1. Meeting Called to Order
Supervisor Anthony LeBarge called the meeting to order at 6:35 PM
Approval of Minutes
On a motion from Councilman Duprey and seconded by Councilman Jemison to approve the
August 10, 2005 minutes. Ayes – 5 Nays – 0
Recognition of Guest
Clif Bice comments were going to be discussed later in the meeting.
Old Business
A. Health Center Contract
Supervisor LeBarge and Al Whiney, P.A. has signed the Health Center Contract.
Al has asked for a copier, a new air conditioner and is inquiring about purchasing a computer program and computer, which would cost $11,000 to $13,000. The board is inquiring on prices for the air conditioner and copier.
Exhaust System
The pipe is on order and will be delivered in a week to 10 days. Supervisor LeBarge asked if the board needs to hire a contractor to install the ventilation system or can the highwaymen install it. Superintendent Dow said the highwaymen can do it, but they are waiting for a rainy day to do the work.
Tracy Road.
Superintendent Dow spoke with Ricky Snyder that lives on the Corner of the Tracy and Moran Road concerning a driveway culvert. Superintendent Dow is waiting for UFPO (Utilities) for digging in the area.
Computer Maintenance
Supervisor LeBarge commented that he had not received any complaints on the computers in the office lately from anyone. Supervisor LeBarge said he did get a hold of Scott Wilhelm. Scott informed him that he would work with anyone that takes over the maintenance of the computer.
Barrett Paving Billing
Councilman Jemison asked Superintendent Dow how the billing was going on the freight charges from Barrett Paving. Superintendent Dow informed the board the strike was over and their office (Barrett’s) was working on getting the bills out.
CHIPs (Consolidated Highway Improvement Program) - We should be receiving the CHIP’s check by September 14th or 15th. The amount should be approximately $151,000.
G. Supervisor LeBarge informed the board that there are eight payrolls left for the year or approximately $80,000 left for highway personnel expenditures.
H. Superintendent Dow informed the board that paving materials have gone up a little, but not as high as it was expected.
Hot mix will be needed for the Keystone Road for the cost of approximately $50,000. On the Flack Road hot mix will be also be needed for approximately $34,000.
In the budget for 2005 there is $5,600 left for snow removal.
I. Supervisor LeBarge commented that any roads that were not scheduled in the capital improvement plan (including the additional projects of the second half of the Keystone as well as the first mile of the Dezell Road) should be put on hold until next year. He also asked for an update on the equipment list of the trucks and trailers.
J. Councilman Jemison inquired if the lowboy trailer had been repaired yet or should we hire out for repairs. The lowboy trailer not to be used per the board as it will not pass NY State Inspection.
The truck with a cracked frame that passed inspection but still has not been repaired has been red lined (and was not going to be utilized). Truck will be sold as surplus.
K. Supervisor LeBarge commented that the excavator that is used approximately 3 to 4 times a year should be sold. He also commented that we should get rid of the any surplus equipment as we could use the money.
Comment was made by Superintendent Dow that we need to use the excavator now as needed, and then get rid of it.
Councilman Jemison asked if the bridge on the Dezell Road could go another 5 years or more. Superintendent Dow said it was in the need of replacing now and have it done right.
New Business
A. Don Lockhart – Mr. Lockhart was presented a plaque at the beginning of the meeting for his many years of service with the Planning Board.
2006 Budget – Supervisor LeBarge informed the board that he is in the process of starting the 2006 budget. There has been an estimate of expenditures sheet given to each department head. It is to be returned by September 15, 2005.
County Snow Plowing – Councilman Jemison stated that we should look into plowing CR 10 as our truck runs on that route each time they go out. He also stated we should look into plowing other roads that the county plows now that we use to get to our roads.
On a motion from Councilman Jemison and seconded by Councilman Duprey for Superintendent Dow to contract SLC Highway Superintendent Dashnaw to work out a plan for snow removal by the town on County roads. Ayes – 5 Nays – 0
Discussion - Clif Bice asked if the roads that are owned by the County have to be plowed first before the town roads are?
Joint Water District – The feasibly study for the joint water district should be completed by the end of December or sooner.
Compensation Time for Union on the Highway Department - Superintendent Dow has asked the board to amend the contract on Comp. Time. The Union Highway Department is asking for the option to be paid overtime at time and a half or accrue comp time at time and a half with the approval from the highway superintendent when time allows. If the comp time is not used within the year it is accrued, it should be carried over to the next year. Maximum hours to be accumulated would be 100 hours. In the event an employee retires, the comp time that is left on the books shall be forfeited. Comp time cannot add towards retirement.
Also, Superintendent Dow asked why hadn’t Union President Larry Trombley received a copy of the contract from the town.
Supervisor LeBarge informed Superintendent Dow that the request would be sent into Attorney Nash for his comments. The contract was sent back to the Union Representative and Larry can get a copy from him.
Executive Session – There was no Executive Session
