1. Meeting Called to Order
Supervisor Anthony LeBarge called the meeting to order at 6:30 PM
Approval of Minutes
On a motion from Councilman Duprey and seconded by Councilman Jemison to approve the
July 13, 2005 minutes. Ayes – 5 Nays – 0
Recognition of Guest
Majority guest were at the meeting to talk and listen about the Health Clinic.
Supervisor LeBarge spoke concerning the upcoming contract.
- Rent is to stay the same amount. $100.00
Under former practice regarding the rates for the Medical Center, the town has not regulated the office rates for several years and does not feel it should regulate what is charged, that is up to the staff at the Medical Center.
- The previous contract required the Town of Lisbon to pay only the heating cost. The current proposal would have all utilities covered by the Health Clinic.
The figures compiled by the supervisor as to actual costs are as follows;
Niagara Mohawk in 2004 was $1196.65
Niagara Mohawk from January to June 2005 was $540.71
St. Lawrence Gas in 2004 was $ 958.99
St. Lawrence Gas from January to June 2005 was $789.66
- There is $44,139.00 in a reserve account, from the Bulson estate, and it was stated that these funds could only used for equipment purchases at the clinic. Such purchases would remain property of the town.
On May 26th meeting Mr. Winney attended the board meeting and said he purchased a copier, telephone equipment and etc. The board then informed him if he brought the receipt to the board the money would be returned to the clinic. So far the board has not receive anything.
The town will continue to pay all the insurance on the building as it is a town building
Supervisor LeBarge was informed from Mr. Winney that he would like a fixed amount for the utilities for the next five years.

Supervisor LeBarge informed the guest that it was up to Mr. Winney to come back to the board with a proposal.
Rita Scott turned over to Supervisor LeBarge 496 written signatures on petitions that stated that they would like to have the original contract brought back in.
- Then Rita Scott commented “She wishes to thank the people that passed out the petitions, the people that carried them and the business that had them in the business”. She went on to say that Al Winney was an asset to Lisbon.
- Councilman Watters stated that the board is trying to work things out together.
- Rita commented that she felt that Clarence (Roger) Shoen was quoted in an article in the newspaper for his political gain.
- Larry Seguin commented that he feels that the town is providing a good health care for our local people of Lisbon who can’t afford insurance.
- Steve Youngs – would like to know if we can go back to the original contract.
- Supervisor LeBarge commented he didn’t know if we could use the $44,139 for anything other than for equipment.
- Steve Youngs stated that $44,000 is a whole different subject.
- Jessie Donaldson stated a fee of $20.00 is cheap and that he (Al Winney) could afford to raise the price to $30 to $35.
- Rita Scott wanted to know what to we get for our tax dollars other than a Museum, Library, and Beach. Are there any other benefits?
- Steve Youngs wanted the board to justify to the tax payers of Lisbon why Al Winney should have to pay for the utilities now since the Town of Lisbon has been paying for them in the past.
- Councilman Jemison that the board was acting on behalf of tax payers who are now being required to pay the utilities of the Medical Clinic regardless of whether or not they actually use its services.
- Supervisor LeBarge stated that 496 people stated on the petitions that they wanted to keep the Medical Center, what does he do with the other 3500 other people that had not signed the petitions? He has to answer to them also.
- Supervisor LeBarge was then asked if the Health Clinic should make a profit and stated no. Then stated that it was Al Winney that needs to come back to the board with a proposal.
Nancy LaFaver asked if there was a dead line for Al Winney to respond.
Supervisor LeBarge informed her it was May 31, 2005. He is now working with no contract (or on the old contract).
Jessie Donaldson, Larry Trombley and Mike Ledwith wanted to communicate with the board in an executive session.
Old Business
A. Homecoming
The homecoming committee is requesting that no parking signs be put up on the right hand side of the road from the Town Hall to the Five Mile Line Road on Friday, August 19 at 5:00 PM to August 20 at 5:00 PM. Superintendent Dow
informed the board that the road belonged to the County and they would have to approve it and put the signs up. He would check with Superintendent Dishnaw and get back to the board.
B. The homecoming committee is requesting to use the town hall on August 20, from 8:00 AM to 3:00 PM for people outside of Lisbon to have their garage sale in the village.
On a motion from Councilman Duprey and seconded by Councilman Watters to approve the
Homecoming Committee to use the Town Hall for the people outside of Lisbon for the garage sale. Ayes – 5 Nays – 0
C. Grants
Town Clerk McBath informed the board concerning the two grants she applied for in December was both approved. One grant for $906.00 is to rebind a vital book. The second grant is for $$12,575.00 to index all vital records on the computer.
Councilman Watters questioned if we have heard anything about the grant for the beach. Supervisor LeBarge said no.
Councilman Watters has someone checking into a grant for a chair lift for the library.
Quotes for oil for the roads.
Adirondack (Barrett’s Paving) $11,531.56
Northern Asphalt $12,902.00
Noel J. Brunell & Son, Inc. $11803.00
On a motion from Councilman Jemison and seconded by Councilman Duprey to accept the quote from Adirondack for $11,531.56, with the intention of reviewing with the contractor concerning the strike now in affect at Barrett Paving (the current owner of Adirondack Asphalt). Ayes – 5 Nays – 0
New Business
A. Computer Maintenance Person – Scott Wilhelm informed the board that he was no longer able give to give us computer support maintenance. The board has decided to ask other vendors if they would be interested.
Agreement to Bridge Port – Bridge Port Veterinary Clinic needs to have a signed agreement between the town and the caregivers for seized dogs.
On a motion from Councilman Duprey and seconded by Councilman Jemison to give authorization to Supervisor LeBarge to sign the agreement with Bridge Port.
Ayes – 5 Nays – 0
C. Tracy Road Culvert – there was an e-mail request from Ricky Snyder, on the corner of Moran Road and Tracy Road to put in a culvert. Superintendent Dow informed the board that there was never a culvert in that area. He would check and place a culvert on the south side of Mr. Snyder.
Roger Shoen ask if the culvert would be replace on the Pray Road. Superintendent Dow said the culvert was starting to collapse and he will be replacing it.
European visitors to Lisbon – A request came in from Ruth Doyle in the St. Lawrence County Administrator office of anyone who would offer their home for four men from Portugal that are writing a story on all the “Lisbons” in the United States. Supervisor LeBarge asked Heath Swanson from the Ogdensburg Journal if she would have the article put in the paper for public assistance in this matter.
Heather Swanson from the Ogdensburg Journal requested a copy of the contract that was given to Al Winney, PA. Supervisor LeBarge said she could look at it but was not able to give here a copy because he didn’t know it was legal or not before it was signed

Royal Nelson has a sign for the Red Mills Cemetery that was donated by the Nelson Family in memory of there father Donald Nelson and wanted to know if someone can put it up at the cemetery. Superintendent Dow said that his crew could do it. Nancy LaFaver then suggested that maybe there could be a dedication and Rev. Smith could be there.
Nancy LaFaver asked who is responsible for maintaining the cemeteries that are no longer in use. Supervisor LeBarge informed her that the town was responsible. She commented about the O’Neil cemetery and when driving by one day a dog was using one of the stones for its bathroom. She stated that was very upset concerning that. Also she wanted to know if the Briggs Cemetery and the O’Neil Cemetery had a driveway to them available to the public. She was informed that it would be checked into. Ms. LaFaver also wanted to say that the Briggs Cemetery had no boundaries to it and new houses were being built around it. She was just afraid the cemeteries that aren’t being used are going to be destroyed in some way.
Executive Session
On a motion from Councilman Watters and seconded by Councilman Duprey to go into executive session at 8:05 PM concerning personnel and asked for Superintendent Dow and Jessie Donaldson to attend. Ayes – 5 Nays – 0
On a motion from Councilman Duprey and seconded by Councilman Jemison to come out of executive session at 8:15 PM Ayes – 5 Nays – 0
On a motion from Councilman Jemison and seconded by Councilman O’Brian to go into executive session at 8:16 PM concerning personnel and asked for Mike Ledwith and Larry Trombley to attend. Ayes – 5 Nays – 0
On a motion from Councilman O’Brian and seconded by Councilman Duprey to come out of executive session at 8:29 PM Ayes – 5 Nays – 0
7. Adjournment
On a motion from Councilman Duprey and seconded by Councilman O’Brian to adjourned the meeting at 8:28 PM. Ayes – 5 Nays – 0
