BOARD MEETING

DECEMBER 13, 2006

LISBON TOWN HALL

Present: Supervisor Roger Watters, Councilman Thomas Schneller, Town Clerk Donna McBath, Councilman C. Joseph Collins, Highway Superintendent Timothy Dow, Councilman Vincent Winters, Attorney Charles Nash, esq.      

Absent: Councilman C. Roger Shoen                            

Guest: County Legislator Stephen Teele, Trish McMahon - Ogdensburg Journal, Donald Strader

1.       Meeting Called to Order

Supervisor Roger Watters called the meeting to order at 6:35 PM.

•  Pledge Allegiance

•  Appointment for Councilman

Councilman Collins made a motion, and seconded by Councilman Schneller to appoint Vincent Winters as councilman for the remainder of 2006.                  Ayes - 3       Nays - 0

•  Approval of Meeting Minutes for November 8, 2006

Councilman Schneller made a motion, and was seconded by Councilman Collins to approve the minutes for November 8, 2006.                            Ayes - 4     Nays - 0

•  Approval of Town Clerks Report

  Town Board approved the Town Clerks Report without any comments.

•  Approval of Transfers

Councilman Collins made a motion, which was seconded by Councilman Schneller, to the transfers as follows:       General

                  To transfer $500.00 to 1320.4 from 1990.4

                  To transfer $700.00 to 1411.1 from 1990.4

                  To transfer $150.00 to 5010.4 from 5132.2

                  To transfer $419.71 to 7110.4 from 7110.2

            Highway

                  To transfer $19,854.54 to 5130.2 from 5140.4

•  Approval of Abstracts

Councilman Schneller made a motion, and was seconded by Councilman Collins to approve the abstracts from November 2006 with the exception of the invoices from New Rochelle (Library Phone), Doug Smith for Chlorine, and Kiwanis (for soccer fee).

•  Approval of Supervisor Report

Councilman Schneller made a motion, and was seconded by Councilman Collins to approve the Supervisor Report along with the transfers.                Ayes - 4       Nays - 0

•  Highway Superintendent Report

•  Highway Superintendent Dow reported that there was a lot of wind damage at the Lisbon Beach.   He though that 50% of the trees had been damaged in some way.

•  Highway Superintendent Dow is requested to receive quotes on a Waste Oil Furnace.   He already has a holding tank of 350-gallons and would be getting another 300-gallon tank with the purchase of the furnace. He felt that the Town of Lisbon could benefit from the amount of waste oil that was accumulated by producing heat with the use of a waste oil furnace at the Town Barn.   He also felt that we could accept other waste oil from the outside communities.   The board asked him to get the quotes and bring them back for the next board meeting.

•  Highway Superintendent Dow asked what the town owns and what the resident is responsible for, concerning the sewer lines. Attorney Nash commented that he needed to see the Sewer Law before he could answer him.   Town Clerk McBath will be looking up the law and getting it to Attorney Nash.

•  Highway superintendent Dow stated that the roads in the Town of Lisbon have received a lot of vandalism. For example: road signs have been knocked down, but not taken; posts have been stolen from bridges; and corners have been cut short. Legislator Steve Teele asked if any vandalism had occurred on the corners where Lisbon roads have connected to County roads.   Superintendent Dow informed him that there hadn't been.

•  Superintendent Dow has received numerous comments on the Christmas lights that have been put up through the village.   He also stated that a couple of people have asked him to order more and have the lights put up in memory of a loved one. Therefore he has ordered two more snowflakes. When they arrive the people that have ordered them will pay for them.

•  Legislator's Report

      Legislator Stephen Teele gave a verbal report.

•  Legislator Teele gave a report on the new jail.   He also handed out a single pamphlet on what the jail will look like.

•  County Budget has been finalized.

•  Councilman Collins asked Legislator Teele if he would talk with him and Councilman Schneller concerning the reimbursement for the assessor training.   Legislator Teele agreed with this.

•  Old Business       

A.       Playground Building

Highway Superintendent Dow informed the board that a survey needed to be done, as he couldn't locate the boundaries on either side of the playground.   He is also requesting a pumping tank, as he didn't know exactly how to get connected to the sewer line.

Also, the building exterior design has been changed a little.   There will be doors leading to the restroom from the outside so they can be used when the main building is closed.

•  New York State Association of Towns Conference

Supervisor Watters informed the board that he would be attending the Conference in February with the provision that if someone else decided to go, they would take his place.

      12. New Business

•  Telephone Line for Code Enforcement

It was discussed and decided that the Code Enforcer and the Assessor would share an office and the office equipment.

•  Homecoming  

1.   Theme for Homecoming - Town Clerk McBath informed the board that the theme would be a tribute to the Lisbon Fire Department, Ambulance and Auxiliary.

      2.             Homecoming Concert - A concert is schedule April 21, 2007 featuring the Lime Hollow Boys, The Old Barn Boys, and Donnie Woodcock.

•  Lions Club Dinner - A dinner is schedule for April 21, 2007 to go along with the concert.   The dinner will be in the school cafeteria.

•  Meeting December 28, 2006

A meeting is scheduled for December 28, 2006 to end the year out.   A small reception will follow the meeting and the swearing in of Vincent Winters for Councilman for the year of 2007.

•  Meeting on January 10, 2007

The first meeting of the year will be January 10, 2007.

•  Water & Sewer Meeting scheduled for January 10, 2007 at 6:00 PM

•  Code Enforcer

Town Clerk McBath has accepted applications.   Each board member was given a copy of each application.   It will be scheduled next week for the interviewing.   Councilman Schneller will be interviewing with Supervisor Watters, along with the Planning Board Chairman Steve Wallace.
