Public Hearing for Preliminary Budget was called to order at 6:30 PM

On a motion from Councilman Jemison and seconded by Councilman Watters to adjourn the public hearing meeting at 6:50 PM. Ayes - 4 Nays - 0

Supervisor Anthony LeBarge called the meeting to order at 6:50 PM
Approval of Minutes
On a motion from Councilman Duprey and seconded by Councilman Watters to approve the November 9, 2005 minutes. Councilman Duprey asked if Supervisor LeBarge inquired with the St. Lawrence County Treasurer's office of the difference in amount of sales tax we received and what was reported that we should had received. Supervisor LeBarge had not had the opportunity to check into the matter, but informed the board he would do it the following day. Ayes – 4 Nays – 0

Old Business
A. Budget
On a motion from Councilman Watters and seconded by Councilman Duprey to approve the 2006 Budget. The final budget will require an approximately decrease in the tax rate of approximately 5%.
Councilman Jemison requested that $29,000 be reduced from account no. 1990.4 Contingency balance and place it in a new account number 1230.1 as Municipal Executive.
The motion for the 2006 budget was carried by all, with the change in the two account numbers and amount. Ayes – 4 Nays – 0
*Computers
On a motion from Councilman Watters and seconded by Councilman Jemison to hire DP Computers to get all the computers up and working properly so they can be backed up properly and a virus protection be done on all computers. The amount to be charge cannot exceed $1,000.
Ayes – 3 Nays – 1
Surplus Materials
Superintendent Dow asked the board if they would like to sell the tractor that towed the lowboy trailer since we are selling the lowboy trailer. The board confirmed the request to sell the tractor. A list of surplus equipment was given to the board. An advertisement will be done and be advertised in the Ogdensburg Journal and Watertown Daily times.
7. New Business
Purchasing a Truck, trailer, and lawnmower
Truck
On a motion from Councilman Duprey and seconded by Councilman Jemison to have Superintendent Dow purchase a 2006 truck for the price of $11,400 on state contract. This truck is to be purchased this year and paid for this year. Ayes – 4 Nays – 0
Trailer
On a motion from Councilman Duprey and seconded by councilman Jemison to have Superintendent Dow purchase a trailer big enough to transport the lawn mower Ayes – 4 Nays – 0
Lawnmower
On a motion from Councilman Watters and seconded by Councilman Duprey to purchase a lawn mower same as we have purchased off of state bid last year. This needs to be purchased and paid for this year. Ayes – 4 Nays – 0
Supervisor LeBarge stated that delivery could be the first of April of 2006.
Discussions
Town Barn – Superintendent Dow has received three different opinions from three different electrical contractors on what to do at the town barn. He then notified Niagara Mohawk for a feasibility study on what should be done. Niagara Mohawk informed Superintendent Dow that the building needed a 200-amp with all new wiring entering into the building. Also, we need to install a new 200-amp entrance box. The board informed Superintendent Dow to ask for 3 quotes from 3 electrical contractors.
Light on SH 37 – Superintendent Dow informed the board that to install a light on SH 37 at Sparrow Hawk Point would cost $400.00. If within 16 years if it was decided to remove the light it would cost $4,000.00 for removal. The cost for the monthly fee would be approximately $8.08.
Fuel Tanks enclosure – Superintendent Dow has received a quote on trusses for the building that needs to be built over the fuel tanks. Since the price was under $1,000 we did not need to get a quote and the building will be done by the Town Highway Department.
On a motion from Councilman Watters and seconded by councilman Duprey to approve building the enclosure over the fuel tanks. Ayes – 4 Nays - 0
Grant – Town Clerk McBath asked for approval to apply for a grant to finish binding a vital book from New York State Archives.
