1. Meeting Called to Order
Deputy Supervisor Roger Watters called the meeting to order at 6:30 PM

Approval of Minutes
On a motion from Councilman Duprey and seconded by Councilman O’Brian approve the
May11, 2005 minutes. Ayes – 4
Nays – 0
On a motion from Councilman Duprey and seconded by Councilman Jemison to approve the May 17, 2005 minutes for the special meeting held with Oswegatchie Town Board and Lisbon Town Board. Ayes – 4
Nays – 0

Recognition of Guest
No Comments from Heather Swanson, Steve Barr or Martin Ryan.

Old Business
Pavilion – No bids were received. The pavilion bid was put on hold due to possible grant funding in the future.

5. New Business
Lake Ontario – St. Lawrence River Study – Dalton Foster, President of International Water Levels Coalition, Inc. gave a presentation on the water levels of Lake Ontario and the St. Lawrence River. Mr. Foster recommendation was for the Plan B (as illustrated in his presentation) as the most practicable from the power production, shipping, ecological, and recreational boating aspects. He hoped the board would pass a resolution to support his recommendation.

Al Winney, R.P.A. from the Lisbon Health Center spoke to the board of why his rent should not go up and why he couldn’t afford any more expenses.

All office visits are $20.00 – “Directed by Lisbon Town Board” as stated by PC Winney
Needs to update office with:
Computer and program to be installed for billing purposes for Medicaid.
PA Winney feels if his rates were increased he would loss patients as he often serves low income medical patients
Deputy Supervisor Watters informed PA Winney that the firemen wish they could receive more extensive physicals including an EKG.
PA Winney said if he prescribed an EKG for the fireman it would be useless, as it would not predict a potential heart attack. A required stress test for an effective EKG would cost $1200.
It was asked to PA Winney what would be a feasible figure to charge his patients? PA Winney informed the board that if the rate went up $2.00 he felt would not lose many patients.
Councilman Jemison informed PA Winney he should send in the receipt for any equipment that has been bought (the telephones, etc), as he would be reimbursed his expenses from the capital reserve fund that was established for equipment purchases.
Deputy Supervisor Watters then thank PA Winney for coming and discussing the situation. He was then informed that the board would discuss it at a later time.

C. Museum Report
Councilman Jemison informed the board that there was a Museum Depot meeting held on Tuesday, May 24 and was decided that a closet would be built in the 3rd room for tools, garments and etc. The project was decided to be granted to Ace Hardwood as it would be less cost than required for bidding.
The Museum Committee is also looking into a handicap ramp for people to enter the museums freight room.
The Museum will be open the same as last year. (July Friday evenings, August Saturday afternoons and all three days of Homecoming Weekend.
There will be a dedication of the ticket office on Monday, May 30, 2005 to Milton King, the last stationmaster for the Rutland Railroad in Lisbon.

Highway Garage
Deputy Supervisor Watters asked Steve Barr from Ace Hardwood if he had had a chance to inspect the paint job at the highway garage. He said yes and informed the board that he talked with Councilman Jemison about repainting again. Councilman Jemison opinion was not to paint the building again. Councilman
Jemison feels the moisture from inside of the building coming out is causing the peeling of the paint as the wall is damp.
A suggestion was made to vinyl side it or put metal siding on. Deputy Supervisor Watters then commented that if there were problems with the wall then it would not be able to be seen if vinyl or metal siding was installed. It was decided to monitor the situation at the present time.

Homecoming
The drawing was done for the pictures and money for the Homecoming raffle.
Lois Glass 1st place winner chose the picture of the Old High School along with the $100.00. Cathy Marcellus won 2nd place with a picture of the Lisbon School when it was built in 1957 along with $50.00.

Lisbon Roads
It was reported that the Fulton, Five Mile Line, Baker, McFadden and Keystone roads were completed of hot asphalt topping by the county paving crew.

6. Executive Session
On a motion from Councilman Duprey and seconded by Councilman Jemison to go into
executive session at 8:20 PM to discuss Health Center contract.

Nays – 0
On a motion from Councilman Duprey seconded by Councilman Jemison to return to regular meeting at 8:50PM. Ayes – 4
Nays – 0
The board is forwarding the recommendation on to Attorney Nash with the changes they had decided in the agreement.

7. Adjournment
On a motion from Councilman Duprey and seconded by Councilman O’Brian to adjourned the meeting at 8:51 PM. Ayes – 4
