6.    Approval of Supervisor Report

Councilman Schneller made a motion, seconded by Councilman Shoen to approve the Supervisor Report. Ayes - 3 Hays - 0

8.    Highway Superintendent Report

Highway Superintendent Dow was not at the meeting so no report was given.

9.    Old Business - No Old Business to discuss

10. New Business

A.   Randy Teele - Mr. Teele requested that he be able to connect to the extension that the Lisbon School is putting in, at his expense.   The board members will give their approval as long as he has a qualified contractor doing the work and have it inspected by Highway Superintendent Dow and Water Superintendent Smith.   Supervisor Strader informed Mr. Teele that he would have Attorney Nash draw a contract.   Mr. Teele requested the board to wait on that matter, as he still needed approval from the school.

Councilman Schneller made a motion, seconded by Councilman Shoen to approve that Randy Teele be allowed to connect onto the water line that is extended in back of his home with the stipulations that the school's approval was received.   Ayes - 3       Nays - 0

B.   Richard Barkley - Library Board Member - Mr. Barkley commented that the Library Board is taking the challenge that Supervisor Strader gave to them by making the Lisbon Hepburn Library more "customer friendly".

  • Mr. Barkley asked what were the Town Board's plans for the upkeep for the Lisbon Hepburn Library.   Supervisor Strader stated that general maintenance and with any other projects that the Library would receive from grants.
  • Mr. Barkley had requested, at the previous meeting, that the Town Board Members do a "walk through" of the Library to see if anything caught their eye that needed to be worked on.   He wanted to know if the board had a chance to do that.   Supervisor Strader stated that

they did not, but informed him that he had done a walk through and stated that he was very familiar with the library.   Councilman Shoen stated that he stopped that night and walked around the outside of the building.   He was unable to get in as it was closed for the evening. Councilman Schneller did not understand why the board needed to do a walk through. Mr. Barkley stated that the Library Board wanted the Town Board to see the condition of the building and to see if anything caught the Town Board's eye that needed to be repaired.   He wished that the Town Board would get together in order to develop a time line of what they felt needed to be done. Supervisor Strader stated that he felt the roof and windows needed to be replaced for energy saving purposes. Town Clerk McBath stated that she would investigate to find out if the building was on the Historical Building List concerning the window replacement.  

  • Mr. Barkley stated that the Library Board had asked the Department of Health to come in and offer its opinion on what was required to up date the kitchen and community room.   The Library Board just wanted to be sure that they were proceeding correctly.   The Department of Health gave a list of items that the Library Board needed to consider.   Councilman Schneller stated that he quickly read over the request list, and stated that it was well over $100,000.00.   Library Board Member Jo Skiff stated that it was a wish list. She was wondering what the Library could be used for if this was accomplished. She made it clear that this was not what they were aiming for. Supervisor Strader stated that it would be good to keep the Health Department out of there if at all possible.   If people were just going to use the refrigerator and coffee pot and brought in their own food without cooking in the kitchen, they didn't need these items. The Library Board stated it was not their intention to make it a full kitchen. The Library Board stated they still would like to sit down with the board and discuss ideas.
  • Items that need to be repaired or renovation done.   A list was given of items that needed to be repaired or replaced.
  • Mr. Barkley asked if the Town of Lisbon employed an electrician, painter and plumber on the payroll.   Supervisor Strader stated no.   When there is major work to be done, and it is over a certain amount, it needed to be advertised for bid.   If it is a small maintenance job, then Maintenance Man Scott Skiff does the work. If it is more than the maintenance job but under a certain amount, then Mike Spearance is called in. Councilman Schneller stated that this explained through the Procurement Policy.
  • Supervisor Strader asked if the Library Board had made the kitchen number one priority. Mr. Barkley stated that yes the kitchen is their number one priority.   Supervisor Strader stated that the Town Board's number one priority, would be the windows.
  • Mr. Barkley asked when the Town Board will be holding their preliminary budget meeting.   He was informed that they will be starting in September and will notify Barbara Shoemaker on this matter.
  • Mr. Barkley asked who would be resealing and lining the parking lot. Deputy Highway Superintendent Trombley will be checking with SLC Highway Superintendent whether the county is going to be doing it.

C.   Larry and Sheila Mehaffy stated that the recreation committee recently received the Procurement Policy that stated any purchasing over $50.00 must be approved by a board member.   The Recreation Committee asked to be exempt from this policy. A board member had not attended the Recreation Committee meetings in the last 6 months.   There are certain items like lining the field; baseball, softballs, etc, that need is need to be attended to promptly.   The Recreation Committee can't wait around a month or two for approval from a board member.   Discussion was held. Councilman Schneller had attended a previous meeting and found no one around. It was rebutted that 2 members were outside of the building waiting, since they had no key to enter the building.

Councilman Shoen made a motion, with some stipulation on buying supplies, to exempt the Recreation Committee from the $50.00 policy.   There was no second.

Supervisor Strader had concerns on what the Recreation Committee was spending the money on. Example:   Fifth Graders - Was there a need for two referees on for a fifth grade function?   He also stated that when he was growing up there were volunteers who didn't expect to be paid for it. He also stated that he had not seen a report on what the basketball tournament brought in.

Mrs. Mehaffy gave a break down on what the Recreation Committee has spent:

•  To date, out of $16,000.00, The Town Recreation had spent $4613.00.   She stated that they have put back $4512.00.   She knows that the money does not come back into the Recreation Committee, but had been returned.

•  Tournament profits for the entire tournament was $1625.00

•  Sign up for basketball fees and, most recently, baseball fees.

Recreation Coordinator year end report

  • A walking program for all ages was established
  • A fall basketball program for grades 4-6 was held. This was also a first time program
  • The annual basketball tournament was held
  • 2U, 14U and 2-17U soccer teams participated in the 2008 PYSA league
  • 3 Jr. League and 2 Sr. League teams participated in the Kiwanis soccer league last fall.   Half of their games were held in Lisbon.   There IS a need for two officials.   We are competing in the Ogdensburg base league. When you are up and down a soccer field that is 90' by 50', one person can not see that entire field. When you are dealing with some of the coaches and some of the level of players we have, it is important that these children learn the rules.   Safety is also the main concern.   Varsity and Modifier Players are the officials.   They are learn as they go. Our field was in use 5- 6 days per week, with varsity and modified players as officials.
  • Little kickers and farm league programs were run in house for ages 4-8.
  • 2-5 th grade and 2- 6 th grade basketball teams participated in winter league and local tournaments.   Varsity and modified players served as time-keepers and officials for home games.
  • 1 girl's softball team, 2 Jr. League and 1 Sr. League baseball team participated in the Spring Kiwanis baseball program.   The fields at the beach and playground were used 5 nights a week.   Over 20 games were held in Lisbon.   Varsity and modified players once again served as umpires.   An in-house T-Ball and farm league program also served an additional 100 children.
  • For the first time in years, each of our travel teams received a medical kit as part of their necessary equipment.   A kit was also given to each in house league.   These kits contained basic supplies such as ice packs, band-aids, alcohol wipes, disinfecting hand wipes, eye wash, antiseptic ointment, gauze pads and ace bandages.
  • Equipment was sorted and inventoried. Much of the baseball/softball equipment was replaced as needed to bring it up to date and safety standards.  

Sponsors generously donated the following:

  • Basketball jerseys for the 5 th grade boy's team
  • Equipment and 80% of the cost of T-Shirts for T-Ball and farm league (T-Shirts are not returned) ½ the cost of 2 sets of Jr. League baseball jerseys - these will be used in subsequent years
  • T-Shirts for the Sr. League baseball team - sponsor donated them to the players, will sponsor them again next year.
  • A scoreboard for the baseball field
  • This year they have started a new soccer program with volunteer coaches of 20 varsity players umpired 4 nights a week. It is very difficult to get these varsity and modify players to officiate these games when they could be doing something else. When these students officiate at least 4 times a week, why does Mrs. Mehaffy have to wait for a board member to approve the vouchers so these students can get paid?

D.   Resolution # 8 - Create the Position of Marriage Officer

RESOLUTION #8 of 2009 - TO CREATE THE POSITION OF MARRIAGE OFFICER

WHEREAS,    to be valid, a marriage ceremony must be performed by one of the individuals specified in Section 11 of the New York State Domestic Relations Law,

WHEREAS,    Domestic Relations Law Section 11-C(1) provides for the appointment of a Marriage Officer who is authorized to perform marriage ceremonies pursuant to Section 11 of the Domestic Relations Law,   and

WHEREAS,    the governing body of the Town of Lisbon has the power to create the position of Marriage Officer for a term not to exceed four years to be determined by the governing body,

NOW, THEREFORE BE IT RESOLVED,    that the Town Council of the Town of Lisbon hereby creates the position of Marriage Officer for Town of Lisbon,   and

BE IT FURTHER RESOLVED, Gerald Sawyer, Jr. be of the same is appointed to the position of Marriage Officer to serve without salary or wage for a term which shall begin and expire August 1, 2009.

Councilman Schneller made a motion, seconded by Supervisor Strader to approve Resolution # 8 of 2009 to Create the Position of Marriage Officer with the stipulation that Attorney Nash investigate this resolution and has approval. Ayes - 3       Nays - 0

12.         Executive Session

Supervisor Strader made a motion, seconded by Councilman Schneller to go into executive session at 6:50 PM to terminate a Highway Employee and Homecoming Committee worker.
