BOARD MEETING

May 25, 2006

LISBON TOWN HALL

Present:

Supervisor Roger Watters, Councilman Michael Duprey, Town Clerk Donna McBath, Councilman Thomas Schneller, Councilman C. Joseph Collins

Absent:

Highway Superintendent Timothy Dow, Councilman C. Roger Shoen

1.       Meeting Called to Order

Supervisor Roger Watters called the meeting to order at 6:30 PM.

•  Approval of Meeting Minutes for May 10, 2006

Councilman Duprey made a motion, and was seconded by Councilman Collins, to approve the meeting minutes for May 10, 2006             Ayes - 3     Nays - 0

•  Old Business

A.       NYPA - ( Mahlon Clements & Lowell Putney) - Mr. Clements was concerned about the land that borders his land and Mr. Putney.   He wanted to know who was going to contact him and Mr. Putney concerning this land.   Councilman Collins gave him a letter that was sent to NYPA on March 8, 2006, stating that NYPA needed to deal with adjoining landowners in this area.

B.       Premier Contract - Mike Morgan, Owner of Premier, was here to answer any questions concerning the contract he offered on wireless internet. Councilman Collins asked if Wireless Works had any problems at this time at other locations?   He stated the only problems that had developed was when a cable was being switch by Verizon or the main cable had been broken. Then, not only was Premier down, but everyone was down.

•  Supervisor Watters asked if heavy fog or snow would affect this?   Mr. Morgan stated there should be no problems. Councilman Schneller had asked if there would be any penalty of leaving Road Runner in the middle of a contract. Supervisor Watters stated that he did not know, but would check into it.

C.       Library Roof - Steve Barr from Ace Hardwood Flooring turned in a quote on how the cost repair the roof at the library.   Questions were asked from the board.   Supervisor Watters informed Mr. Barr that the board could not make a decision on this quote at this time, as we needed two quotes, per the insurance company.

•  Authorization for survey for sidewalks - Supervisor Watters asked the board to authorize him to sign the contract to approve the survey for the sidewalks to be done.   He stated that if and when we start the project for the sidewalks, the surveys would be completed.

Councilman Schneller stated he had not heard of anyone that was interested in having the sidewalks installed. He asked who would be responsible for the liability on the sidewalks. He then asked why couldn't the sidewalks be removed and the road wided. The board felt this would be better than having sidewalks.   Supervisor Watters stated that he would talk with SLC Highway Superintendent Bill Dashnaw.

E.       Comprehensive Plan - Supervisor Watters informed the board that there are 11 people that have offered to work on the Comprehensive Plan.

•  Repairs to steps at the beach and placement of boulders - Supervisor Watters informed the board that Mike Backus from Backus Morning Star is communicating with Mike O'Neil concerning the steps.   Mr. O'Neil will be getting a price from Mr. Backus on new steps.   The old steps have been removed for safety reasons.

A large bolder will be placed in front and in back of the tollbooth for safety reasons.

Road repairs at the beach have not been done yet.   The board feels that this should be done as soon as possible.   Supervisor Watters informed the board that the Sanderson Road needs to be completed first before anything else can be done.   Councilman Schneller suggested that a private contractor do the job.   Supervisor Watters stated that we would need to get three bids to do the job.   The board decided to wait until the next meeting to see if the Highway Department can get it done.

•  Status of Road Repairs - Supervisor Watters informed the board that the county has completed black topping of the roads that were on the schedule.   All roads were completed by May 24,2006.

•  Status on Sanderson Road - Repairs have not been completed as of yet.

•  Copier - The board has decided to cancel a deal with Advance Business Service or Sullivan Office Supply for a copier.   When one of the copiers breaks down it was decided that a copier would be purchased same as the copier that is in the conference room at this time.

•  New Business

A.       Beach - Councilman Schneller suggested hiring a professional to draw up an ad to advertise the Lisbon Beach.   Supervisor Watters said he would talk with Karen St. Hilaire for some advice on how to do this.

•  Recognition of Guest - Steve Barr, Ace Hardwood Flooring spoke earlier.   Heather Swanson had no questions.   All other guests had left earlier.

6.    Executive Session

Councilman Duprey made a motion, and was seconded by Councilman Collins to go into executive session for the purpose of legations of the Task Force at 7:30 PM.

                                                      Ayes - 4       Nays - 0

Councilman Shoen made a motion, and was seconded by Councilman Schneller to return to the regular meeting at 8:40 PM.                  Ayes - 4       Nays - 0

7.       Adjournment

Councilman Schneller made a motion, and was seconded by Councilman Collins to adjourn the meeting at 8:41 PM.                                  Ayes - 4       Nays - 0
