BOARD MEETING

JANUARY 25, 2007

LISBON TOWN HALL

Present:    Supervisor Roger Watters, Councilman Thomas Schneller, Town Clerk Donna McBath, Councilman C. Joseph Collins, Highway Superintendent Timothy Dow, Councilman Vincent Winters

Absent:   C. Roger Shoen

Guest: Trish McMahon - Ogdensburg Journal, Gerald Warren, Larry Trombley - Deputy Highway Superintendent, Robert Thompson, Tim Burley - Burley - Gemminiak Assoc., Joe Fields, Bruce Woods

      1.       Meeting Called to Order

Supervisor Roger Watters called the meeting to order at 6:30 PM.

3.       Approval of Meeting Minutes for January 25, 2007

Councilman Collins made a motion, seconded by Councilman Schneller, to approve the minutes for January 10, 2007.                                       

The Town Clerk was informed that the mileage rate was $.485/mile and is to fluctuate with the county mileage rate.                             Ayes - 4             Nays - 0

      4.       Highway Superintendents Report

•  Highway Superintendent Dow distributed a road plan for 2007.   He asked the councilmen to look it over for the February 14, 2007 meeting.

•  Highway Superintendent Dow wanted the board to know that he will be filling out a lease for Haun for acetylene and oxygen tanks, as the tanks he has now are empty.

•  Highway Superintendent Dow wanted the board to know there are problems with the Hanson bills.   At one time Hanson was charged too much.   An invoice was billed twice and paid twice, so that gave Lisbon a credit.   He is unsure of what the total amount is, but he and Hanson's people are working on it to get it corrected.

•  Highway Superintendent Dow informed the board that the New Holland/Ford backhoe was purchased with an extended warranty.   There had been communication with Tracy's, since September, concerning the backhoe.   Superintendent Dow was told verbally that the backhoe was under full warranty.   However, Tracy's informed Superintendent Dow that there would be a pickup and delivery fee of $400.00 for the backhoe.   Superintendent Dow decided to deliver and pickup the backhoe himself.   No paperwork accompanied the backhoe, because of the previous conversations between Superintendent Dow and Tracy's concerning it was under warranty.   When Superintendent Dow received a bill of $685.00 regarding the backhoe, he inquired as to the reason because of the full warranty.   He was told that a mechanic performed 2 hours of work backing off screws in the hydraulic.   Because of Superintendent Dow's inquiry, and reminding Tracy's of the warranty, the bill was reduced by $140.00.   The remainder of the bill was attributed to labor of $435.00.   Superintendent Dow informed the board that in the best interest of the town, he refused to pay the bill.   Supervisor Watters encouraged Superintendent Dow to contact Attorney Nash regarding this situation.   Superintendent Dow reiterated that we need a copy of the extended warranty

•  Old Business

                  A.             Liasion Appointments - We have received a written resignation from Steven Wallace, Chairman of the Planning Board and Planning Board member.   We need to wait until the next Planning Board Meeting to find out who the Chairman will be.   The board asked who the Vice Chairman was.   Town Clerk McBath informed the board that it was not Don Merkley that was listed in the previous minutes, but Ron Sanderson.   Councilman Collins asked for Councilman Schneller to go to the next Planning Board meeting to make sure there is a new chairman chosen and bring it back to the board for the February 14 th meeting.

Councilman Winters made a motion, seconded by Councilman Schneller, to accept the resignation for Steven Wallace from Chairman and Planning Board member.

                                                            Ayes - 4     Nays - 0

Councilman Winters asked if Steve Wallace resigned from the Grievance Committee.   Town Clerk McBath informed him no he did not resign from the Grievance Committee.

Supervisor Watters also asked for Councilman Winters to be an alternate and work with Councilman Schneller for the Planning Board Liasion.   He informed Supervisor Watters that he would try and see what would take place.

•  Sewer & Water Rates - Supervisor Watters distributed additional paper work from the last meeting on some figures.   Discussion was held.   Then Councilman Schneller brought some information concerning the school and household.   The discussion was put on hold until the board had a chance to talk with the school and ICF Unit.            

•  New Business

•  Trash Pick Up Quotes

Councilman Schneller would like to request for the town to receive quotes for trash pickup.   Town Clerk McBath will be contacting Attorney Nash for the legal Advertisement.

                  B.       Telephone at the Beach

Councilman Schneller asked why there were two telephone lines at the beach.   Couldn't there be one line with an extension?   The main phone would be in the Campground office, with the extension for the Lifeguards.   Town Clerk McBath will notify the Telephone Company to have the Lifeguards' line disconnected and have the extension installed from the Campground office to the Lifeguard building.

•  Code Enforcer - Camera - Town Clerk McBath had informed the board that Wal-Mart was the cheapest place for the Code Enforcer to purchase a camera.   The board approved the purchase. He is to buy the camera, then turn in a voucher for it to get reimbursed

•  Assessor - Councilman Schneller asked when would be the appropriate time to advertise for Assessor.   Discussion was held concerning the training and having the person on board when the end of September comes.   Councilman Collins stated that he and Code Enforcer Steve Teele of Canton were going to get together on how the town gets reimbursement for Assessor training.   Town Clerk McBath stated that Assessor Dan McNamara told her that he processes his expenses for training for Assessor through the state. The town does not see the expenses at all.   Town Clerk McBath will contact Jane Powers on billing of training.  

      7.       Recognition of Guest

•  Burley-Geminiak & Assoc.   -   Tim Burley gave a presentation on how the Water District is progressing with Oswegatchie, Lisbon, and Heuvelton.

•  Jerry Warren & Robert Thompson - They would like to see the Church Street Bridge back in full working order, not just a walking bridge.   Bruce Woods commented that in the 1970's it was replaced with some timber.   Highway Superintendent Dow informed the audience that the Town of Lisbon does not have not rights to the bridge as it belongs to the Bridge & Port Authority.   Bruce Woods asked if any grants could be received.   Councilman Schneller said he could look into the Emergency Services.   The audience all agreed that the town should look into repairing or replace the bridges for safety issues.   The board recommended the public to circulate a petition and get as many signatures as possible. Then it could be send to Senator Wright's office.   The board also said they would look into it, because of safety issues.

•  Larry Trombley wanted to thank Highway Superintendent Tim Dow for nominating him for Deputy Highway Superintendent.

•  Trish McMahon from the Ogdensburg Journal asked if she could have the packet on the Water-Sewer Plan for Lisbon.   She also asked questions concerning the Church Street Bridge.

      8.       Executive Session -

Councilman Schneller made a motion and was seconded by Councilman Collins to go into executive session a for financial matter 8:40 PM

Councilman Collins made a motion and was seconded by Councilman Winters to leave executive session at 9:30 PM.

9.       Adjournment

Councilman Winters made a motion and was seconded by Councilman Schneller to adjourn the meeting at 9:31 PM.
