1. Meeting Called to Order
Supervisor Anthony LeBarge called the meeting to order at 6:30 PM
Approval of Minutes
On a motion from Councilman Watters and seconded by Councilman Duprey to approve the
June 6, 2005 minutes. Ayes – 5
Nays – 0
3. Supervisor Report
Discussion was done on ordering mulch from Millers Green House. Highway Superintendent Dow informed Supervisor LeBarge that the dye in the mulch comes out of it and onto your clothing and skin. Superintendent Dow was asked to please call Currans and get a load of mulch and deliver it to the playground and beach.
The final tax roll is completed and total assessment has increase 4%.
Discussion was done on the electrical system at the Lisbon Town Barn. Councilman Duprey will be contacting Chuck Benson the state inspector to see what needs to be done to update the system.
No contract back from the Lisbon Medical Group, Alan Winney P.A.
Councilman Duprey and Supervisor LeBarge attended a water meeting with Supervisor Nichols and Councilman Stoner in Oswegatchie. They are putting out a RFP (Request For Proposal) to bid for engineering services.

Exhaust Fan at the Lisbon Town Barn – Supervisor LeBarge wanted to know if Superintendent Dow had check with the Peru on the exhaust fan for the Town Barn. No he hadn’t had time to do it. Superintendent ask at provide literature on the system he recommending. He obtained it from his office and a lengthy discussion of the specification for the system ensued. It was decided that a previous estimate done by Bernier and Carr for an exhaust system would constitute a second RFP in this case.
On a motion from Councilman Jemison and seconded by Councilman Duprey to purchase the exhaust fan for the Town Barn from Ventilation USA LLC for the price of $5300.00 including freight that was priced on February 24, 2005 or not more than 5% of the above stated price.

Old Business
Old Agway Building – Bill Schaefer Inc. would like to give the old Agway building to the Town of Lisbon. They were informed that a Phase 1 environmental study (as required by DEC) has been completed. The only possible area of concern indicated in the report as an environmental issue was a small amount of PCBs possible in an electrical switch in the facility. Discussion was done on whether we should accept the offer, as it is an eye sore, and for safety issues. Supervisor LeBarge suggested that the paper work be turned over to Attorney Nash and get his opinion. The board decided to wait until next meeting to make a decision.
Lisbon Home Coming – The Lisbon Home Coming Committee has asked for the board to participate in the parade.
Roads – The chips application needs to be in by July 12.
The end of the Old State Road, McFadden Road and Baker Road have been hardtop.
The sluice pipe on the Dezell Road has not been ordered yet as Superintendent Dow is asking the County to come in and check for the proper size.
The Flack Road was not hardtopped at this time as there is heavy trucks traffic traveling the road.
Supervisor LeBarge asked Superintendent Dow if he had been informed when the County will be coming to the Hall Road to repair the ditch in back of Art Parmeter’s home. Superintendent Dow commend that the county would not be doing the work until they are back into this area for other work project.
d. We received information on New York Energy Smart Technical Assistance. Ann Heidenreich would like to attend July 13th meeting to talk about this information. The board agreed to this.
7. Adjournment
On a motion from Councilman Duprey and seconded by Councilman Jemison to adjourned the meeting at 8:00 PM. Ayes – 5
