TOWN OF LISBON Present: Supervisor Roger Watters, Councilman Michael Duprey, Town Clerk Donna McBath, Councilman Thomas Schneller, Highway Superintendent Timothy Dow, Councilman C. Joseph Collins, Councilman C. Roger Shoen Guest: Heather Swanson - Ogdensburg Journal 1. Meeting Called to Order Supervisor Roger Watters called the meeting to order at 6:35 PM. Approval of Minutes for January 11, 2006 Councilman Duprey motion, and was seconded by Councilman Schneller, to approve the minutes for January 11, 2006. Ayes - 5 Nays - 0 Old Business A. Meeting Dates and Time Supervisor Watters asked the board whether or not to continue holding a second meeting of the month. He stated that he felt it would be a benefit to the board to continue the second meeting. Councilman Duprey stated the same. Councilman Schneller, Collins, and Shoen all agreed. The decision was to hold the second meeting on the forth Thursday of the month as a work session, and no legal action would be taken. New Business A. Appointment for Animal Control Person Supervisor Watters recommended Sue Butterfield from Rainbow Kennels in Madrid to be our Animal Control Person for the wage of $5200.00 per year. Supervisor Watters motioned, and was seconded by Councilman Duprey, to appoint Sue Butterfield for Animal Control Person. Ayes - 5 Nays - 0 Preliminary Planning Supervisor Watters stated that he would like to have the following projects completed this year: 1) salt barn, 2) storage building/bathroom at the Fields and Friends Park, and 3) sidewalks renovated/installed in Lisbon. Water needed to be piped to the bathroom. There would be a holding tank put in place for the septic system, then pumped out as needed, or at the end of the year. Councilman Schneller asked if the board budgeted for these items. It was stated that $25,107.95 was in the budget for the building at the park and $53,446 for the salt building. We would have to address any further findings. Supervisor Watters recommended Tisdel Associates to help us in the matter by drawing up an abstract and itemized list to be done in order to get these projects started. Councilman Duprey motioned, and seconded by Councilman Schneller, to hire Tisdel Associates to draw up an abstract and a plan for these projects. Ayes - 5 Nays - 0 Substitute Deputy Clerk Town Clerk McBath informed the board that Deputy Clerk Eileen McBath has left for a vacation for approximately a month. The grant the Town Clerk's Office received requires a lot of work to be done before the project can be completed by the end of June. Town Clerk McBath asked for a substitute Deputy Clerk to be brought in, and asked for Emily Grant to be that person. Councilman Collins made the motion and was seconded by Councilman Shoen to appoint Emily Grant as a substitute while Deputy Clerk McBath is on vacation. Ayes - 5 Nays - 0 Other Discussion 1. Councilman Schneller asked if there was anything that could be done concerning the widening the Five Mile Line Road. When school, or a school activity, gets out that road is very busy. An in-experienced driver would be unsure how far to get off the road when two cars meet. Highway Superintendent Dow informed the board that it would cost $1200 a year for stripping and will have to be maintained each year. Highway Superintendent Dow informed that board he would get an estimate for the cost to widen the road from CR 28 to CR 10 of the Five Mile Line Road. 2. The board was informed that a proposal was submitted to Senator Wright's office for chair lift for at the library. Recognition of Guest There were no questions or comments from Heather Swanson - Ogdensburg Journal. Executive Session No issues for Executive Session Adjournment Councilman Shoen motioned and was seconded by Councilman Collins, to adjourn the meeting at 7:10 PM.
