TOWN OF LISBON BOARD MEETING MARCH 14, 2007LISBON TOWN HALL Present: Supervisor Roger Watters, Councilman C. Joseph Collins, Town Clerk Donna McBath, Councilman Thomas Schneller, Highway Superintendent Timothy Dow, Councilman Vincent Winters, Attorney Charles Nash, esq, Councilman C. 1. Meeting Called to Order Supervisor Roger Watters called the meeting to order at 6:30 PM. Pledge Allegiance
Approval of Meeting Minutes for February 22, 2007 Councilman Schneller made a motion, seconded by Councilman Shoen to approve the minutes for February 22, 2007. Ayes - 5 Nays - 0 Approval of Town Clerks Report Councilman Schneller made a motion, seconded by Councilman Winters to approve the Town Clerks Report. Ayes - 5 Nays - 0 Approval of Transfers - There were no transfers
Approval of Abstracts Councilman Schneller and Collins had questions on the Vouchers for Lowes, MX Fuels and Haun. Highway Superintendent Dow answered all the questions. On the MX Fuels voucher Councilman Schneller asked why the difference in the price of fuel. Highway Superintendent Dow informed him he needed fuel so he orders 1000 gallons to get him to the next meeting. Since it was a small amount of fuel for delivery, the cost was more than a larger amount of fuel was delivered the second time. Supervisor Watters informed him that if this happens again, he needed to inform him what was happening. Councilman Collins made a motion, seconded by Councilman Schneller to approve the abstracts from February 2007.
Ayes - 5 Nays - 0 Approval of Supervisor Report Supervisor Watters informed the board that we would have to create a new item on behave of the work being done by Sterns and Wheeler. He would be working with DANC to decide who should cut the check from the $25,000.00 that Senator Wright's office has given us. He didn't know if we should cut the check and get repaid from DANC or should DANC cut the check. He will be working with the Comptroller's Office this if we cut the check. Councilman Collins made a motion, seconded by Councilman Shoen to approve the Supervisor Report Ayes - 5 Nays - 0 Highway Superintendent Report Highway Superintendent Dow has handed a surplus equipment list into the Town Board. He is requesting to put the Ford Backhoe tractor on this list. The machine has been expensive to maintain since its purchase. There was much discussion on purchasing a new backhoe from John Deere or Caterpillar. He also wanted to put the Beach Truck on the list, as the warranty will be up next month. The vehicle has had tires replaced and will need a brake job done before it goes back to the beach. Councilman Collins informed Highway Superintendent Dow to check with Backus and Sons to see if this could be put under warranty because it only has 17,000 miles on it. Councilman Collins made a motion, seconded by Councilman Schneller to advertise to receive sealed bids for the 1989 Mack truck with a minimum bid of $12,000. The town reserves the right to reject any and all bids. Councilman Collins made a motion, seconded by Councilman Schneller to advertise to receive sealed bids for the remaining list: For Sale - by Sealed Bid - Surplus Equipment from the Town of Lisbon - Can be inspected at the Lisbon Highway Department for any additional specifications. Purchasing "as is" and "where is." Place Bids by number item. Ford Jubilee Tractor Wisconsin V-4 Motor (Rebuilt, w/wiring harness) Fuel tank Austin Western Crusher 73E 10/24 Jaw (w/many new parts) 1989 Mack Dump Truck w/plow harness (Minimum bid $12,000.00) 6' x 36' Aluminum Portable Loading Ramp 2004 - ½ ton Chevrolet long box Pickup. 17,000 miles, 1 month remaining on warranty 1988 GMC ¾ ton diesel w/utility body 220,000 miles. Seal Bids must be received at the Lisbon Town Clerk's office by 4:00 PM on April. 10,2007 The Town Board Reserves the right to reject any and all bids. Ayes - 5 Nays - 0 Dan McNamara - Gave a summary on the new tentative assessment for 2006. Legislator's Report Legislator David Forsythe was not present. Old Business Playground Easement Attorney Nash suggested that the issue be discussed in executive session with Mary Lou Robinson attending. The board approved. Assessor pay rate - Need to increase the budget for assessor of $10,272. This would require a budget amendment. Discussion was held. Supervisor Watters recommended that we increase the budget change and add the $10,272 to the budget line. Once we complete the hiring process, the replacement and the board can work out the details. Councilman Collins made a motion, seconded by Councilman Winters to increase the budget, change and add the $10,272 to the budget line and work out the details with the new assessor when hired. Supervisor Watters Aye Councilman Collins Aye Councilman Shoen Aye Councilman Winters Aye Councilman Schneller Nay C. Beach Rates - Discussion was held. First suggestion would be that all landowners would enter the beach area free. The price for electrical sites raised for Resident from $18.00/day to $23.00/day and Non-Resident $19.00/day to $27.00/day. Seasonal Rates would be the same for Resident and Non-Resident's with the exception of receiving a 10% discount. This was tabled until March 22, 2007 meeting. Boarding Dogs - Information was received from Sue Sledlecki, Dog Warden, concerning Bridge Port Veterinary Clinic on the quarters for boarding dogs. The board requests from the February 22 nd meeting that Town Clerk McBath get quotes on boarding dogs. She received one quote from several telephone calls to. A quote from Potsdam Humane Society's shelter: $1200.00 a year with expense of $10.00/day for 5 days which the shelter will bill the Town of Lisbon. After the five days, the dogs would go up for adoption, if adoptable. At this time the animal would be spayed/neutered before adoption. Lisbon Residents would be allowed to bring their personally owned animals to the shelter to be placed for adoption if the dog is not aggressive, old, or sick. Councilman Winters made a motion, and was seconded by Councilman Shoen contract with Potsdam Humane Society's shelter for boarding dogs. Ayes - 5 Nays - 0 Trash Removal - Received 2 quotes for trash removal: Ron Bush Trash Removal - 9 yard container with locking lids - $100.00 per pickup plus $.06 cents per pound of trash. Will pick up as needed, for the Town Barns and the Beach. Maintenance Man, Scott Skiff, will notify Mr. Bush when to pick up at the Town Barn. Campground Director, Mike O'Neil, will notify Mr. Bush when a pickup is needed at the Beach. The container will be away from their locations approximately half an hour to be emptied and returned. BLB Hauling - 2 yard rear load container - $110.00 per month at the Town Barn, and 6 yard rear load container - $285.00 per month at the beach. Councilman Shoen made a motion, and was second by Councilman Winters to accept the quote from Ron Bush Trash Removal to begin April 1, 2007. Ayes - 5 Nays - 0 New Sewer Expenses - It was asked if Edward Knight has been sent a bill for the expense's of the sewer hookup on the new residence at 7020 CR 10. Highway Superintendent Dow informed the board that he was waiting for another bill to complete it. The town's sewer line became plugged after Mr. Knight hooked onto the line. The town is waiting for Madrid to come and clean the line out. This bill will be sent to Mr. Knight also. Power Authority - Councilman Collins commented that local people are asking why some parcels are higher than others. The 29A land that was to go back to the town is now going to the adjacent landowners if they so desire. If refused, the land will come back to the town. He stated that the parcels is labeled 29, (land locked behind people's homes) has 90% of the appraisal reduced off which is why the amounts are so low. 29A that extends from the road to the river, doesn't qualify for the reduction 90% from not being land locked. So some numbers are coming in high. Councilman Collins has stated that a letter and/or a telephone call should be made from Supervisor Watters to John Suloway, Power Authority, on the amount of money paid local land owners to the Power Authority. When the town will be receiving these funds. Supervisor Watters stated that the Power Authority wanted to know where we would be spending the money before the Power Authority gives us this information. Councilman Collins stress that we should be in contract with the Power Authority in regards to these funds. Supervisor Watters informed the board that the town had received letters from Lowell and Alice Putney and Lester Martin concerning a Vegetation Management Plan. 12. New Business Resolution # 1 - Penalty Charge for Second Notice Councilman Shoen made a motion, seconded by Councilman Collins, to accept Resolution #1 to approve a penalty of $2.00 to be charged against each tax parcel requiring a second notice. RESOLUTION # 1 - 2007 BE IT RESOLVED that the Town of Lisbon hereby approves a penalty of $2.00 to be charged against each tax parcel requiring a second notice. Aye - 5 Nay - 0 B. Town Recreation Position - The recreation committee is requesting to hire a Recreation Coordinator, with a salary of $2,500.00. This coordinator would be responsible for school age and adults activities. Rhonda Fletcher was the coordinator in the past. They would set up as example, quilting, art class, etc. The pay would come out of recreation department funds. They just want the board think about this for next year's budget. Board Meeting March 22, 2007 - The Ernie Witkowski, from Lisbon Central School asked if he could attend and talk with the Lisbon Town Board on the Meeting of March 22, 2007. So there will be a meeting on night. Library Board - Letter of intent: We have received two different designs. We would like to get some guidelines on what we can do about installing an elevator. The board wants to know it we could hire any reputable contractor to do the work. Councilman Schneller suggested that we obtain a private contract, information what elevator we want, where it should be installed and a price quote. Supervisor Watters asked that the Library Board Chairman be informed and that they be included on discussion. Walkway - Supervisor Watters is requesting someone to work on the walkway and obtain paperwork and ideas to be presentable for the future grants. Gas Quotes - Town Clerk sent out five faxes for gas quotes for 2000 gals. She received one back. MX Fuel quotes $2.19 per gallon. Councilman Shoen made a motion, seconded by Councilman Winters, to accept the MX Fuels quotes of $2.19 per gal. Ayes - 5 Nays - 0 G. Planning Board - On March 12 the Planning Board held a regular meeting. The members wanted to appoint a Chairman and Secretary. Since no one would accept the position, it was decided to go on rotation. A schedule would be drawn up for this rotation. 12. Recognition of guest Had no comments for the guest.
13. Executive Meeting Councilman Schneller made a motion, seconded by Councilman Shoen to go into executive session for discussion of land purchase at 8:45 PM. Ayes - 5 Nays - 0 Councilman Collins made a motion, seconded by Councilman Winters to come out of executive session at 9:30 PM. Ayes - 5 Nays - 0 14.
