TOWN OF LISBON BOARD MEETING JUNE 14, 2006LISBON TOWN HALL Present: Supervisor Roger Watters, Councilman Michael Duprey, Town Clerk Donna McBath, Councilman C. Roger Shoen, Highway Superintendent Timothy Dow, Councilman C. Joseph Collins, Attorney Charles Nash, esq., Councilman Thomas Schneller, Daniel McNamara Assessor/Code Enforcement Guest: Steve Teele - SLC Legislator, Steve & Cindy Major - Ogdensburg. Stephen Wallace - Lisbon, Mark & Sandy Ginn - Lisbon, Heather Swanson - Ogdensburg Journal, Ronald Berry - Tisdel Associates, Marc McDonell 1. Meeting Called to Order Supervisor Roger Watters called the meeting to order at 6:33 PM. Approval of Meeting Minutes for May 25, 2006 Councilman Schneller made a motion, and was seconded by Councilman Shoen to approve the meeting minutes for May 25, 2006 Ayes - 5 Nays - 0 Approval of Town Clerks Report Councilman Duprey made a motion, and was seconded by Councilman Collins, to approve the Town Clerk's Report for May 2006. Ayes - 5 Nays - 0 Approval of Supervisor Report Councilman Schneller made a motion, and was seconded by Councilman Duprey, to approve the transfer as follows: From Unallocated Insurance 3310.4 $17.93 to 5010.4 Supt. Of Highway CE 1990.4 Ayes - 5 Nays - 0 Councilman Schneller made a motion, and was seconded by Councilman Watters, to approve the Supervisor Report for May 2006. Ayes - 5 Nays - 0 Highway Superintendent Report Sanderson Road is completed with the installation of the culvert piping. Beach Road has been started. Dezell Road is on hold due to heavy rains in the past couple of weeks. Superintendent Dow turned in information from the state concerning salt barns regulations. Superintendent Dow informed the board that there are grants for sidewalks intended for safe routes for students walking to school. 6. Approval of Abstracts Councilman Duprey made a motion, and was seconded by Councilman Shoen, to approve the abstracts for June 2006. Councilman Duprey asked for the City Electric voucher to be held as he feels this was paid last month. Superintendent Dow asked for the Barrett Paving voucher to be held also until he can compare prices with other paper work he had just received. It was agreed that Highway Superintendent Dow and Supervisor Watters would work together on the Barrett Paving voucher. An agreement was made that all vouchers are to be paid with the exception of City Electric and Barrett Paving. When the Barrett Paving voucher is corrected, then it will to be paid.
Ayes - 5 Nays - 0 6A. Report from Dan McNamara Assessor The assessor Dan McNamara gave a report on the assessments of 2006-2007. 7. Legislator's Report Legislator Stephen Teele gave a verbal report. The Legislators are inquiring about removing sales tax completely from home heating fuel. This has been put on hold until the Legislators can meet with the City of Ogdensburg, then it will be reconsidered. Jefferson County has already a cap of $2.00 on sales tax for gasoline. Negotiation is being discussed with Robert Ashley, owner of Ashley's Home Center, on the access of the driveway to Ashley's Home Center and the new proposed jail.
8. Old Business Bid Openings for Land by Medical Group Wendy Jacobs $6,000.00 Mark Quinn $4,500.00 Ed Knight $9,100.00 Supervisor Watters informed the board and audience that there would be a referendum placed in the newspaper. Councilman Duprey made a motion, and was seconded by Councilman Schneller to accept the bid from Edward Knight for $9,100 for the land adjacent to the Medical Center. Ayes - 5 Nays - 0 Primer Wireless Contract Councilman Shoen made a motion, and was seconded by Councilman Duprey to sign the contract with Premier Wireless I.P. Inc. The Lisbon board decided to opt the rental agreement of Two Hundred Dollars (200) per month at this time. Ayes - 5 Nays - 0 Copier - It was decided not to purchase a copier. It was then asked that the Town Clerk inquire with the school on where they lease their IBM copiers. Campground Office Steps to entrance of trailer - Supervisor Watters informed the board that the kit had been ordered by Mike Backus from Backus Morning Star for the steps at the front entrance and is expected in at any time. E. Protection for around Toll Booth It was agreed that two large boulders would be placed at each end of the booth for protection from vehicles coming in or going out of park. F. Road repairs at the beach - The work on the road has been started. G. Power Authority - Land Issue - There are still issues between the Putney's and Clements' land and the Power Authority with the DEC. H. Meeting on June 22, 2006 - has been canceled due to being so close to this meeting. 9. New Business Electrical emergency at campground. - There were electrical problems at a couple of old sites. Mike Spearance was called in to do the repairs per Supervisor Watters. Cost of repairs will be approximately $700 to $800. Storage/Bathroom/Concession building at playground. - Ron Berry from Tiesdel Associates was asked to draw up plans for a 45' by 25' storage/warming room/concession stand. The overall cost would be $150,000.00. It was discussed that maybe the building could be down sized and local volunteers be used to build it. The board felt it should not cost more than $40,000 to $50,000. Mark Guinn stated that it could not be justified to build a building that the board was inquiring about if we couldn't even afford a $4,000.00 copier for the town offices. Supervisor Watters stated that something should be done as the portable potty is not safe and we need a place for the equipment from the playground to be stored. He also stated it would be nice to have a year-round facility. At this time it was put on hold for further discussion. Lawrence Cemetery - Chuck Davis inquired with the Town Clerk on purchasing approximately 4 lots in the Lawrence Cemetery. A discussion was done between the board members. Councilman Duprey made a motion, and was seconded by Councilman Schneller not to sell any burial lots from any cemetery that has been turned over to the Town of Lisbon, due to incomplete records of any burial in the past. Ayes - 5 Nays - 0 St. Lawrence Gas - Joe Gallagher and Jim Ward from St. Lawrence Gas met with Lee Morrison, Fire Chief from the Lisbon Fire Department, Timothy Dow, Highway Superintendent and Supervisor Roger Watters to talk about Homeland Security. Other Discussions : A. AMP - There would be AMP meeting on Thursday, June 15 at 7:00 PM in Canton. B. Comprehensive Community Action Plan committee list was given to the board members. C. Grant - Town Clerk McBath informed the board members that she had received the grant for having another vital book rebound. D. Roof for the Library - entryway. Supervisor Watters informed the board that we have not received any other estimates from any other contractor. We need another estimate per our insurance company. If any of the board members know any contractors please have them submit a quote. Recognition of Guest Mark Guinn asked if there was anything that could be done with Sparrow Hawk Road, as it is in need for some major repairs. Steve Wallace informed the board that grievance day went well . He had heard back from 2 people from grievance day. He also stated that he would like to meet with the board in executive session. Steve and Cindy Major wanted to know if there was any new development with the St. Lawrence Sportsmen Club. Supervisor Watters informed them that they were waiting for completion of a site plan review form. Also, Attorney Nash informed the Major's as a private resident that they can sue the sportsman club on a private nuisance complaint when they shoot because of the proximately of the club to their home. 10. Executive Session Councilman Duprey made a motion, and was seconded by Councilman Collins to go into executive session for the purpose of legations at 9:30 PM. Highway Superintendent Tim Dow was invited to attend executive session. Steve Wallace was asked to return to executive session. Ayes - 5 Nays - 0 Councilman Collins made a motion, and was seconded by Councilman Duprey to return to the regular meeting at 10:00 PM. Ayes - 5 Nays - 0 11.
