1. Meeting Called to Order
Supervisor Anthony LeBarge called the meeting to order at 6:30 PM.

Approval of Appointments 2005
On a motion from Councilman Duprey and seconded by Councilman Watters to approve the Appointments for the Town of Lisbon.

Discussion that Donald Merkley term expired on the Planning Board and is willing to except another term.

Rainbow Kennels had sent in a résumé and wanted to be considered as Dog Control Person. Supervisor LeBarge recommended to remain with Paul Gravelle from Smart dog Company. Ayes - 5
Nays – 0

3. Approval of 2005 Campground Fee
On a motion from Councilman Watters and seconded by Councilman O’Brian to accept the Campground Fee as stands. Ayes – 5
Nays – 0

Discussion was done on the swimming lessons fee. Councilman Jemison has requested that the Town Board has the final say on what the fee would be.

4. Approval of 2005 Site Plan Fees
On a motion from Councilman Jemison and seconded by Councilman Duprey to accept the Planning Board Fees

Discussion from Councilman Jemison to have an amendment to the Planning Board Fee. The Planning Board would like to have a fine of $50.00 put in place for someone that does not purchase a building permit before starting building. The Board has recommended to have a $25.00 fee for anyone that has started to build without a purchasing a Building Permit first.

On a motion from Councilman Jemison and seconded by Councilman Watters to amend a non-compliance fee of $25.00 for not securing a Building Permit before starting construction.

Motion was accepted for the Planning Board Fees with the amendment.

Other Business
Procurement Policy
On a motion from Councilman Watters and seconded by Councilman Duprey to accept the Procurement Policy.

Discussion was done: Councilman Jemison has stated if we were not going to following the policy why have one. He was not in favor of the policy as it stands.

The Procurement Policy will be accept as is.

On a motion from Councilman Watters and seconded by Councilman Duprey to adjourned the meeting at 6:50 PM.
