1. Meeting Called to Order
Supervisor Anthony LeBarge called the meeting to order at 6:30 PM
Approval of Minutes
On a motion from Councilman Duprey and seconded by Councilman O’Brian to approve the
May 26, 2005 minutes Ayes – 5

Approval of Town Clerk’s Report
On a motion from Councilman Jemison and seconded by Councilman Duprey to approve the Town Clerk’s Report for May 2005. Ayes – 5

Approval of Supervisors Report
On a motion from Councilman Watters and seconded by Councilman Jemison to approve the Supervisors Report Ayes – 5

On a motion from Councilman Watters and seconded by Councilman Duprey to pay Nicole Dority $100.00 through payroll for secretary for on Board of Assessment Review Meeting.

Approval of Abstracts
*On a motion from Councilman Watters and seconded by Councilman Duprey to approve the abstracts with exception of holding Leo LaLonde voucher as there were questions to be answer. Ayes – 5

Highway Superintendents Report
All roads have be paved by St. Lawrence County Highway Department that were on schedule with the exception of the Flack Road, as there is a barn being built at the Flack Farm and heavy trucks are coming and going and the Highway Department is waiting for the barn is built before the Flack Road can be paved.
Supervisor LeBarge asked the Highway Superintendent Dow for a schedule for this year of roads that need to be reconstructed.
Highway Superintendent Dow stated that the Old State Road is in very bad condition, also stated that the roads that have been paved was in under the figure that was estimated for the paving.
The board had complimented Superintendent Dow on what roads of what have been paved and the roadways that have been mowed look good.
Exhaust System – Supervisor LeBarge asked Superintendent Dow if had called Highway Department from Peru, New York concerning their installation on the ventilation system. Superintendent Dow said no, that he hadn’t had time yet and stated that he would get information on it as soon as possible.
Electrical System – Supervisor LeBarge requested if we could put in the main entrance box. Councilman Jemison asked if we should advertise for the job to be done.
Superintendent Dow informed the board that Bernier Carr had looked at the electric wiring in the past and informed him that it needed to be updated soon.
Supervisor LeBarge will be contracting area contractors to supply on a proposal to upgrade the electrical system in the town barn.
The old docks that have been removed from the Lisbon Beach need to be sold individually. Supervisor LeBarge will notify Scott Skiff about getting pictures and more information on the docks so a bid can go out.

Old Business
Bernier & Carr
Presented Plans for a Storage/Laundry Building and Picnic Pavilion, also plans for General Area Overlook.
The board in inquiring for renovation on the Old Bath House.
A committee has been made up of:

The committee will meet with Rick Tague from Bernier Carr on Wednesday, June 15, 2005 at 9:00 AM at the beach.
On a motion from Councilman Watters and seconded by Councilman O’Brian on the Resolution # 8 to file an application for funds from the New York State Office of Parks, Recreations Historic Preservation.

RESOLUTION # 8
I, Donna McBath, the duly qualified and acting Clerk of the Town of Lisbon, New York, do hereby certify that the following resolution was adopted at a regular meeting of the Town of Lisbon held on June 8th, and is incorporated in the original minutes of said meeting, and that said resolution has not been altered, amended or revoked and is in full force and effect.
RESOLVED:
That Anthony P. LeBarge, as Supervisor of the Town of Lisbon, is hereby authorized and directed to file an application for funds from the New York State Office of Parks, Recreation and Historic Preservation in accordance with the provisions of Title 9 of the Environmental Protection Act of 1993, in an amount not to exceed $175,825.00, and upon approval of said request to enter into and execute a project agreement with the State for such financial assistance to this Town of Lisbon for Lisbon Township Beach Expansion and Improvements and, if appropriate, a conservation easement/preservation covenant to the deed of the assisted property.
Driveway Policy – Fee
Councilman Jemison asked a $50.00 fee to be lowered $25. if a culvert was not needed after the inspection.
The board informed Councilman Jemison that this was discussed when the policy was done and the $50.00 fee was for inspection if a culvert was needed or not.
On a motion from Councilman Jemison and seconded by Councilman O’Brian to have the fee lowered if a culvert is not needed.

On a motion from Councilman Jemison and seconded by Councilman Duprey to accept the Diesel Fuel bid from Tandemayer/Griffith Energy/State Bid.

New Business
Sand Use Policy
Councilman Jemison would like to know if we should have a sand policy. Should we be charging for sand that is taken from our pile of sand and the sand pit.
A suggestion was brought up for residence use only for driveway and sidewalks, not for businesses use, also if we charged it would be very hard to control the pickups of coming in as it was not a fenced in area.
Highway Supervisor Dow informed the board that it was very hard to load the highway trucks with many as 15 trucks in the way when getting sand. In the past to get the trucks out of the way the loader driver would load the pickup first so we could get our truck loaded.
This is illegal to give out sand to anyone. Whether we load them or they help themselves.
On a motion from Supervisor LeBarge and seconded by Councilman Watters, that we instruct Highway Superintendent to ask the people to leave, and if they don’t then notify the police that they are trespassing.
Councilman Jemison is asking for an amendment to be added that a sign be put up to inform the people that they are trespassing and the sand is not there to be taken.

The motion from Supervisor LeBarge and seconded by Councilman O’Brian that we instruct Highway Superintendent to ask the people to leave, and if they don’t then notify the police that they are trespassing was passed with the amendment of installing a sign that people are trespassing.

Dump Station Disposal Use
On a motion from Councilman Watters and seconded from Councilman Jemison to charge $5.00 fee for any vehicle that was to dump and not camp.

Highway Adoption Policy
Councilman Jemison stated that if Highway Adoption Policy ever needs to be changed in the future it does not need to go onto the Planning Board. All agreed.
Other Discussions
The beach was put on a boil water warning on Thursday, June 2 for the weekend. There were problems with the chlorinator. It has been corrected.
Councilman Watters informed that they’re some trees that have not survived at the Lisbon Beach. Millers Green House has informed him that he has 15 or 16 Silver Maple trees left and they do well anywhere. Councilman Watters asked permission of the board to replace the trees that are not doing well or that have died at the beach. He also stated to have Miller’s Green House do the planting for a small fee. Superintendent Dow said he would dig the holes and supply topsoil for Mr. Miller to plant the trees. The board all agreed.
Councilman Watters mention that Campground Director Mike O’Neil would like to hire a couple of maintenance people for emergency duty only. Supervisor LeBarge informed Councilman Watters that any time Mike needed some extra help for emergency he could get Scott Skiff or Patrick Mathews for a little while.
Supervisor LeBarge has talked with the two Superintendents from Ogdensburg on getting help cleaning out brush in the cemeteries. At the time of talking with them, they were more than happy to help out.
In reference to Dalton Foster presentation (given at May 26, 2005 meeting) of the plans presented by International Water Levels Coalition, Inc. Councilman Watters asked the board about a resolution to Plan B as it is the most advantageous for our community’s interests for shoreline residents and recreational uses. It was also noted that this is the preferred plan for commercial shipping as well as power production.
On a motion made by Councilman Watters and seconded by Councilman Jemison, to have a resolution draw up by Councilman Watters in support of International Water Levels Coalition, Inc. for Plan B.

Councilman Jemison had informed the board that Steve Barr from Ace Hardwood turned in an estimated cost for a Handicap ramp for the Museum. The total was $2,949.57. A board member informed Council Jemison to call Max Biggs to see if he still had the one from the school that he purchased and would it work for our purpose. If it would not work or was not available Councilman Jemison was to give Steve a go ahead with the job.
Councilman Watters informed the board that his is writing a letter to our Congressmen, Assemblyman and Senators concerning the land in Colton. He was signing his name with the title Lisbon Councilman and wanted to know if the board approved of his signature that way. The board all approved.

On a motion from Councilman Duprey and seconded by Councilman Watters to go into executive session at 8:30 PM to discuss personnel. Supervisor LeBarge asked Superintendent Dow to attend. Ayes – 5
