TOWN BOARD MEETING

September 10, 2008

6:00 PM

Present: Supervisor Don Strader, Councilman C. Joseph Collins, Town Clerk Donna McBath, Councilman Tom Schneller, Attorney Charles Nash, esq. Councilman C. Roger Shoen, Councilman Vincent Winters                       

Absent:               Highway Superintendent Timothy Dow

Guest:   Larry Trombley, Legislator David Forsythe, Matt McAllister - Ogdensburg Journal, Mark Quinn

1.    Meeting Called to Order

Supervisor Don Strader called the meeting to order at 6:00 PM.

3.    Minutes Approvals

A.   August 13, 2008

Councilman Schneller made a motion, seconded by Councilman Shoen to approve the meeting minutes of August 13, 2008.                            Ayes - 5       Nays - 0

4.    Approval of Town Clerks Report

Councilman Collins made a motion, seconded by Councilman Schneller to approve the Town Clerk's Report for the month of August 2008       Ayes - 5       Nays - 0

5.    Approval of Town Justice Reports

Councilman Winters made a motion, seconded by Supervisor Strader to accept the Justice Reports for the month of August 2008.               Ayes - 5     Nays - 0

6.       Recognition of Guest

Larry Trombley - No Comments

Matt McAllister - No Comments

Mark Ginn - Voiced concerns regarding the condition that his road was left in when the Lisbon Highway Department vacated the scene.   There were many stones left, which could create a problem when the road was plowed during the winter.   Mr. Ginn also inquired whether the drainage was going to be improved in front of his house.   Deputy Larry Trombley responded that the repairs were not completed yet.

Mr. Ginn also stated his opinion that the chairman of the Board Assessment Review was performing his duties well.   He also suggested in the event that he step down from his position, the new person be well versed in real estate property experience.  

When asked by Supervisor Strader if he would be interested in the position as chairman, he responded only as a last resort.

7.    Approval of Transfers

Councilman Schneller made a motion, seconded by Councilman Winters to approve the transfers for August 2008.

8.    Approval of Abstracts

•  Councilman Collins asked Attorney Nash what could be done since a $1,500 check was written to Lowes for supplies to finish winterizing the New Recreation Building with no receipt to go with the check.   Attorney Nash stated that since the check was put on the account for the Town of Lisbon we would need to wait to see when the statement comes in next month.

•  Councilman Schneller questioned what was the voucher for the Comptroller, City of Ogdensburg.   Supervisor Strader replied that his understanding was that joining, the Economic Development Committee we would receive benefits for the economic development area. If the Town of Lisbon were not a member of the Economic Development Committee, any business that inquired to develop in the Town of Lisbon would be discouraged.   Therefore, the Town would not receive any economic benefits. Supervisor Strader also informed the board that he would check into the specifics of the Economic Development Committee.

•  Councilman Schneller also questioned what was the check for the beach.   Supervisor Strader stated that it was for advertising in the campground directory.

•  Councilman Schneller made a motion, seconded by Councilman Winters to approve the abstracts from August 2008 with the exception of the voucher to the Comptroller, City of Ogdensburg for the Economical Benefits Committee for the joint marketing committee.

9.    Approval of Supervisor Report

Councilman Schneller made a motion, seconded by Councilman Shoen to approve the Supervisor Report.                                                Ayes - 5       Nays - 0

10. Report from Legislator Forsythe

Legislator Forsythe informed the board the only thing the Legislators were working on was the county budget.

11. Highway Superintendent Report

Highway Superintendent Dow was not present.

13. New Business

A.       Appointments end of September

•  Board of Assessment Review Board - To informed the board that this position was to be billed on the October 8 th meeting.

B.   Future Appointments for 1 st of 2009 year - this was to inform the board that these positions need to be reappointed or the position filled the 1st of 2009.

      1. Library Board

      Roger Shoen   - 4 year term

      Carroll Roy - 4 year term

      Barbara Shoemaker - 3 year term

      Vacant spot to replace Mike Duprey - 4 year term to be completed in 2010

•  Planning Board

            Dalton Miller - 3 year term

            Vacant spot to replace Mike Duprey - 6 year term to begin in 1/1/2009

C.   Dart Ball - Approval - Supervisor Strader stated that Elmer Parmeter Jr. had requested that the Dart Baseball team would like to use the Town Hall again this winter.   Supervisor Strader walked through the Town Hall and showed Mr. Parmeter where the damage was being done to the walls and floor. It was agreed that the Dart Ball Team would meet the conditions that the Town Board has stated.   If these conditions are not met, then the Dart Ball Team will be asked to leave the Town Hall.

Paperwork will be drawn up on the conditions that the Town Board expects from the Dart Baseball teams and signed.   The conditions are as stated:

      1.The walls and floors need to be protected from the darts at all times.

      2.The team needs to clean up after each that they meet in the Town Hall.

      3.Insurance Certificate needs to be gotten to the Town Clerk before starting

      4.Indemnity form needs to be signed before starting

Councilman Winters made a motion, seconded by Councilman Shoen to allow the Dart Ball Team use the Town Hall for games with the conditions that were given to them.

D.   Fuel Quotes

Request was faxed out to the following fuel companies and their replies

MX Fuels             $3.1495 Base (incl delivery) NYS Pricing LSD on the terms of net 10 days from delivery.

Petroleum Traders             No Response back

Griffith Energy             No Response back

Kunoco Oil                 No Response Back

Valero Energy Corp             Was not able to fax to them.                       

Councilman Winters made a motion, seconded by Councilman Shoen to accept MX Fuels for diesel fuel quote of $3.1495 Base (incl delivery) NYS Pricing LSD on the terms of net 10 days from delivery. The board stated that they would be paid as soon as the voucher is given to Nicole Barr.                                                                                         Ayes - 5           Nays - 0

E.   Judges Report Audit

Judges Report Audit has come back positive.

14. Executive Session

Councilman Schneller made a motion, seconded by Councilman Shoen to go into Executive Session pertaining highway employee personal matter at 6:30 PM.

Councilman Schneller made a motion, seconded by Councilman Shoen to return to the regular meeting at 6:40PM.                                       Ayes - 5           Nays - 0
