TOWN OF LISBON BOARD MEETING FEBRUARY 24, 2005LISBON TOWN HALL Present: Supervisor Anthony P. LeBarge, Councilman Roger Watters, Town Clerk Donna McBath, Councilman Michael Duprey, Steven Jemison, Councilman Christopher O'Brian Absent: Highway Superintendent Timothy Dow Guest: Heather Swanson - Ogdensburg Journal 1. Meeting Called to Order Supervisor Anthony LeBarge called the meeting to order at 6:33 PM Approval of Minutes On a motion from Councilman Watters and seconded by Councilman Duprey to approve the February 9, 2005 minutes Ayes - 5 Nays - 0 Recognition of Guest No Comments from Heather Swanson - Ogdensburg Journal. Old Business New Tractor/Backhoe - When decision was made to order the John Deere Tractor/Backhoe from Nortrax at the February 9, 2005 meeting the cost of the backhoe was to be $45,693.00. The following day the final quote of $49,279.00 was sent in by fax. At the time the order was put on hold. The board then decided to look at the quotes from the previous meeting. The New Holland tractor/backhoe was quoted $48,311.00. Supervisor LeBarge commented that he would prefer purchase without the extended warranty and the ride control. Councilman Duprey commented that he would prefer purchasing with the extended warranty and without the ride control. The remainder of the board felt the same as Councilman Duprey because if anything went wrong the extended warranty would pay for itself. The tractor/backhoe comes with a one-year/1500 hours warranty. There is an extended warranty that covers the powertrain and hydraulic for an additional two-year/1500 hrs. On a motion from Councilman Watters and seconded by Councilman Jemison on Resolution # 3 for purchasing a New Holland LB75.B Backhoe Loader as specified in the state bid description with the three warranty and without the Ride Control. Resolution # 3 - The Lisbon Town Board authorizes the purchase of a New Holland LB75.B Backhoe Loader 4 x 4 Contract # PC60188 with an extendible Dipperstick with the 3Yr.or 3,000 hours. Drivetrain and Hydraulic Extended Warranty. The contract is to be without the Ride Control. Total of the Backhoe Loader is $47116.00. Also, the Town Board will determine if a trade-in allowance is acceptable or whether purchase by biding process will be accepted Ayes - 5 Nays - 0 On a motion from Councilman Watters and seconded by Councilman O'Brian the Resolution # 3 supersedes Resolution # 1. Ayes - 5 Nays - 0 6. New Business Boating Course - A boating course will be given on April 16 at the Library. The cost of $30.00. It will be a one-day course. The course will be open to the public. On a motion from Councilman Watters and seconded by Councilman O'Brian to approve having the boating course. Ayes - 5 Nays - 0 Water Leaks - Plan for emergency water leaks Councilman Jemison spoke for Water Superintendent Doug Smith. Water Superintendent Smith wanted to know what would take place if we have a major water break. He felt he could not handle it by himself. Supervisor LeBarge said he would inquire at the next Supervisors' meeting and inquire if any town would be interested in assisting our town if we were to have a major water break. Resolution # 2 - Penalty Fee $2.00 for second notice to be added to tax balance due. On a motion from Councilman Jemison and seconded by Councilman Duprey. Resolution # 2 - BE IT RESOLVED that the Town of Lisbon hereby approves a penalty of $2.00 to be charged against each tax parcel requiring second notice. Ayes - 5 Nays - 0 Other Concerns & Questions: Councilman Jemison inquired that from February 9 th meeting if the fuel delivery went all right. There were not comments. Heather Swanson - Ogdensburg Journal - asked for Water Superintendent Smith's full name is. She also wanted to know why Water Superintendent Smith felt he would need help if there was a major water break. It was explained to her that he was a one-person operation and felt that he just was not able to handle it by himself. 7. Committees Report Homecoming - attached 8. Executive Session On a motion from Councilman Jemison and seconded by Councilman Duprey to go into executive session at 7:05PM to discuss union contract. Ayes - 5 Nays - 0 On a motion from Councilman O'Brian and seconded by Councilman Watters to return to regular meeting at 8:15PM. Ayes - 5 Nays - 0 9. Adjournment On a motion from Councilman Duprey and seconded by Councilman O'Brian to adjourned the meeting at 8:16 PM. Ayes - 5 Nays - 0 Respectfully Submitted, Donna D. McBath Town Clerk Amendment on the paragraph under Old Business - New Tractor/Backhoe This amendment was done on March 9, 2005 meeting. New Tractor/Backhoe - When decision was made to order the John Deere Tractor/Backhoe from Nortrax at the February 9, 2005 meeting the cost of the backhoe was to be $45,693.00. Nortax final quote dated February 10, 2005 was $49,279.00 that was sent in by fax. At that time the order was put on hold. The board then decided to look at the quotes from the New York State Bids; New Holland tractor/backhoe that was quoted on February 23, 2005 was $48,311.00 with the extended warranty. Supervisor LeBarge commented that he would prefer purchasing without the extended warranty and the ride control. Councilman Duprey commented that he would prefer purchasing with the extended warranty and without the ride control.
