BOARD MEETING

SEPTEMBER 28, 2006

LISBON TOWN HALL

Present: Supervisor Roger Watters, Councilman Joseph Collins, Clerk Donna McBath, Councilman Thomas Schneller, Councilman C. Roger Shoen                      

Absent: Highway Superintendent Timothy Dow

  1. Meeting Called to Order

Supervisor Watters called the meeting to order at 6:30 P.M.

  1. Pledge of Allegiance

•  Appointment for Board Member - The board member that was to be appointed had not received clearance from his employer to be on the board.

•   Approval of Meeting Minutes of September 13, 2006

Councilman Collins made a motion, and was seconded by Councilman Shoen to approve the minutes for September 13, 2006.                                  Ayes - 4       Nays - 0

•  Assessor's & Code Enforcement Report

    • Assessor Dan McNamara presented the 2007 Revaluation Schedule to the Town Board.
    • Jane Powers Director St. Lawrence County Real Property Office said the plan is to have a 100 percent equalization rate based on the state's assessment. If a town achieves a 100 percent rate, a municipality is eligible for state aid.   Lisbon will receive $12,500 in maintenance aid from the state of New York if the town achieves 100 percent marked value.  

The Town of Lisbon will be conducting a town-wide-revaluation.

    • Mrs. Powers also stated that the STAR rebate checks would be mailed starting October 18, 2006.   If a person is receiving STAR or Senior STAR now they will be receiving a rebate check.   If a person was not on the STAR program and is eligible they can fill out an application to be given to the assessor for approval. Then the application can be mailed to the NYS Treasurer Office for their rebate check.   The same applies to the Senior STAR.

A person that owns a mobile home and is on someone else land can also receive the STAR.

A person that has a land contract and has a signed contract can receive the STAR.

  1.   Old Business

A.             New York Power Authority - Parcel No. 8097 and 8629 will be returned to the Town of Lisbon.   Copies of the deeds were signed and returned to the New York Power Authority.

The Parcel at Sparrow Hawk still has issues to be resolved between GOR and New York Power Authority.

A letter needs to be sent to New York Power Authority concerning the refund money that is to be returned to the Town of Lisbon on the parcels that have been purchased.

B.             New York Power Authority and DEC Bank Swallow Issues - There will be a meeting on October 6, 2006 at 9:00 A.M. on recent changes in ownership of the property.   A letter was sent to Mr. & Mrs. Lowell Putney on September 26, 2006 with notice of the meeting.

C.             Playground Building - Supervisor Watters reported that the plans have been finished and looked at by Marc McDonell, Recreation Chairperson.   The plans will be given to an engineer for approval and stamping, and then it goes in front of the Planning Board.   It is hoped that the cement for the flooring will be laid this fall.

•  AMP Resolution 13 & 14   - Councilman Collins asked to put these resolutions on hold until October 11, 2006 meeting so Attorney Nash can look at them.

•  Beach Sewer System - Large RV that come into the campground as a seasonal camper, would like to receive full utilities (water & sewer hookups).   Bill Backus from Burley & Gemmick will be meeting with Supervisor Watters to see if the town needs permits or can we use the previous permits to extend the sewer and water lines.   Also update the electrical boxes to larger amps.

  1. New Business

                  A.       Proposed Preliminary Budget - Supervisor Watters stated we had not receive any figures from St. Lawrence County Legislator concerning what the town would receive from the County on Sales Tax Revenue.

                  B.       Flooring for the Old Bath House - Gardner's Flooring and Murray's Flooring does not recommend putting tile down, as the building is not heated during the winter's months.   Mr. Gardner suggested another flooring and recommend that when something is to be done, it is done in the spring when it is warmer.

                  C.             Supervisor Watters suggested that a light be install in front of the new bathhouse as there is a dark spot.   The board recommended a light be installed this fall.

                  D.             Councilman Shoen asked if the Toy Run can be brought back to the Lisbon Campground for the 2nd weekend of September. Councilman Shoen also informed the board that the group plans on hiring the Girl Scouts to clean the campground after they leave. Supervisor Watters asked for Councilman Shoen to invite Tory Gravell to join the October 26th meeting to discuss the previous problems that occurred and what can the do to guarantee this would not happen again.

                  E.             Supervisor Watters received a letter from Senator James Wright's office concerning The Town of Lisbon securing $25,000 for appropriation for the development of an inter-municipal water system in conjunction with the Town of Lisbon, Town of Oswegatchie and the Village of Heuvelton.

                  F.             Library - Councilman Shoen asked if we had received the money for the elevator for the Library.   Supervisor Watters informed him that no we hadn't but would check in with Senator Wright's office.

                  G.             Electrical Outlets for Winter Decorations - Dan Hayden confirmed that the electrical outlets were available and the cost would be $56/annual fee with no cost to install.   Also there would be an energy usage fee.

•  Don Hooper from Hooper and VanHouse Accountants informed Supervisor Watters that there would not be an increase on the audit expenses.

                  I.             Church Street Bridge - Wade Davis from the Bridge and Port Authority informed Supervisor Watters that the Port Authority would not assist DOT in repairing the Church Street Bridge for Vehicle use. But would assist in repairing the bridge to be used as a footbridge as the school may need it in an emergency.

J.             Received a letter from Ernest Witkowski, Lisbon Central School Superintendent of Schools, to inform the board that the school has created a Capital Project Advisory Committee and would like to know if anyone from the Lisbon Town Board would like to be on this board.   The next meeting would be October 5, 2006 at 6:30 PM at the school.

•  Received a letter from North Country Life Flight, Inc. asking if the Town of Lisbon would donate for this use.

  1. Recognition Of Guests

Benny Fairchild from the Ogdensburg Journal asked a couple of question concerning previous meeting since this was his first meeting attending the Lisbon Town Board Meeting and to assist Trish McMahon as she would be our new reporter attending the board meeting in the future.

  1. Executive Session

Councilman Collins made a motion, and was seconded by Councilman Schneller to approve the of going into executive session for litigation at 7:30 PM.       Ayes - 4       Nays - 0

Councilman Shoen made the motion, and was seconded by Councilman Collins to come out of executive session at 8:00 PM.                                                      Ayes - 4           Nays - 0

  1. Adjournment

Councilman Shoen made a motion and seconded by Councilman Schneller to adjourn the meeting at 8.05 P.M.                                                                     Ayes - 4           Nays - 0
