shell is in good shape, it just needs to be upgraded. If approximately $80,000 is spent on the upgrade to the building, the remaining $180,000 could be used toward more campsites, boat docks, and boat slips. Supervisor Strader made a motion, seconded by Councilman Schneller to authorize the Supervisor to research an engineer to upgrade the old bath house, campground sites, docks and boat slips. Ayes - 3 Nays - 0 C. Senior Citizen Pass to Beach - Supervisor Strader had suggested that the Senior Citizen get a free pass to the beach. Councilman Schneller suggested that the board do nothing until next year. What was set for this year should go for this year. Councilman Winters stated it would be opening a can of worms. 12. Executive Session There was no executive session 13. Adjournment Supervisor Strader made a motion, seconded by Councilman Schneller to adjourn the meeting at 7:30 P.M.
