BOARD MEETING

JULY 24, 2006

LISBON TOWN HALL

Present:

Supervisor Roger Watters, Councilman Michael Duprey, Town Clerk Donna McBath, Councilman C. Roger Shoen, Highway Superintendent Timothy Dow, Councilman Thomas Schneller

Councilman C. Joseph Collins arrived at 6:45 PM                                                                    

1.       Meeting Called to Order

Supervisor Roger Watters called the meeting to order at 6:30 PM.

•  Approval of Meeting Minutes for July 12, 2006

Councilman Shoen made a motion, and was seconded by Councilman Duprey to approve the minutes for July 12, 2006 meeting.

Amendment to Meeting Minutes for July 12, 2006 - It is to read as:

                  Old Business

•  Library Roof

Ed Skisk from Wise Man Construction put in a quote of $406.31 to replace shingles.   The board decided that the whole side of the building roof should be replaced.   Ace Hardwood Flooring gave a quote of $3,129.00 to replace the one side of the roof.

Councilman Duprey made a motion, and was seconded by Councilman Schneller, to accept the quote from Ace Hardwood Flooring for $3,129.00 with a stipulation it needed to be finished at a certain time when it is given to him , pending authorization from the insurance company.                                             

                                                            Ayes - 4     Nay - 0

                                                            Councilman Collins had not arrived yet.                                                                  

•  Old Business

•  Tisdel Associates - Playground Building

Supervisor Watters had spoke with Billy Vine concerning the construction of the Playground Building.   He informed Supervisor Watters that if he received the drawing he would be able to get them stamped by an engineer.   He did not know the cost, but it would be minimum.   Councilman Schneller informed the board that Code Enforcement Dan McNamara said he would need to see engineer plans for the concrete flooring, electrical wiring, heating, plumbing and building.

•  Library Roof

Supervisor Watters informed the board that the insurance company would only accept the quote from Wiseman Construction of $406.31.   We have a $1,000.00 deductible so this will not go through the insurance, but we have to accept the quote.

Councilman Schneller made a motion, and was seconded by Councilman Duprey, to accept the quote from Wiseman Construction for $406.31.                 Ayes - 4           Nay - 0

                                                            Councilman Collins had not arrived yet.                                     C.       Beach - Boulders

                        1.   The boulders have been put into place before and after the toll both.

•  Councilman Duprey asked Highway Superintendent Dow if a tractor bucket load of sand could be delivered to the beach for the fireworks.

•  New Business - Highway Superintendent Dow brought the following information to the Town Board on how he felt the two new trucks should be paid for.

                  B.       Advance Business Services - IT Service

                        Town Clerk McBath gave information on IT Service from Advance Business Services

•  Marriages Affidavit - Councilman Duprey brought to the attention of Town Clerk McBath that he had received a complaint on the address of the people on a marriage license.   He said that their mailing address should be on the affidavit.   Town Clerk McBath informed him that is not correct.   The residency address is what is to be on the affidavit not the mailing address.   Much discussion was done on what was right or wrong.   Town Clerk McBath said she would once again call the Vital Records at the State Office and find out what is correct.

Councilman Shoen made a motion, and was seconded by Councilman Duprey to adjourn the meeting at 7:35 PM.                                              Ayes - 5       Nays - 0
