TOWN OF LISBON BOARD MEETING September 13, 2006LISBON TOWN HALL Present: Supervisor Roger Watters, Attorney Charles Nash, esq., Town Clerk Donna McBath, Councilman Thomas Schneller, Highway Superintendent Timothy Dow, Councilman C. Joseph Collins Absent: Councilman C. Roger Shoen Guests: County Legislator Stephen Teele Ron Sanderson - Lisbon Stephen Wallace - Lisbon Jesse Donaldson - Lisbon Linda Hicks - Ogdensburg Denise Morley - Lisbon 1. Meeting Called to Order Supervisor Roger Watters called the meeting to order at 6:43 PM. Pledge Allegiance Appointment for Board Member - The board member that was to be appointed had not received clearance from his employer to be on the board. Approval of Meeting Minutes for August 9, 2006 and August 24, 2006 Councilman Schneller made a motion, and was seconded by Councilman Collins to approve the minutes for August 9, 2006. Ayes - 3 Nays - 0 Councilman Schneller made a motion, and was seconded by Supervisor Watters to approve the minutes for August 24, 2006. Ayes - 3 Nays - 0 Approval of Town Clerks Report Councilman Collins made a motion, and was seconded by Councilman Schneller, to approve the Town Clerk's Report for August 2006. Ayes - 3 Nays - 0 Approval of Transfers On a motion from Councilman Collins and seconded by Councilman Schneller to approve the transfers as follows: Parks/Playground To transfer $800.00 from 7110.2 to 7110.1 Ayes - 3 Nays - 0 Approval of Abstracts Councilman Schneller made a motion, and was seconded by Councilman Collins, to approve the abstracts for August 2006 with the exception of the highway vouchers to be paid when the CHIP's check comes in. The vouchers for Josephine Skiff, Air Gas East, River Septic Tank and Lawton's Electric are put on hold until next month for verification. The board has request that Office Max account be closed.
Ayes - 3 Nays - 0 Approval of Supervisor Report On the advise of Attorney Nash the Town Supervisor's Report could be approved based on Supervisor Watters and Nicki Dority, Supervisor Secretary, will be working with the State Comptroller Office to correct an $1795.00 error. Councilman Schneller made a motion, and was seconded by Councilman Collins, to approve the Supervisor Report for August 2006 with the stipulation that the balance sheet be corrected. Ayes - 3 Nays - 0 Highway Superintendent Report The CHIP's check should be mailed out to us on September 19, 2006 and we should receive it within a couple of days. Superintendent Dow informed the board that he has accepted the second truck and it has been delivered from Route 11 with the plow equipment installed and should be paid for at this time as per Town Board Resolution. The Road Plan is completed and the road crew is now working on road repairs as needed. The only other expense that needs to come out of the capital improvement line would be the black topping for the Dezell Road. Superintendent Dow informed the board that road salt has gone up from $31.00 a ton to approximately $42.00 a ton for this year. The highest expense that needs to come out of the remaining budget for this year is fuel and salt and it should come out of contractual part of the budget for snowplowing. The highway department has a little salt and sand left from last winter. They will be starting to bring sand in for the roads starting the week of September 18, 2006. Assessor's & Code Enforcement Report Assessor/Code Enforcement Dan McNamara was not able to attend the meeting, but had Local Law 2 Administration and Enforcement New York State Uniform Fire Prevention and Building Code. Authority Nash informed the board that all the towns were installing this Local Law. The Local Law hearing will be set for October 11, 2006, 7:00 PM. Legislator's Report Legislator Stephen Teele gave a verbal report. The Prescription Drug card has been replaced with a prescription, doctor, hospital and vision care card for anyone that does not have insurance. He informed the board that there is a good savings on vision care. County Budget Meeting will be in the first week of October. Legislator Teele was informed from the SLC Sheriff Department that the county is housing out 43 people. These people are waiting for trial or to be sentenced. The state has informed the county that they can start to double bunk. Windmills - The County is looking to work with the towns if they are approached to install windmills. Ag land assessment point was mentioned at the Legislator's meeting by Pat Green of Lisbon. Old Business Playground Building A Floor Plan as been completed and will be given to Marc McDonell, chairperson for the Recreation Department for their approval. If this is approved, then we would need an engineer stamp. AMP Commissioner and Alternate Commissioner Councilman Schneller made a motion, and was seconded by Councilman Collins, to appoint Steve Jemison as AMP Commissioner Ayes - 3 Nays - 0 The board was not able appoint an Alternative Commissioner at this time. 13. New Business Destroying Vouchers from 1986 through 1999 Councilman Collins made a motion, and was seconded by Councilman Schneller, to approve destroying previous years (1986 to 1999) vouchers. US Shred Company will charge $.15/pound. The cost will total approximately $112.50. Ayes - 3 Nays - 0 Homecoming - Concert A request for approval from the board for a concert presenting Michael Twitty and son (son and grandson of Conway Twitty) for the Homecoming Committee to be given on October 28, 2006. The board felt that it was too late in the season and too close to the concert date to have it and were very uneasy budget wise. Information on County Meeting on Energy Supervisor Watters gave a report on the County Meeting on Energy. Beach and Campgrounds Supervisor Watters had talked with Campground Director Mike O'Neil, concerning the people that come down south to camp 6 mouth at the Lisbon Campground. He wanted to know if there could be more permanent sewer and water hookup for these people. Supervisor Watters is checking with Bruce Stone with the NYS Health Department and Burley & Gemmick on permits for installing this. They will be getting back to Supervisor Watters on this matter. Old Bath House - Campground Director Mike O'Neil is recommending to have tiles put down on the floor in the Old Bath House. Supervisor Watters will be contacting Steve Murray at Murray's Flooring and Town Clerk McBath will be notifying John Garner at Gardner's Flooring & Furniture. With the big campers that come into to camp for the season there is a need to expand for more updated sites with electrical sites. The sites that are there now are only 30 amps and we need to increase that to 50 amps. Mike Spearance quoted a price a while ago for approximately $180.00 per site. Recognition of Guest Steve Wallace - Wanted to know why the 3-ton weight limit was still on the Sanderson Road. Superintendent Dow informed Mr. Wallace that the road was not completed, but there was no reason why heavier vehicles can't use the road. Wanted to know what the town is going to do with the two Amish buildings that were put too close to the road. He said the Amish family was notified that the buildings need to be moved and they were put there illegal. The legal distance is 50 feet from the road right away. Attorney Nash informed them that it would need to be taken to the Supreme Court to get them moved. Wanted to know what was being done on the operation of a Junk Yard at Ronald White at 3969 SH 68. Supervisor Watters said he was going to turn it over to Code Enforcement Dan McNamara to proceed with junkyard enforcement. Wanted to know if they were going have a town board representative in the future for planning board meeting. He was informed that the town representative had other obligations in the past, but would be there in the future. Ron Sanderson Water System on the Wagner - Wanted to know where the money was coming from to pay for this. Supervisor Watters explained that it is in shared cost with the Town of Oswegatchie and Village of Heuvelton. Then the plans are drawn up then a grant will be applied for. He also informed Mr. Sanderson that we tried to work with the City of Ogdensburg, but was unable to. There were two reasons why they wanted to get the water and sewer installed. One reason was the Ainsworth plant coming in. Second reason was because the people in the area do not drink the water from their wells. He wanted to know how much the building was is going to cost that is planned being built at the playground. He had heard $82,000 to $100,000. Is this the price or what? Supervisor Watters informed him that this was not correct. The cost is approximately $45,000.00. We have approximately $25,000.00 in a special account to reduce our cost in building the structure. The final cost of this structure would be the difference. Sidewalks - Where is the money coming from putting sidewalks in, within the Hamlet of Lisbon? Supervisor Watters informed him that the cost would be to the general taxpayers. Has there been a survey within the hamlet to see if the residences want sidewalks. Supervisor Watters informed him that there has not been a survey taken. He also informed him that he had talked with SLC Highway Superintendent Bill Dashnaw about widening the road for parking and that be used for sidewalks. Mr. Sanderson wanted to know what was happening with the St. Lawrence Sportsman Club. What did the planning board tell the Major's? Attorney Nash informed Mr. Sanderson and Mr. Wallace (Planning Board members) to tell the Majors, since they have legal council, and any and all correspondence should be done through their authority to my office. Wanted to know if the water district could be expanded to Flack's Corner and or to the Five Mile Line Road? Supervisor Watters informed him that the expense would be too high to do it. Jesse Donaldson Wanted to know what could be done about getting the rights for him and family to be able to get to his land by going through land that is owned by the Town of Lisbon. Attorney Nash informed he would draw an easement to give him legal right to cross the Town of Lisbon land to get to his. This also would be passed onto anyone that buys the land that Jesse Donaldson owns now. 10. Executive Session No Executive Session 11.
