BOARD MEETING

May 24, 2007

LISBON TOWN HALL

Present: Supervisor Roger Watters, Councilman C. Joseph Collins, Highway Superintendent Timothy Dow, Councilman Vincent Winters, Town Clerk Donna McBath          

Absent:                Councilman Thomas Schneller, Councilman C. Roger Shoen

1.       Meeting Called to Order

Supervisor Roger Watters called the meeting to order at 6:30 PM.

•  Pledge Allegiance

•  Approval of Meeting Minutes for May 9, 2007

Councilman Winters made a motion, and was seconded by Supervisor Watters to approve the minutes for May 9, 2007.                     Ayes - 3       Nays - 0

•  Wireless Firm Ridgeview Tel

A presentation was given from Vince Jordan, Ridgeview Tel.   Mr. Jordan informed the board that his company is working with the Development Authority of the North County. The Development Authority is trying to find a wireless service provider to complete the last mile of service in this area.   Ridgeview Tel is an alternative Internet provider, high-speed ban provider and also a voice provider.   They are for strictly rural communities.   The company is from Colorado.   It was stated that it would be very easy to be connected to the existing Internet and go from there for wireless.

To get started a dish would be placed on top of the water tower. The signal would reach a distance of approximately 7 miles.   Additional high spots would then be required in order to relay the signal to further distance. They would not charge for installation or equipment. They would also maintain all ownership of the equipment.

In order to begin the process, approval of the Planning Board would need to be granted, along with some changes done on the contract.   Supervisor Watters stated that if all is approved we could be up by the middle of next month.

•  Results from the SLC Planning Office

Twenty-eight people were in attendance of the March 13th meeting.   Jason Pfotenhauer, Deputy Director of the SLC Planning Office. He presented the Strengths, Weaknesses, Opportunities and Threats of the town.   There was time for questions and answers for this presentation.

•  Highway Superintendent Report

            Resolution # 5 - Hold Harmless Contract with SLC

Councilman Winters made a motion, and was not seconded to accept the Hold Harmless Contract with St. Lawrence County Highway Department.   Councilman Collins recommended that we table this until the next meeting.

•  Old Business

•  Sparrow Hawk Point (Power Authority)

Supervisor Watters informed the board what land would be returned to the Town of Lisbon at Sparrow Hawk Point.   We will be receiving 23 acres.

•  Renovation at Beach

•  The Paving has been completed on the beach road.

•  There has been site work done at some camper sites.

•  Highway Superintendent Dow stated that he had concerns on the entrance gate.   He is surprised that there hasn't been an accident with the big campers that are coming into the beach.   He felt that if the three big rocks were moved out of the way, then the campers could come in and go out straight, and not have to make a sharp turn.   The board stated that they would look at it over the weekend.

•  Construction on building on playground

Supervisor Watters stated that he had heard nothing from Councilman Schneller on the upcoming construction at the playground.

•  Insurance Policy

The insurance is due June 16, 2007.   The board wishes to put this invoice on hold until June 13 th meeting.

•  First Response Meeting by the Power Authority - The Power Authority requested a number that will be attending the meeting in Massena on May 31, 2007.   Supervisor Watters asked if any board members would be attending. Councilman Winters was asked if he would inform Jill Chamberlain that he would be the only one attending.

•  New Business

•  Civil Practice Law and Rules

This was put on hold for June 13 th meeting.

•  Water Leak at Maiden Lane and CR 10.  

A resident asked Town Clerk McBath if anyone had turned in a concern that water was laying at the corner of Maiden Lane and CR 10.   Town Clerk McBath informed the resident that it had been turned in, and that Doug Smith knew about it.   Doug had notified the County how to proceed with this leak.

•  Beach

A resident asked about the beach rates.   He said that we should consider the rates at the time of budget.

•  Plant for Town - Town Clerk McBath asked the Town Board if they wished to have plants purchased for the town.  

Councilman Collins made a motion, and was seconded by Councilman Winters to approve of purchasing plants for the Town.                                            Ayes - 3       Nays - 0

      9.       Recognition of guest

Will Glass commented on the list that was presented to the board from the SLC Planning Board.   He suggested that maybe a part of the field in back of Church Street could be purchased and built a road there. Homes would then be built. Water and sewer would need to be installed, thus bringing revenue into the Town of Lisbon.

8.       Adjournment

Councilman Collins made a motion, and was seconded by Councilman Winters to adjourn the meeting at 8:45 PM.                       Ayes - 3       Nays - 0
