TOWN OF LISBON BOARD MEETING May 13, 2009LISBON TOWN HALL Present: Supervisor Don Strader, Councilman Tom Schneller, Highway Superintendent Timothy Dow, Councilman Vincent Winters, Town Clerk Donna McBath, Councilman C. Roger Shoen, Attorney Charles Nash, esq. Guest: Larry Trombley, Barbara Shoemaker, Richard Barkley, Augie Bonno, John Woodard, Ed Tracy, and Carroll Roy 1. Meeting Called to Order Supervisor Don Strader called the meeting to order at 6:05 PM. 2. Minutes Approvals A. April 8, 2009 Supervisor Strader made a motion, seconded by Councilman Schneller, to approve the meeting minutes of April 8, 2009. Ayes - 4 Nays - 0 3. Town Clerk Report April 2009 Councilman Winters made a motion, seconded by Supervisor Strader to approve the April 2009 Town Clerk's Report. Ayes - 4 Nays - 0 4. Approval of Town Justice Reports Supervisor Strader made a motion, seconded by Councilman Winters to accept the Justice Reports for the month April 2009. Ayes - 4 Nays - 0 5. Recognition of Guest Larry Trombley - No comments Barbara Shoemaker - No comments
6. Approval of Abstracts Supervisor Strader stated that there was another voucher again from Sue Siedlecki for mileage on checking out the horses. Town Clerk McBath informed the board that Ms. Siedlecki had asked for a letter from the court stating that if they no longer needed her services, to please inform her. As of yet she had not received it. Then Supervisor Strader stated that he would look into this. Councilman Schneller made a motion, seconded by Councilman Winters to approve the abstracts from May 2009 with the exception of Suburban Gas and Sue Siedlecki voucher.
Ayes - 4 Nays - 0 7. Approval of Supervisor Report Councilman Schneller made a motion, seconded by Councilman Shoen to approve the Supervisor Report. Ayes - 4 Nays - 0 8. Highway Superintendent Report Supervisor Strader made a motion, seconded by Councilman Winters to go with Highway Superintendent Dow's recommendation of the roadwork for the summer. When the 2009 budget was completed the Town Board allocated the Highway Department an additional $40,000. The Board requested that, if possible, the Highway Department attempt to carry this amount over into the 2010 budget. Highway Superintendent Dow stated that the $40,000 was for payroll and not the capital account. He stated that since sales taxes had been up each quarter, he was hoping that the board would consider moving some funds from capital fund to Highway Department. Since the black top is at a price better than it was last year, it would be best to hardtop more roads. He thought that the board would consider topping the Medical Center Parking Lot. The board asked for Superintendent Dow to get some prices on how much it would cost to black top it. Superintendent Dow stated again, that the town should consider black topping some additional roads. Ayes - 4 Nays - 0 9. Old Business Resolution # 6 Holding Harmless the County of St. Lawrence for Providing Services RESOLUTION #6 of 2009 Holding Harmless the county of St. Lawrence for providing service for Lisbon
WHEREAS, the Town of Lisbon, is desirous of having St. Lawrence County provide stormwater and subsurface water collection into St. Lawrence County's catch basin along County Route 10 for Town of Lisbon's Fire District, and WHEREAS , both the Town of Lisbon and the County of St. Lawrence are desirous of promoting cooperation for the safety of the traveling public in St. Lawrence County, and WHEREAS , the Town is aware that the County may incur liability in the providing of the services and wishes to indemnify the County in this regard, Resolution # 6 Holding Harmless the County of St. Lawrence for Providing Services NO, THEREFORE, BE IT RESOLVED THAT THE Town of Lisbon hereby agrees to defend, indemnify and hold harmless the County of St. Lawrence from and against any and all liability, loss, damage, claim or action, to the extent permissible by law, arising out of operations performed or services provided by St. Lawrence County Department of Highways. Supervisor Strader made a motion, seconded by Councilman Schneller to accept the bid from Wayne Latham for $4800.00 to replace the roof on the Lisbon Medical Center. Ayes - 4 Nays - 0 C. Ayes - 3 Nays - 1 - Councilman Shoen D. Land on the Pray Rd. Supervisor Strader made a motion, seconded by Councilman Schoen to accept the proposal from the Lisbon Fire Department to pay One Dollar a year for the use of the land on the Pray Road with a three-year renewable lease. Ayes - 4 Nays - 0 10. New Business A. Lawrence Cemetery Christine Delfosse, from Norwood requested permission to move a head stone that belongs to her parents from a cemetery in Canton to the Lawrence Cemetery and place it with their son's stone. The stone will contain the ashes of her parents. She would be responsible for all expense. Supervisor Strader made a motion, seconded by Councilman Shoen to grant permission for Christine Delfosse to place a burial head stone next to a stone that is already there. Ayes - 4 Nays - 0 11. Executive Session Supervisor Strader made a motion, seconded by Councilman Schneller to go into executive session for a personal issue in the Highway Department at 6:53 PM. Ayes - 4 Nays - 0 Councilman Winters made a motion, seconded by Councilman Shoen to return to the regular meeting at 7:06 PM Ayes - 4 Nays - 0 13.
