BOARD MEETING & ROAD CHECK

APRIL 26, 2007

LISBON TOWN HALL

Present:

            Supervisor Roger Watters, C. Joseph Collins, Highway Superintendent Timothy Dow, Councilman Vincent Winters, Town Clerk Donna McBath

Absent:

            Councilman Thomas Schneller, Councilman C. Roger Shoen

The meeting was held on a road trip to inspect roads that needed to be repaired or restructured.

The road trip started at 3:45 PM.

            Left the town barns headed for the Scott Road

            Onto the Hall Road

            To the Swamp Road

To the Fulton Road - Fulton Road; on the section between the County Route 27 to the

            Dandy Road, Superintendent Dow stated that if the funds were available, he would like to have this section done.

            To the Murphy Road - Superintendent Dow would like the road go another year before

                  putting a final coat of black top on, since it come through the winter well.

            Tracy Road - From the end of the Dandy Road to the Becker Road, works needs to be

                  done.

Superintendent Dow informed the board that there should not be much work required, as it has a good contour on it.

            Woods Road - may have to have some work done on it, as the road has received damage

                  from the usage of heavy trucks.   There has been damage done to the road from the

            railroad tracks to CR 28. Also, the road has had drainage problems.  

            Superintendent Dow has worked with Knollwood Farms to direct the draining

            from the barn in the opposite way.

            Tuck Road - It has been 10 years since the road has been worked on.   There would need

                  to have a new base put in.   Superintendent Dow commented that people would

say that if you are going to reconstruct the road, why not take the hill out for safety reasons.

            Richardson Road - The whole road needs to be reconstructed.   Tile drain needs to be put

                  in for better drainage.

            Bull Run Road - From the Nelson Road to the Keystone Road, it needs to be

                  reconstructed.

Superintendent Dow stated that the County would be arriving in Lisbon to black top in three weeks.

Other Discussion:

•  Red Mills Cemetery - Jack Gray has placed 6 connibear traps at the cemetery, as wood chucks have done a lot of damage in the cemetery.

•  Beach - The electrical is not according to the blue print. The crew has to find where the line is running so it is not torn up.

•  Beach - Sewer lines are correct as to the blue print.

•  By opening season, eight new sites will be completed.   Superintendent Dow stated that he might be able to get four more in.   The board replied that they wish they could have four more sites in to make an even dozen.

•  Playground - Park - Superintendent Dow would like to get started on excavating the ground for the building so that Scott Akins could start pouring the cement for the pad.   Marc McDonnell, Recreation Chairman, would like to get the baseball diamond broke up so that grass seed can be planted.

•  Beach - Old Bath House - Needs to be gutted.   The old tin needs to be removed from inside the building.   There are problems with the sinks and septic.   Superintendent Dow feels that the septic is pumped into the old site.

•  Beach - Trailer Roof - Contractors have been asked to turn in a quote on how much it would cost to replace the room on the beach trailer.   Superintendent Dow has only received two estimates with the third expected.   A contractor did recommend that we not re-shingle the roof over the shingles.   It was recommended that we strip the old shingles, lay a vapor barrier on, and put on shingles with a thirty year warranty on which the board agreed.  

•  In the hamlet of Lisbon - Supervisor Watters asked Councilman Winters if he could contact Wade Davis, at the Bridge and Port Authority, to have the brush cut down along the railroad tracks from CR 10 toward Ogdensburg.   Councilman Winters commented that he thinks it has already been done.

•  New Trucks to purchase - Superintendent Dow brought to the attention of the board that the two quotes from State Contract for two pickups are as follows:

Highway Superintendent Dow brought to the board a price for a Ford pickup

                  truck on the New York State Contract.

•  New 2008 Ford Super Duty F-250 XL, Regular Cab, 4x4 (F21) for the price of $17,171.00 NYS OGS item 14

•  $        80.75 Snow Plow Prep Package (Code 473)

•  $        80.75 Up Fitter Switches (Code 66S)

•  $        52.24 Roof Clearance Lights (Code 592)

•  $       440.00 Freight

•  $17,824.74   Total

Councilman Collins made a motion, seconded by Councilman Winters, to order the 2008 Ford Super Duty F-250 XL on a state bid which total $17,824.74 from the New York State Contract.                                                               Ayes - 3

Pickup for Campground and Cemeteries

            Highway Superintendent Dow brought to the board a price for a Ford 2007 pickup truck on the New York State Contract.

•  New 2007 Ford ½ ton, Regular Cab, Long Box, 4x2 for the price of $11,991.00

•  Freight   $440.00

•  Total $12,431.00

Councilman Collins made a motion, seconded by Councilman Winters to order the 2007 Ford ½ ton pickup on a state bid, which total $12,431.00 from the New York State Contract.

Trash Bin - Superintendent Dow requested that the doors on the trash bin be modified from a door that lifts, to a side opening.   Town Clerk McBath will be notify Ron Bush concerning this.

Councilman Collins made a motion, seconded by Councilman Winters to adjourn the meeting at 5:45 PM.                                              Ayes - 3       Nays - 0
