Present: Supervisor Roger Watters, Councilman C. Roger Shoen -Arrived at 7:30 PM, Town Clerk Donna McBath, Councilman Thomas Schneller, Highway Superintendent Timothy Dow                 Councilman C. Joseph Collins, Attorney Charles Nash, esq.                               

Guest: County Legislator Stephen Teele, Steve Jemison - Lisbon, Vincent Winters - 2007 Newly Elected Town Councilman

1.       Meeting Called to Order

Supervisor Roger Watters called the meeting to order at 6:30 PM.

•  Pledge Allegiance

      3.    Public Hearing on the Preliminary Budget .

Councilman Collins made a motion, and was seconded by Councilman Schneller to approve of temporary adjourning for a Public Hearing on the Preliminary Budget at 6:35 PM                                                                                                 Ayes - 3       Nays - 0

                                                            Councilman Shoen had not arrived yet.

PRELIMINARY BUDGET HEARING

NOVEMBER 8, 2006

•  2007 Preliminary Budget Hearing

Legislator Stephen Teele asked where we got the sales tax figure and was it the full amount.   Supervisor Watters informed him that this was a partial amount, with the remainder placed in Highway Fund.

Steve Jemison asked about the museum and why it didn't agree within the minus and pluses.   If we had budgeted for $16,000 and used only $8,233.73, how did we end up with $11,500.00? Supervisor Watters stated that he did not know. His secretary had inquired how much money was left in the grant money, and was told this. She will check for clarification.

Mr. Teele asked about the amount that was budgeted for Code Enforcer, and wanted to know if we felt that would be enough.   He stated that Hammond had budgeted for $18,000,just as a point of information.

•  Highway - 2007 Budget Amendment

            Expenses

            Budget number 5140.4 Misc. Brush & Weeds from $10,000 to 24,000

            Revenues

            Budget number 1001 Real Property Tax from $531,000 to 545,000

•  Sewer

Supervisor Watters stated that at the beginning of 2007, the board would need to look at increasing the sewer rates.

•  Assessor

Budget Number 1355.1 Assessor - Supervisor Watters stated to the board that Dan McNamara was asking for $25,350 for the nine months that he would be here as he is retiring the end of September.   Mr. McNamara stated to Supervisor Watters by receiving $25,350.00 as an annual salary he would be taking a cut in pay.

Councilman Shoen arrived at the meeting at 7:15 PM.

  Town Clerk McBath asked for verification on the budget for Assessor - was it to be $25,350 for nine months, or for the year.   Councilman Schneller stated that it was for the year. Supervisor Watters and all Councilmen agreed that it was for the year.

Councilman Schneller made a motion, and was seconded by Councilman Collins to return to the regular meeting.                                                Ayes - 4     Nays - 0

•  Approval of Meeting Minutes for October 11, 2006.

There is Correction in Item 11 Old Business

Councilman Collins asked for a letter to be sent to the NYPA for a schedule of when the money was going to be returned to the Town of Lisbon for the land being purchased by the landowners from the Power Authority.

Councilman Schneller made a motion, and was seconded by Councilman Shoen to approve the minutes for October 11, 2006 with the corrections             Ayes - 4       Nays - 0

Councilman Schneller made a motion, and was seconded by Councilman Collins, to approve the abstracts for October 2006.

•  Approval of Supervisor Report

Councilman Collins made a motion, and was seconded by Councilman Schneller, to approve the abstracts for October 2006.   Councilman Collins also stated the that the error of $1,795.00 needs to be corrected by December 2006 meeting under the advise of Attorney Nash, as this error has gone on long enough and doesn't not want it to go into 2007.       Ayes - 4       Nays - 0

•  Highway Superintendent Report

•  Budget number 5120.1 from the Supervisor Report.   Why is there is a negative amount?   He has not had any bridge labor done. The figure -$532.80 has been there as least 2 months.   Should it have been Budget Number 5120.4?   Supervisor Watters stated that he would check into it.

•  The sewer hook line has been completed to Edward Knight's residence.   Since the sewer line had crossed under the road, the pavement will be laid on Thursday, November 9, 2006.

•  Highway Superintendent Dow stated that the Sewer person was not on the site at any time. The Highway Department had done it all.   He also stated that in one of the man holes, a sewer pipe was cracked. One was leaking around the seams, and ground water was getting into the piping.   There was at least a 3" leakage in the pipe that ground water was getting in.

•  The truck that requires a harness has not had it installed yet. Superintendent Dow stated that the warranty on this truck would not start until it is registered for the highway.   He hopes that the truck will be put on the highway by mid-winter.

•  Legislator's Report

Legislator Stephen Teele stated that the Legislator would be getting an accurate description of the plans for the new jail on Monday, November 13, 2006.   After that bids will be going out for December 4 th meeting.  

•  Old Business       

•  Playground building - Plans have been handed into the Board with the engineer stamp on it, along with an invoice totaling $1500.00.   The engineer informed Marc McDonell that he would donate $500.00 towards the building so the total of the invoice would be $1,000.00.

Site work would be started this year. If any corrections are needed, they will be corrected next year. The cement work will be done next year, as soon as the weather breaks.   Scott Akins has put us at the top of his list to do the work.

The storage/concession building will hold all athletic equipment, with the exception of the soccer goals.

Mark McDonell commented on Highway Superintendent Dow's work at the playground on the backfill.   It was also stated the Mr. Dow had left enough room for a road so more backfill can be brought in the future.

•  Final Adoption of 2007 Budget

Councilman Schneller made a motion, and was seconded by Councilman Schneller, to approve the Preliminary Budget to the Final Budget for 2007.       Ayes - 4       Nays - 0  

•  Fuel Quotes

We received only one quote out of six requests.    MX Fuels quoted it at $1.7300 per gallon for 1500 gallons.

Councilman Shoen made a motion, and was seconded by Councilman Collins, to accept the quote from MX Fuels for $1.73 per gallon.               Ayes - 4       Nays - 0  

•  Code Enforcement Advertisement

Councilman Collins made a motion, and was seconded by Councilman Schneller, that an advertisement is put out for Code Enforcement.       Ayes - 4       Nays - 0  

•  Grant

Town Clerk McBath informed the board that she would like to do a grant from Hamburger Helpers on assisting communities in need.   The grant she is applying for is to assist with the building at the playground.

Councilman Collins made a motion, and was seconded by Councilman Shoen, to approve Town Clerk McBath and Recreation Committee Chairperson Marc McDonell to apply for $14,000 from a grant from Hamburger Helper.                   Ayes - 4       Nays - 0

Recreation Committee Chairperson Marc McDonell also informed the board that he would like to do a grant from Iroquois Gas to assist in the walking trail.

•  Amendment 2006 Budget

Supervisor Watters asked to an amendment to the 2006 Budget on Highway.   He would like to add $155,000 to Budget Number 2389.3.

Councilman Shoen made a motion, and was seconded by Councilman Schneller, to approve amending the 2006 Highway Budget.                         Ayes - 4     Nays - 0

•  Education Member Item for Chair Lift for Library

Received check from Senator Wright's office for the chair lift for the library for the total of $35,000.00.   This will enable all people to be able to use the complete Library.   This amount will go into a special account for the chair lift.

•  Beach Pickup

Councilman Schneller wanted to know why Dan McNamara couldn't use the beach pickup truck when it is not in use to save on paying out mileage and the use of his vehicle.   Supervisor Watters stated he couldn't see any reason why he couldn't.

•  November 23, 2006 Meeting (Thanksgiving)

Board decided to cancel the bi-monthly board meeting for November 23, as it is Thanksgiving Day.

•  Premier Wireless

Town Clerk McBath asked Premier Wireless why a signed contract was not received.   They informed her that they weren't able to afford the agreement of renting our tower at this time.

•  NYS Association of Towns Conference

Town Clerk McBath informed the board that there would be a bus going to NYC with other NYS Associates. Would the board be interested in riding with them?   There will be a bus leaving Watertown and Lowville.   They need to let Town Clerk McBath know at the December meeting if they were interested in riding.

•  Recognition of Guest

Vincent Winters - 2007 Newly Elected Town Councilman had nothing to comment on, with the exception that he was happy to be elected. He will be glad to serve on the board.

Councilman Collins made a motion, and was seconded by Councilman Shoen to go into executive session for ____________________8:40 PM.   Vincent Winters and Town Clerk McBath were asked to stay.                                             Ayes - 4       Nays - 0
