1. Meeting Called to Order
Supervisor Anthony LeBarge called the meeting to order at 6:30 PM
Approval of Minutes
On a motion from Councilman Duprey and seconded by Councilman O’Brian to approve the
September 14, 2005 minutes. Ayes – 5 Nays – 0
Recognition of Guest

New Business
A. Health Center computer request – Councilman O’Brian had inquired on prices concerning the computer and programs that the Health Center was requesting for. He stated that the prices were in the right range.
On a motion from Councilman Duprey and seconded by Councilman Watters to accept the prices for the computer and programs for the Lisbon Health Center. The computer and programs are property of the Town of Lisbon Ayes – 5 Nays – 0
Joint Water District – A summary was given by Supervisor LeBarge and the engineer was chosen by the committee from the Joint Water District.
Resolution # 11 was presented on a motion from Councilman Watters and seconded by Councilman Duprey: Ayes – 5 Nays - 0
RESOLUTION # 11
BE IT RESOLVED, the Town of Lisbon to authorize the Town of Oswegatchie to act as lead agency with regard to the joint water district to hire Burley-Guminiak and Assoc. Consulting Engineers, P.L.L.C. for the Feasibility Study for the total of $4,000.00, plus expenses, not to exceed $400.00

PASNY- A summary was given by Supervisor LeBarge; A meeting was held on Monday, September 19, 2005 with the New York Power Authority Representatives and the Lisbon Town Board Members along with Town Assessor, Dan McNamara concerning the local landowners along the St. Lawrence River. The state attorney general’s office stated that it would be illegal to return land to private individuals without payment. The attorney general is not going to allow the land to go back to the homeowners free of charge.
The NYPA settled with the Town of Lisbon in the past to receive the shoreline land to be returned to municipality. Supervisor LeBarge stated that the Town of Lisbon and the Lisbon Central School has missed revenue from this land for the last 2 years and informed the Power Authority this. The Power Authority felt the town was entitled to lost revenue. Supervisor LeBarge asked for a week to explore his facts and get the figures together to see what needs to be done. Councilman Jemison questioned whether the town would pursue lost revenue regardless of what happens with the transfer of the land and Supervisor LeBarge answered with a “yes”.
5. Old Business
Highways – Superintendent Dow informed the board that the Keystone Road was done, but had not received any invoices for the stone. It was asked why the Lisbon Highway Crew hard topped the road and not the county. Superintendent Dow said the timing for the county to do it was not possible and we had good weather and the machinery to do it.
Superintendent Dow wanted to know if he should have the highway department start the Dezell Road. He stated that we should at least install the piping as needed and the first part of the road from the Flack Road onto the Dezell road could be torn up and pack it down for the remaining of the year to prepare it for the following year. The board agreed that this should be done since the weather is good and the highway department can continue.
Councilman O’Brian asked if there was anything that could be done with the Heuvelton Road. Superintendent Dow stated that the Heuvelton Road could be done the same as the Dezell Road. Tear it up and pack it down for following year. On October 12, 2005 meeting the board would decide if the road would need to be paved this year. It was asked to Superintendent Dow if he had talked with SLC Highway Superintendent Dishnaw concerning snowplowing the county roads that we travel. He commented that he had not talked with Superintendent Dishnaw as of yet. He was then asked to get a hold of him and let the board know what was discussed and also inform Superintendent Dishnaw that we may be interested.
Councilman Duprey asked Superintendent Dow if the ventilation has been installed yet. Superintendent Dow said no as his crew was out working on the roads as the weather was good.
B. Library Roof - Superintendent Dow informed the board that Maintenance Man Scott Skiff informed him that there was some singles missing on the roof of the Library and parts of the roof was damaged.
Supervisor LeBarge will be checking with the insurance company to see if we have wind coverage and what the deductible is.
Surplus materials – Superintendent Dow was asked to turn in a surplus equipment and materials list that can be sold. This was to include the docks that were removed from the beach. Superintendent Dow informed the board if we were going to scrap the lowboy trailer we might as well get rid of the tractor, as we will have no use for it.
6. Adjournment
On a motion from Councilman Duprey and seconded by Councilman O’Brian to adjourned the meeting at 7:00 PM. Ayes – 5 Nays – 0
Supervisor LeBarge suggested that a work session on the 2006 Budget would follow the meeting. The public was welcome to attend.
