TOWN OF LISBON SPECIAL BOARD MEETING OCTOBER 17, 2007LISBON TOWN HALL Present: Supervisor Roger Watters, Councilman C. Joseph Collins, Town Clerk Donna McBath, Councilman Thomas Schneller, Highway Superintendent Timothy Dow Absent: Councilman Vincent Winters, Councilman C. Roger Shoen 1. Meeting Called to Order Supervisor Roger Watters called the meeting to order at 6:00 PM. Pledge Allegiance 3. Results from Bids for Recreation Building Bids that were accepted as follows: Bid 1

Mr. Bender informed the board that the bidding we have received is just for the large items. Small items such as electric out let or cover we can purchase by themselves. The board has suggested to that Mr. Bender to figure what we need for all materials. Councilman Schneller made a motion, seconded by Councilman Collins to approve the bids as quoted for the Recreation Building. Aye - 3 Nay - 0 Mr. Bender will be contacting Larry Mehaffy to prepare him to get his people ready to go for the job. Highway Superintendent Dow brought to the attention to the board that he has a book on all State biding on any item that we may need. He has looked through the book and compared with the bids we received and found there are some bids we can get off the State Bidding. Mr. Bender has suggested that we hire a Clerk of the Works to look over the job. Deeds for Land returned to the Town of Lisbon Parcel 29.001-1-2.27, Map Number 1658, Parcel 1742 with 1.37 Acres It was requested that a copy of the deed be sent to Attorney Nash to have a legal notice for proper wording for the notice. Councilman Collins made a motion, seconded by Councilman Schneller to have Attorney Nash write the legal notice for sealed bids for the sale of parcel 29.001-1-27. Bids are tentative due when Attorney Nash is available to meet with the board. Aye - 3 Nay - 0 When the Legal Notice is published it will be published in the Ogdensburg Newspaper and Watertown Times Newspaper. Preliminary Budget Date - Has been undecided at this point. Tentative set for November 7, 2007. Web Page - A discussion was done concerning the offer we received on a new web page. It was decided not to go with this offer at this time, but would keep him in mind for the future. Supervisor Watters will notify him. Local Government Meeting Reminder - there will be a Local Task Force Meeting on October 18, 2007 at 7:00 PM at the Louisville Fire Department. 4. New Business Resolution 10 - Power to New Recreation Building RESOLUTION # 10 of 2007 Power for the New Recreation Building WHEREAS, The Town of Lisbon is building a multipurpose recreation building at the Fields and Friends Community Complex, and WHEREAS, Conversation with National Grid personnel indicated they wanted a resolution passed by the town board before install power back to that area, NOW, THEREFORE, BE IT RESOLVED: That the Town of Lisbon is formally requesting National Grid to provided service for this complex for this new building and possible additional lighting requirements. Supervisor Watters made a motion, seconded by Councilman Schneller to approve Resolution # 10 - Power for the New Recreation Building. Aye - 3 Nay - 0 Richardson Road - Problems with the draining system of people draining water from their cellar into this system. He had to order a pre-cast catch basin to hook into part of the system that is there. In the past it had become plugged up and the fire department will flush it out. Superintendent Dow had to call National Gas has his layout was not the same as National Gas. Job had a hold up because some trees needed to be removed, which Putney's will be there on Friday. Roller - The roller we own now we purchased in 1999 for $750.00 at a State Auction. It has a bad noise in it. The roller has been put in the shop and torn it apart. He found a couple of bearing damaged on the small pilot shaft that leads to the big sprocket. He has check into parts for the machine and it will cost at the moment $1600.00. Superintendent asked if the board wants for him to put the work into this 1999 roller that we purchased for $750.00 or look for another roller. He asked Councilman Collins what the roller is that his father owns. He feels that spending a lot of money would not be wise as the machine sets more than it is run. The board told Superintendent Dow to look into this roller. If he likes the roller, then buy it. Superintendent Dow suggests maybe renting it from Mr. Collins for a month and if he likes it then purchase it. Affidavit from Fitzgerald Morris Baker Firtii P.C. - This firm is representing the town in a lawsuit that happened at the beach in 2006. They are asking for Town Clerk McBath to sign it. She had sent it onto Attorney Nash. He recommended that she not sign it until he checked into this matter. The board informed her to have Attorney Nash answer the request. 8. Dogs - Mr. McMahon had complained to Sue Sledeski, our dog control person, about dogs barking all the time at the home across the road. Town Clerk McBath talked with Attorney Nash about it and he informed Town Clerk McBath for Mr. McMahon to videotape the dogs and noise for half an hour then take the residence to court. 9.
