Present: Supervisor Don Strader, Councilman Tom Schneller, Town Clerk Donna McBath, Councilman Vincent Winters, Attorney Charles Nash, esq., Councilman C. Roger Shoen

1. Meeting Called to Order

Supervisor Don Strader called the meeting to order at 6:00 PM.

2. Minutes Approvals

A. May 13, 2009

Supervisor Strader made a motion, seconded by Councilman Winters, to approve the meeting

minutes of May 13, 2009.   Ayes - 4       Nays - 0

3. Town Clerk Report May 2009

Supervisor Strader made a motion, seconded by Councilman Schneller to approve the May 2009

Town Clerk's Report.   Ayes - 4        Nays - 0

  4. Approval of Town Justice Reports

Councilman Winters made a motion, seconded by Supervisor Strader to accept the Justice Reports

for the month May 2009.   Ayes - 4       Nays - 0

Councilman Schneller made a motion, seconded by Councilman Winters to approve the abstracts from May 2009 that were signed.

7. Approval of Supervisor Report

Councilman Schneller made a motion, seconded by Councilman Winters to approve the Supervisor Report.   Ayes - 4 Nays - 0

Councilman Winters made a motion, seconded by Councilman Schneller to approve the transfers for May 2009.

9. Highway Superintendent Report

Highway Superintendent Dow was not at the meeting.   The board members discussed black topping the Medical Center Parking Lot. It was requested that this be tabled for the July 8, 2009 meeting when Superintendent Dow could provide the estimated cost of this project.

10. Old Business

A.   Approval of signature for Lease on land on Pray Rd.

Councilman Schneller made a motion, seconded by Councilman Shoen to approve Supervisor Strader to sign the lease between the Fire Department and the Town of Lisbon on June 15, 2009.

11. New Business

A. Bob Best - AMP

Mr. Best gave a presentation on the Preliminary Feasibility Study for the Alliance for Municipal Power, St. Lawrence County and Franklin County, New York.   After the presentation Mr. Best asked if there were any concerns from the board members. They had none.

B. Richard Barkley - Library Board Member - Library Construction Grant

Mr. Barkley gave a presentation on a grant that the Library would like to apply for.   He informed the board that it would be matching funds.   One of the stipulations would be that the board would have to sign a form stating that the Library would be in use for the next ten years. The grant would apply to any construction that would be done to the library.   (Replacing windows, replacing the roof, remodeling the kitchen, etc.)   Mr. Barkley requested that the four board members walk completely through the Library to see where this grant could be applied.   The grant needs to be submitted to the North Country Library. They will be applying for the grant.   It needs to be in by August 1, 2009.   If approved, the construction will need to begin within 180 days of approval.

C. Resolution # 7 - Resolution to Support the Construction of a Four Lane Highway in St. Lawrence, Franklin, Lewis, Jefferson and Clinton Counties and Urge the Assistance of Elected State and Federal.

RESOLUTION #7 of 2009

The Town of Lisbon

  RESOLUTION TO SUPPORT THE CONSTRUCTION OF A FOUR LANE HIGHWAY IN

ST. LAWRENCE, FRANKLIN, LEWIS, JEFFER|SON AND CLINTION COUNTIES AND URGE THE ASSISTANCE OF ELECTED STATE AND FEDERAL OFFICIALS TO MAKE IT A REALITY

Whereas , the economic impact of North Country transportation improvements is a key component of the North Country Transportation Study, and

Whereas , the economic development impact analysis has measured the value to the regional economy of efficiency gains through user benefits such as reductions in travel time, reductions in operating costs, and reductions in accidents due to improved safety, and

Whereas , the gains through increased social and economic development opportunities due to improved transportation access will reduce unemployment rates, reduce government transfer payments such as social welfare and unemployment insurance, and increase employment in the region, and

Whereas , the transportation improvements can enhance access to labor, customer, tourism and supplier markets, as well as to intermodal transportation facilities, making the overall region more attractive to transportation-dependent industries, and

Whereas , the construction of a four-lane highway within the boundaries of St. Lawrence, Franklin, Lewis, Clinton and Jefferson Counties will begin to address the transportation improvements necessary to foster such economic growth, and

Whereas , our elected New York and Congressional representatives can be assured that the Town of Lisbon adamantly supports such four lane highway construction,

Now, Therefore, Be It Resolved , that the Town urges New York State Commissioner of Transportation, Mr. Stanley Gee, to cooperate with local transportation taskforce groups to push for the construction of a four-lane highway within St. Lawrence County, and

Be It Further Resolved that a copy of this resolution be forwarded to Commissioner Gee, New York State Department of Transportation; Governor Paterson; all members of the New York State Senate; all members of the New York State Assembly; all members of the New York State Congressional Delegation; United States Senators Schumer and Gillibrand; St. Lawrence, Franklin, Lewis, Clinton and Jefferson Counties; the Development Authority of the North Country; and the Northern Corridor Transportation Group.

Councilman Winters made a motion, seconded by Councilman Shoen to approve the Resolution # 7 of 2009, Resolution to Support The Construction of a Four Land Highway In St. Lawrence, Franklin, Lewis, Jefferson and Clinton Counties and Urge the Assistance of Elected State and Federal Officials to Make it a Reality.                       Ayes - 4           Nays - 0
