TOWN BOARD MEETING

May 14, 2008

6:00 PM

Present:

            Supervisor Don Strader, Councilman C. Joseph Collins, Highway Superintendent Timothy Dow, Councilman C. Roger Shoen, Town Clerk Donna McBath, Councilman Vincent Winters, Attorney Charles Nash, esq.

Absent:   Councilman Tom Schneller

      1.       Meeting Called to Order

Supervisor Don Strader called the meeting to order at 6:00 PM.

      3.   Minutes Approvals

•  April 9, 2008

Councilman Collins made a motion, seconded by Councilman Winters to approve the meeting minutes of April 9, 2008.                         Ayes - 4       Nays - 0

      4.       Approval of Town Clerks Report

Councilman Winters made a motion, seconded by Councilman Collins to approve the Town Clerk's Report for the month of April 2008.                  Ayes - 4     Nays - 0

5.       Approval of Town Justice Reports

Councilman Winters made a motion, seconded by Councilman Collins to accept the Justice Reports for the month of April 2008.                        Ayes - 4       Nays - 0

      6.       Recognition of Guest

•  Carroll Roy - To observe

•  Matt McAllister - Liason from the Ogdensburg Journal

•  James Darcy - Discussion for Executive Session

•  Gail Kerr - Dan Tanner - Question on how the rates for water and sewer were established.   Attorney Nash informed them that the rates were established when the water and sewer were installed from the debt that was occurred. Ms. Kerr asked if water line was going to be continued in the future, as the sewer line.

•  Mike McCabe - stated there are problems concerning the McCabe Road (a private road) and Sullivan Road (a private road). Attorney Nash informed him that the town had no jurisdiction on how the Real Property has listed the address for these roads.   It was discussed between Attorney Nash and Supervisor Strader that they would approach Jane Powers at Real Property Office to see how the camp roads names can be corrected.

Councilman Collins made a motion, seconded by Councilman Winters to approve the abstracts from April 2008.

8.       Approval of Supervisor Report

Councilman Winters made a motion, seconded by Councilman Shoen to approve the Supervisor Report.                                                 Ayes - 4       Nays - 0

•  Report from Legislator - Was not able to attend

•  Highway Superintendent Report

•  Superintendent Dow informed the board members that he and the County would like to grind up the Nelson Road to make a better base. There will be an additional cost of approximately $25,000.00 to do this work.

•  Blacktop cost in May is $1.88 a ton.   It will increase to over $2.00 a ton in June. (Correction to read as)   Blacktop cost in May is $1.88 a ton over County Bid.   It is expected to increase to over $2.00 a ton in June over County Bid.)

•  In 2007 we were given $175,000 in CHIP.   For 2008 we will receive from the state $216,000 in CHIP.   This will help cover the extra expense for the Nelson Road.

•  Superintendent Dow was informed by Mike O'Neil, Campground Director, that the pumping station is not working properly to the new sites that were installed last year. The highway crew would be investigating this on Thursday, May 15, 2008 to see why.

•  Old Business

A.       Fence Ordnances

         Discussion was held, and the decision was made, to table this for the future.

•  New Business

•  Election

Town Clerk McBath informed the board that the election location for the Town of Lisbon will be moved from the Town Hall to the Library for the purpose of better Handicap accessibility.   There would have to have some minor adjustments done at the library to have it completely Handicap accessible.

•  Land Purchase

The board went into executive session for this item and then returned to the meeting with:  

Attorney Nash stated to the board - to purchase 20 acres of land from tax map no. 50.001-1-6.2 at the terms that the board directed him to include.   If this is passed it would give the Supervisor the authority to sign the purchase offer, then Attorney Nash will forward this onto the sellers' representative.

Councilman Collins made a motion, seconded by Councilman Winters to give the Supervisor the authority to sign the purchase offer.                                     Aye - 4           Nay - 0

      14.       Executive Session

Councilman Collins made a motion, seconded by Councilman Winters to go into Executive Session pertaining personnel with fire commissioner and land purchasing at 6:43 PM.

Councilman Winters made a motion, seconded by Councilman Shoen to return to the regular meeting at 7:04 PM.

            15 . Adjournment

Councilman Shoen made a motion, seconded by Councilman Winters to adjourn the meeting at 7:07 P.M.
