1. Meeting Called to Order
Supervisor Anthony LeBarge called the meeting to order at 6:30 PM
Approval of Minutes
On a motion from Councilman Duprey and seconded by Councilman O’Brian to approve the
October 12, 2005 minutes. Ayes – 4 Nays – 0
Recognition of Guest
Roger Shoen asked who was going to pay the user fee for the new water district when it is installed? What land we are trying to develop? Wouldn’t it be cheaper if we got the water from Ogdensburg or just wait for and industry to come in to be developed? If the water district came as far as his home would he have to hook up to it?
He was informed that each district would have their own user fee paid for by taxpayers in the designated district similar to the water district in the hamlet. There is a feasibility study being done and we will just have to wait for the results. Once the results are in, the town will be informed.
Roger Shoen asked what was being done with the elevator at the library? Councilman Watters informed him that the information on the chair left was provided to Senator Wright and US Senator Clinton, as requested.
Malcolm Middlemiss stated he was having problems with his culvert in his driveway as water was backing up in his driveway and yard. Malcolm stated that Highway Superintendent Dow informed him in the past that it would be taken care of. Malcolm informed the board that this has been going on since last March. Supervisor LeBarge informed Malcolm that he would look into the matter with Superintendent Dow.
Roger Shoen asked if there could be a couple of signs put up on the curve at the old feed mill on the Hall Road saying there is a school bus stop. Supervisor LeBarge said he would check into it with Superintendent Dow.
Joe Collins stated that the Watertown Times newspaper stated that there was a meeting held yesterday with the NYPA. Supervisor LeBarge stated that was correct and the Attorney General’s Office had three lawyers from his office attended. There was five NYPA staff. Supervisor LeBarge and Councilman Watters represented the Town of Lisbon and School Superintendent Ernie Witkowski and Board Member Megan Bowdish represented the school. Mr. Collins asked what had taken place at this meeting.
Supervisor LeBarge stated that the land would not be coming back to the landowners adjacent to the parcels for free. It is not clear yet how it will be done. The Power Authority wants to meet with other towns and keep all agreements the same or equal to. There are 131 parcels to be returned in Lisbon. We have been informed that the land will be appraised. Because of their size and location, we expect the cost to the landowner will be hundreds not thousands of dollars as some have projected.
Sandy Putney asked if the land was going to be priced as it was when purchased from them or the land as it is now. She noted they had lost a lot of land because of erosion. Councilman Watters stated the land would be priced on as it is now.
Joe Collins asked if the Lisbon Beach has been returned yet. Supervisor LeBarge informed him that the Lisbon Beach was the first and only transfer that has been done. The town wanted to put up a new pavilion, but by the time the beach was returned it was too late in the season to do the job.
Linda McQuinn asked when is the section 28 being returned and how will it be returned? If the Power Authority can’t produce the land in return then the board will be asking for revenue from it. If and when the land is returned, there will be three options: By Sealed Bid, Public Auction, and a Referendum.
Marty Ryan asked why should we distribute the land, why not the Power Authority? Supervisor LeBarge asked the same question to the Power Authority and received no answer. Marty also asked Councilman Watters (incoming supervisor) to have the Power Authority wait until the middle of 2006 before transferring any land. Councilman Watters informed him that nothing would be done before the public is informed of what his happening. We worked on this project as a community and will continue.
Linda McQuinn informed the board that she did not feel that the Planning Board was strong enough to handle this project.
Supervisor LeBarge stated that we need to see the appraisal before anything is done.
Guy and Christine Mills had no comments.
Steve Wallace asked what was happening concerning the electrical problems at his home from the accident with the town truck that took down his electrical wires. There is still a short in the system somewhere. He was disappointed the problem had not been corrected as was promised by Tim.
On a motion from Councilman Watters and seconded by Councilman Jemison to authorize Supervisor LeBarge to do what needs to be done to correct the problem.

New Business
A. November 24, 2005 Meeting
On a motion from Councilman Watters and second by Councilman Jemison to cancel the November 24, 2005 meeting due to Thanksgiving. Ayes – 4 Nays – 0
Highway Paving – Councilman Watters asked Supervisor LeBarge if he had received a schedule of roads to be paved next year. Supervisor LeBarge noted he had not. Councilman O’Brian and Jemison noted it makes if difficult to prepare a budget without cost estimates.
5. Old Business
Appointment for Assessment Review Board
Steve Wallace informed the board that Robert Thompson was interested in accepting a position on the Assessment Review Board.
On a motion from Councilman O’Brian and seconded by Councilman Watters to appoint Robert Thompson for the Assessment Review Board.

Budget
Supervisor LeBarge asked for the board to close the meeting to have a work session on the 2006 Budget and the public was welcome to attend.
On a motion from Councilman O’Brian and seconded by Councilman Watters to close the meeting at 7:40 PM. Ayes – 4 Nays – 0
On a motion from Councilman Watters and seconded by Councilman O’Brian to reopen the meeting at 9:45 PM. Ayes – 4 Nays – 0
On a motion from Councilman Jemison and seconded by Councilman O’Brian to set the elected officials salaries: Town Supervisor - $12,300.00; Councilmen (4) - $2,400.00 each; Town Clerk - $27,500.00; Town Justice (2) - $19,600.00; and Highway Superintendent - $43.000.00

6. Adjournment
On a motion from Councilman O’Brian and seconded by Councilman Watters to adjourn the meeting at 9:50 PM. Ayes – 4 Nays – 0
