SPECIAL BOARD MEETING

JUNE 27, 2007

LISBON TOWN HALL

Present:    Supervisor Roger Watters, Councilman C. Joseph Collins, Town Clerk Donna McBath, Councilman Thomas Schneller, Councilman C. Roger Shoen

Absent: Councilman Vincent Winters

1.    Meeting Called to Order

Supervisor Roger Watters called the meeting to order at 6:30 PM.

3.    Resolution # 5 Grant for Existing Bathhouse at Lisbon Beach/Campground

Supervisor Watters express his concerns on the existing old bathhouse at the Lisbon Beach/Campground as it is in very poor conditions.   The building is in need of complete renovation, as it will not meet current building codes and the Department of Health is working with us to resolve this situation. The building was built in the 70's and needs to be replaced. Supervisor Watters would like to file for an application for funds from the New York State Office of Parks, Recreation and Historic Preservation in accordance with the provisions of Title 9 of the Environmental Protection Act of 1993 or the Federal Land and Water Conservation Fund Act of 1965, in an amount not exceed $500,000.00 (Five Hundred Thousand Dollars).

This would be phase one with the completion would allow us to move onto phase two and three, which we hope to complete within five years.

Used of the facility fully support the towns efforts in replace the old bathhouse.

We also received several letters from a couple of campers concerning the campground and letters from State Senator Wright and St. Lawrence County Legislator David W. Forsythe, District 2.

     

RESOLUTION # 5 of 2007

GRANT FOR EXISTING BATHHOUSE

AT LISBON BEACH/CAMPGROUND

I, Donna D. McBath , the duly qualified and acting Clerk of the Town of Lisbon , New York, corporation subject to the Not-for-Profit Corporation Law of New York State and qualified for tax exempt status under the Town of Lisbon , New York, do hereby certify that the following resolution was adopted at a special meeting of the Town of Lisbon Town Board held on June 27, 2007 , and is incorporated in the original minutes of said meeting, and that said resolution has not been altered, amended or revoked and is in full force and effect.

RESOLVED

That Roger Watters, Supervisor of Town of Lisbon , is hereby authorized and directed to file an application for funds from the New York State Office of Parks, Recreation and Historic Preservation in accordance with the provisions of Title 9 of the Environmental Protection Act of 1993 or the Federal Land and Water Conservation Fund Act of 1965, in an amount not to exceed $500,000.00 (Five Hundred Thousand Dollars) and upon approval of said request to enter into and execute a project agreement with the State for such financial assistance to this Town of Lisbon for Lisbon Beach Bathhouse Replacement.

A verbal vote was taken:

      4.    Telephone at the beach

It was brought to the attention to the Town Board that the Life Guards at the Lisbon Beach do not have immediately access to a telephone without going to the campground office.

Councilman Collins made a motion, and was seconded by Councilman Schneller to approve of notifying Verizon and have an extension from the campground office put in the Life Guard's building as soon as possible.

5.    Adjournment

Councilman Collins made a motion and was seconded by Councilman Schneller to adjourn the meeting at 6:35 PM.
