May 9, 2007

LISBON TOWN HALL

Present:

            Supervisor Roger Watters, Councilman C. Joseph Collins, Highway Superintendent Timothy Dow, Councilman Thomas Schneller, Town Clerk Donna McBath, Councilman C. Roger Shoen, Attorney Charles Nash, esq., Councilman Vincent Winters

1.       Meeting Called to Order

Supervisor Roger Watters called the meeting to order at 6:35 PM.

•  Approval of Meeting Minutes for April 11, 2007

Councilman Winters made a motion, seconded by Councilman Shoen to approve the minutes for April 11, 2007.                                              Ayes - 5       Nays - 0

            Approval of Road Trip & Meeting Minutes for April 26, 2007

Councilman Collins made a motion, seconded by Councilman Winters to approve the minutes for April 26, 2007                                     Ayes - 5     Nays - 0

•  Approval of Town Clerks Report

Councilman Schneller made a motion, seconded by Councilman Collins to approve the Town Clerk's Report.   Town Clerk McBath informed the board that all of the equipment that was sold is paid for and picked up, with the exception of the loading ramp. That was paid for in May, and will be in May's report.                                                  Ayes - 5     Nays - 0

•  Approval of Transfers

Councilman Schneller made a motion, and was seconded by Councilman Shoen, to the transfers as follows: General- To transfers $272.87 to 9050.8 from 7110.1

•  Approval of Abstracts

Councilman Schneller made a motion, seconded by Councilman Winters to approve the abstracts from March 2007, with the exception of Fuller Insurance Agency, Inc. The board would like to compare last year with this year before paying for it.

•  Approval of Supervisor Report

Councilman Schneller made a motion, seconded by Councilman Winters to approve the Supervisor Report with the transfers.                     Ayes - 5       Nays - 0

•  Highway Superintendent Report

•  Five Mile Line Extension - A resident from the Five Mile Line Extension questioned what was being abandoned.   He was informed that the area was from Bennett's property to the St. Lawrence River, comprising of .06 miles. A roll call vote was done.

Later in the meeting, another resident asked the same question. She asked if the town was still going to maintain the remainder of the road.   She was informed that the town will be maintaining the remainder of the road.

•  The county highway department is still on schedule with the town highway department to come into the town to do black topping.   They should arrive the 3rd week of May.

•  Sportsman Club Road - A resident from the Sportsman Club Road inquired who owned the Sportsman Club Road, and who maintained the road.   He had checked with the county, and was informed that they do not own the road and cannot maintain it.   Highway Superintendent Dow informed him that the Town of Lisbon does not own the Sportsman Club Road, as it is a private road.   It is not possible for the town to purchase the road, since it cannot be widened because the property is not there.   The only suggestion that was given to the resident was to contact his neighbors and get together to maintain the road.

•  Legislator's Report

•  The board was informed that the legislators and SLC Highway Supervisor took a bus trip throughout St. Lawrence County to look at the roads to see what roads would need reconstruction.

•  Workmen's Compensation is being reviewed by the Legislators.

•  May 14, 2007 the Legislators will be choosing the new Administrator for the county.

•  The work will be starting soon on the new jail.

•  Old Business       

•  Land on the river between Dr. Alverson & Eisenkeit residence.   A resident was asking what was being done on the land between the Dr. Alverson & Eisenkeit residences.   Was it going to be put up for sale or what?   Supervisor Watters informed the resident that no decision has been made on how this lot will be sold. He also informed him that hopefully the decision would be made within the next 2 months.  

•  Environmental Management - Lee Harper was working with Supervisor Watters on this.   The paper work has been returned to the DEC. It was returned, because it was rejected.   Supervisor Watters hopes to set up an appointment with Lee Harper and the DEC to discuss this soon.

                  C.             Update on Library - Chair Lift.   Supervisor Watters asked Councilman Shoen to report on the Chair Lift.   Councilman Shoen replied that he has been unable to attend the last couple of meetings as he has been working double shifts.

                  D.             Status Report for the Beach - Highway Supervisor Dow said the trees have been planted.   Four more site been completed by the town.   The sewer covers need to be added to these 4 sites. We now have the total of 10 seasonal sites. Four more sites could be added in the fall by the highway department, or contracted out.  

•  Beach Pass - Councilman Collins recommended that the charges stay as they were last year.

Councilman Shoen stated that he would like to have all Lisbon residences not pay the $2.00 fee to get onto the beach.

Councilman Schneller made a motion, seconded by Councilman Winters to approve the beach rates as stated.                                                  Ayes - 5     Nays - 0

Mary Egan, a Lisbon Resident, would do a grant for an additional pavilion at no expense.   She would need to know how much money to request, and what the money will be spent on.

•  Power Authority Money/Sparrow Hawk - Councilman Collins asked if there was any reply to the letter that was sent to John Suloway.   Supervisor Watters stated that he received a call from Mr. Suloway approximately a week ago.   Mr. Suloway informed Supervisor Watters that the format had been sent to his superiors for review on what the policies will be for any communities who are submitting a proposal to get that funding.   

•  Sparrow Hawk Point - Supervisor Watters has heard nothing concerning Sparrow Hawk Point.   OGS is talking with DEC. He has heard that OGS wanted quite a bit for the 50' section of line, if it is even that. Councilman Collins asked if they should sit down with OGS and talk with them.   Supervisor Watters stated that they would be contacting him about the Environmental Management. He would ask if there had been any movement.

                  G.       Old Bath Building - Town Clerk asked if there was anything that was going to be done to the old bathhouse.   She was told that the flooring and two vents would be installed.   The vents will cost approximately $37.00, with no labor costs.   Supervisor Watters stated that this building will be needing major work done.   Town Clerk McBath asked if anything was going to be done concerning the tin walls.   She was told that that issue was being investigated.

•  New Business

                  A.    Sportsmen Club Road - this was discussed in the Highway Superintendent's report.

•  Use of the Town Hall on June 2 for the Wesleyan Church auction.

The Wesleyan Church requested to use the Town Hall for a fund raising auction by the Youth Group.   All board members approved this request.

•  Environmental Protection Fund and Land and Water Fund - meeting on May 18, 2007 in Watertown concerning NYS Parks.

•  Middle Class Star Correspondence - Received a letter from Governor Spitzer on the subject of Middle Class Star exemption.   Letter was passed.

•  Correspondence on the water program with Oswegatchie and Heuvelton from the Sterns & Wheeler.  

      12. Recognition of guest

Dan McNamara - stated that re-value has going smoothly.   He stated that the grievance needs to be in on May 22 by 8:00 PM.   

A resident asked what extent is being done on the Bull Run Road.   Highway Superintendent Dow stated that it is going to be reconstructed completely.

Another resident asked if the slush way pipe that leads from one field to another is 6" to 8" higher than the field.

Another resident asked if the slush pipe was going to be unplugged on the Fulton Road.   Superintendent Dow stated that the highway crew was out there now and would take care of it.
