1. Meeting Called to Order
Supervisor Anthony LeBarge called the meeting to order at 6:32 PM

Approval of Minutes
On a motion from Councilman Jemison and seconded by Councilman Watters to approve the
April 28, 2005 minutes Ayes – 5 Nays – 0

Approval of Town Clerk’s Report
On a motion from Councilman Watters and seconded by Councilman O’Brian to approve the Town Clerk’s Report for April 2005. Ayes – 5 Nays - 0

Approval of Supervisors Report
On a motion from Councilman O’Brian and seconded by Councilman Watters to approve the Supervisors Report for April 2005 with the transfers
To transfer $400.00 from 3620.4 to 1355.4
To transfer $11,00.00 from 5130.4 to 9060.8
To transfer $800.00 from 8310.4 to 8340.2
Ayes – 5 Nays – 0
For information: We have received the first quarterly sales tax check for 2005.

Approval of Abstracts
Discussions: FX Gailey – Councilman Jemison asked why we received 30 grade bid when the board approved a 25 grade for low sulfur diesel fuel. Superintendent Dow informed the board that he ordered the 25 grade. Councilman Jemison inquired with FX Gailey and was informed that the 30 grade was orderd. The difference in price was $339.96 for the 8000 gallon delivery.
Councilman Watters requested that future quotes be in writing.
Supervisor LeBarge informed the board that there has been a form letter drawn up for quotes on fuel to be faxed to Oil Companies for future bidding.
Attorney Nash suggested (and the board agreed) that a note be put on fax quotation stating: Municipality will only pay per price indicated on the faxed sheet.
Councilman Duprey asked why were we purchasing from Texas (on one of the vouchers) and not locally. Superintendent Dow stated that this company was local and that the billing came out of Texas.

Councilman Duprey asked why were we purchasing paint from California and not locally. Superintendent Dow stated that this was the best paint for the price, quantity and quality.
Councilman Duprey requested that Superintendent Dow look into purchasing locally where possible.
Councilman Jemison and Duprey asked what did the new replacement windows (as indicated on vouchers) were installed in.
Superintendent Dow stated that they needed to replace a window in the backhoe, because of the defective latch!! Also on the 1992 Mac truck, as they had to install a complete unit for the window, because the old unit was so badly corroded.
Hanson invoice – what was the mix of fine/regular crusher run gravel used for?
Superintendent Dow said it was used for the gravel roads and was put in a stockpile for road reconstruction (cold mix) as the price for the gravel was good at this time.

Highway Superintendents Report
Superintendent Dow stated that he hasn’t started paving as yet. The County should be moving in by May 19, 2005.
Superintendent Dow stated Barrett’s price for hot mix asphalt is currently $1.50 per ton less than the county bid price. As Hanson is starting there state project work next week. Superintendent Dow and SLC Highway Superintendent Dashnaw are planning to get the asphalt from Barrett’s.
His biggest problem is working with the farmers. When he gets a road cleaned then the farmers get back on it, then he has to re-clean the road.
Superintendent Dow stated that the Kelley and Dollar Roads needed to be sealed in some areas. By using a spray bar truck sealing both roads cost $8,000 and would take 3 days to do. By spray patching the road it would extend the life of the surface couple of more years before something else needed to be done. To do this work it should be done in hot weather. (The cost of this is much less than $8,000 per mile original estimated by the oil and stone method originally recommended.)
McFadden Road, all the under-road culverts have been replaced.
The Town Barn exhaust system has not proceeded any further at this time.
Superintendent Dow has not made a priority list of the roads to be paved as he has to communicate with the farmers, so the roads can be kept clean.

Old Business
Pavilion – Bernier & Carr, Gene Derouin would like to attend June 8 meeting to discuss the pavilion. He is recommending not to build the pavilion at this time as he feels we could receive a matching grant for this work.
The application for the grant needs to be in by June 30, 2005 and we would receive notice of being accepted by October 1, 2005.
The board consensus was to wait to see if we get accepted for this grant.
Inter-Municipal Agreement - Town of Oswegatchie has hired DANC for the proposed water district. Supervisor LeBarge is requesting Town of Oswegatchie and Town of Lisbon board member meet together so they can be decide on the course of future inter-municipal activities.
Supervisor LeBarge will contact Supervisor Nichols from Oswegatchie on this meeting. The board is requesting if possible to be held on Tuesday, May 17 at 4:00 PM.

New Business
World War II Memorial Stone – Harvey Cushman is requesting his name be engraved on the World War II Memorial Stone in front of the Town Hall, as he was a veteran in World War II. The cost of this engraving would be approximately $90.00 to $100.00
On a motion Councilman Watters and seconded by Councilman Duprey to have his name engraved on the World War II Memorial Stone. Ayes – 5 Nays – 0
B. Lake Ontario-St. Lawrence River Study – Dalton Foster, President, IWLC would like to come and speak with the board and the audience concerning Lake Ontarios-St. Lawrence River Study on May 26, 2005. Will be speaking for approx. 15 to 20 minutes.
The board approved.
Dezell Road – Supervisor LeBarge had asked Superintendent Dow to estimate on the cost of rebuilding 1.1 miles on the Dezell Road. Superintendent Dow responds: To replace the first culvert would cost $8,000 to 10,000. To complete the 1.1 section estimated cost would be $70,000 plus the one large culver.
Supervisor LeBarge for the board to keep this section of the Dezell Road in mind for the near future. If the Highway Department has some free time maybe they can get started on the Dezell Road for construction of next year.
Councilman Watters asked if there were other options and Superintendent Dow replied yes, but more expensive.
It was recommended that the large culvert be priced through State Bid. Superintendent Dow informed the board that since the culvert is so large it is not priced by State Bid.
There are four other under the road culverts that need to be replaced in the 1.1 miles.
Sale Scrap – Dock – Supervisor LeBarge was out at the beach and noticed that two of the small boat docks were missing. Superintendent Dow informed him that they were at the Town Barn in a trailer.
Supervisor LeBarge is recommending to the board to have a Legal Ad put in on the docks for a sealed bid on each dock that we have.
On a motion from Councilman Jemison and seconded by Councilman Watters to have the advertisement put in for sealed bids on the docks. Ayes – 5 Nays – 0
Councilman Watters suggested if the beach could use the large or one of small docks. It will be looked into.

Local Law for manure lagoons - A number of people has inquired about the manure lagoons. Councilman O’Brian stated there is nothing we can do on regulations concerning lagoons,as they are regulated by NYS Ag & Markets law.
Attorney Nash will be checking into this matter.
Health Center – The Health Center lease will be up on May 31, 2005. Alan Winney, Physician Assistance would like to attend the meeting on May 26 to speak with the board concerning the contract. Councilman Jemison requested it to be during the open session.
All board members approved.
Campground – Supervisor LeBarge has asked the board if they knew of anyone that would be interested in building picnic tables for the beach. The tables need to be constructed with bolts and not nails. The beach will be needing 34 tables for the new sites.
Supervisor LeBarge informed the Board Members that he would not be rerunning for Town Supervisor this coming fall. The Board Members gave their regards and wished he would change his mind.
Brent Brenno and Larry Trombley will be seeing their doctors on May 23 and hopefully they will get the approval to return to work.

On a motion from Duprey and seconded by Councilman Watters to include new $50.00 fee for truss roofs on commercial building as per NY Department of State Division of Code Enforcement and Administration.
