TOWN OF LISBON BOARD MEETING AUGUST 9, 2006LISBON TOWN HALL Present: Supervisor Roger Watters, Councilman Michael Duprey, Town Clerk Donna McBath, Councilman C. Joseph Collins, Highway Superintendent Timothy Dow, Councilman Thomas Schneller Attorney Charles Nash, esq. arrived at 7:30 PM Councilman C. Roger Shoen arrived at 7:20 PM Guest: Steve Teele - SLC Legislator, Heather Swanson - Ogdensburg Journal 1. Meeting Called to Order Supervisor Roger Watters called the meeting to order at 6:30 PM. 2. Pledge Allegiance Approval of Meeting Minutes for July 27, 2006 Councilman Duprey made a motion, and was seconded by Councilman Collins to approve the minutes for June 14, 2006 meeting with the amendment of Councilman Collins arriving at the time we started New Business. Ayes - 4 Nays - 0 Approval of Town Clerks Report Councilman Collins made a motion, and was seconded by Councilman Schneller, to approve the Town Clerk's Report for July 2006. Ayes - 4 Nays - 0 Approval of Transfers There were no transfers Approval of Abstracts Councilman Duprey made a motion, and was seconded by Councilman Collins, to approve the abstracts for July 2006.
Ayes - 4 Nays - 0 Approval of Supervisor Report On the advise of Attorney Nash that the Town Supervisor's Report could be approved based that Supervisor Watters and Nicki Dority, Supervisor Secretary will be working with the State Comptroller Office to correct an $1795.00 error. Councilman Duprey made a motion, and was seconded by Councilman Collins, to approve the Supervisor Report for August 2006 with the stipulation that the balance sheet be corrected. Discussion was done on the Balance Sheet. The Highway Department has a payable 359.78 error from 2004. The origin of this item is unclear. Discussion on how to remove it was held. There was a question as to why the Sewer Bond Liability does not show on the balance sheet. Supervisor Watters said he would be working with Nicki Dority, Supervisor Secretary, to have this corrected. It was also asked why didn't the accountant see this error. Ayes - 5 Nays - 0 Supervisor Watters informed the board that Nicki Dority, the Supervisor Secretary, wanted to attend a training accounting program in LeRay, NY. Highway Superintendent Report The Dezell Road will be ready to hardtop by the end of August. Everything else is completed as per road plan. We should be receiving the CHIP check of $172,000.00 shortly after September. Legislator's Report Legislator Stephen Teele gave a verbal report. Legislator Teele said he would check into the sales tax issue from last meeting for Supervisor Watters. He informed Supervisor Watters there was no way of putting residences on a sliding scale for home heating fuel. At the July 12 meeting Councilman Shoen asked if anything could be done with vehicles coming into the transfer station with uncovered trash. Legislator Teele informed him that there was a local law put out on August 1st of this year on trash being covered on vehicles. The Wagner Road has been patrolled and there is 90% compliance. There was an article in the paper recently concerning dividing the sales tax between villages and towns. This article does not comply with Lisbon, as we do not have a village. The county has given more funds to the highway department for hard topping the roads that are on the schedule this year. Prices have increased so that some roads would not have been hard topped without the funds. Supervisor Watters asked if some re-ditching could be done on the Wagner Road for the proposed site of the plant that is going to be built. The water when drained goes into the field instead of going through the ditch line. Legislator Teele said he would check with Highway Superintendent Dashnaw to see if anything could be done. Old Business Playground Building Supervisor Watters informed the board that we now have a drawing for the Playground Building to work from. The board has decided to put this on hold until next year and see what funds could be brought in over the winter. Library Roof Ed Skisk has notified Supervisor Watters that the shingles have been replaced on the Library. He also informed Supervisor Watters that we would need to replace the roof within the next couple of years. Homecoming - Fireworks for Homecoming are stated in the paper "To Be Announced". Heather Swanson from the Ogdensburg Journal said she would check into this and get it corrected. The Fencing is up at the campground and everything is ready to go. Land by the Medical Center Attorney Nash has brought in the papers for Supervisor Watters to sign over the deed for this land purchased by Edward Knight. (This was discussed at the end of the meeting) Bonding for the Highway Trucks. Resolution # 11 has been done to complete the financing of the trucks. RESOLUTION # 11 of 2006 FINANCING OF HIGHWAY TRUCKS WHEREAS, the Town of Lisbon believes it is beneficial to Town residents to maintain an up-to-date and adequate fleet of highway vehicles; and WHEREAS, there are new emissions standards coming into existence; and WHEREAS, the Town has the opportunity to purchase two highway trucks under the old emissions standards, which are much less expensive than the expected cost of new trucks; and WHEREAS, the Town has had a truck, serial no. 47MO65493, delivered to the Town highway barn, with a cab and chassis, for a total price of Eighty-Three Thousand Seventy-Five & 00/100 Dollars ($83,075.00); and WHEREAS, the Town proposes to pay Thirty-Nine Thousand Seventy-Six & 00/100 Dollars ($39,076.00) of this cost from Account No. 5130.2 and Twenty Thousand Nine Hundred Twenty-Four (00/100 Dollars ($20,924.00) of this cost from Account No. 5140.4, leaving a balance due and owing on this vehicle of Twenty-Three Thousand Seventy-Five & 00/100 Dollars (23,075.00); and WHEREAS, the second truck, serial no. 47MO6594, has been delivered to Route 11 Sales and Service, being a cab and chassis, for Eighty-Three Thousand Seventy-Five & 00/100 Dollars (83,075.00), plus plow equipment for Forty-Seven Thousand Seven Hundred Eighty & 00/100 Dollars (47,780.00), for a total price of One Hundred Thirty Thousand Eight Hundred Fifty-Five & 00/100 Dollars (130,855.00) for this vehicle; and Whereas, the total cost of the two vehicles, not being paid from the present equipment accounts, is One Hundred fifty-three Thousand Nine Hundred Thirty & 00/100 Dollars (153,930.00); and Whereas, the Town has adequate balances in unbudgeted surplus monies; and Whereas, it makes financial sense for the Town to finance these vehicles from its own funds rather than borrowing from a bank; IT IS RESOVED that the Town of Lisbon transfer the sum of One Hundred Fifty-Five Thousand & 00/100 Dollars (155,000.00) from unbudgeted surplus to the appropriated equipment accounts, and pay the vendors the balance due on each of the above referenced vehicles; and IT IS FURTHER RESOLVED that the Town will repay from annual budgeted funds the amount of one hundred fifty-five thousand & 00/100 (155,000.00) to its unbudgeted surplus over the term of four (4) years at an interest rate of five percent (5%). The above Resolution was moved by Councilman Shoen and seconded by Councilman Duprey. Repairs on drainage system by County The County Highway Department has completed the repairs on the drainage system near the railroad tracks. Board Resignation Councilman Duprey has submitted his resignation effective September 1, 2006 due to health reasons. C. Fuel Quotes 10,000 Gallons of LSD - Diesel 40 Cetane Fuel Kuno Fuels $2.515 per gallon Griffith Energy $2.414 per gallon MX Fuels $2.428 per gallon Councilman Collins made a motion, and was seconded by Councilman Duprey to accept the quote from Griffith Energy for the 10,000 gallons of LSD - Diesel 40 Cetane Fuel $2.414 per gallon. Ayes - 4 Nays - 0 Councilman Shoen and Attorney Nash arrived to discuss Supervisor's Report and Old Business - Bonding of the Highway Trucks. Other Discussions : Heather Swanson -Ogdensburg Journal informed the board that this was going to be her last meeting to attend, as she was going back to grad school for International Journalist, and will be going to England to study. The board wished her the best of luck in England and where her education. Supervisor Watters asked Councilman Duprey if Librarian Armstrong had heard anything from Senator Wright's office concerning the lift for the library. Councilman Duprey said a letter was written to Senator Wright a reply from him is anticipated.. Recognition of Guest Heather Swanson - Ogdensburg Journal asked if she could get a copy of the resignation for Councilman Duprey. 10. Executive Session No Executive Session 11.
