1. Meeting Called to Order
Supervisor Anthony LeBarge called the meeting to order at 6:30 PM
Approval of Minutes
On a motion from Councilman Watters and seconded by Councilman O’Brian to approve the July 28, 2005 minutes with the correction of not having Roger Shoen listed in the guest list. Supervisor LeBarge noted that Mr. Shoen comments were not in the minutes. Correction on the amount of money in a reserve account for the Medical Clinic is $44,139 not $44.193. It was also stated $44,000 it is to be $44,139. Ayes – 5 Nays – 0
Approval of Town Clerk’s Report
On a motion from Councilman Watters and seconded by Councilman Duprey to approve the Town Clerk’s Report for July 2005. Ayes – 5 Nays – 0
Approval of Supervisors Report
On a motion from Councilman Duprey and seconded by Councilman O’Brian to approve the Supervisors Report.
The board was informed that we have received the third quarter sale tax in the amount of $141,007.28. Highway Superintendent Dow has sent in the application for the CHIPS refund of approximately $151,000. Councilman Watters asked when should we expect the check for the CHIPS. We could expect the check the first of September. Ayes – 5 Nays - 0
Highway Superintendents Report
Superintendent Dow informed the board that he is inquiring on quotes for 3 round or 2 round or a single culvert for the Dezell Road. He had received quotes for a single round and single arch:
Quotes are as follows:
Single Round - $159.61/foot x 62’ = $9895.82
Single Arch that is equivalent to the round $219./foot x 62’
= $13,578.00
Superintendent Dow wishes to go with a single culvert, as it is cheaper all the way round. Supervisor LeBarge ask if he had check with State Contract Bid and Superintendent Dow said the state does not carry that big of a culvert on bid.
Keystone Road is being grounded to be paved.
Supervisor LeBarge asked Superintendent Dow if we have a truck that has a cracked frame and lowboy trailer that won’t past inspection. Superintendent Dow informed the board that yes he did have a truck with a cracked frame, which did pass inspection. The lowboy trailer did not past inspection has it has a broken cross member which needs to be replaced. The trailer needs to be tipped over, the cross member needs to be cut out and a new piece be welded in. Supervisor LeBarge commented that he was not in favor of the truck and trailer being used until they are repaired. He also asked if the truck and trailer should be replaced. Superintendent Dow said that maybe we should consider putting the truck up for bid this fall and repairing the trailer as we only used it 5 to 6 times a year for moving equipment. Superintendent Dow said he would not use the trailer until it is repaired.
Ventilation system has not been installed yet. Superintendent Dow just received the flanges and needs to order 3” ABS pipe. The ABS piping 3” is very hard to get, as he is unable to locate a vendor.
If Superintendent Dow is able to, he will be grinding the Dezell Road. There is approximately a mile left to grind.
Docks have not been put up for bid yet as pictures have not be taken of them.
The big loader is down as a hydraulic cylinder needs to be repaired and parts are on order.
Approval of Transfers –
On a motion from Councilman Watters and seconded by Councilman Duprey to approve the transfers as follows:
General Fund
To transfer $300.00 from 1110.4 to 1110.2
To transfer $600.00 from 1110.4 to 1620.4
To transfer $12,000 from 71110.1 to 7110.2
Sewer Fund
To transfer $315.00 from 9710.7 to 8130.2

Approval of Abstracts

Councilman Jemison asked Superintendent Dow what roads were on the Barrett Paving invoice for trucking fees. Superintendent Dow informed him it was for the Cemetery, Keystone and Old State Rd.
Councilman Duprey asked Superintendent Dow if we could have purchased hydraulic oil any cheaper that we have purchased it for. Supervisor LeBarge asked if he had looked around for different prices. Superintendent Dow informed him that is the cheapest he could find. The price we bought it for was $279.00 and the old State Bid we couldn’t buy off it and the new state bid was just released on August 4.

Recognition of Guest
Roger Shoen handed in 250 more petitions for the Medical Center and his article that was put in the paper was not for his political use.

Old Business
Health Center Contract
Supervisor LeBarge stated that he had talked with Al Winney, PA. Al Winney, P.A. said he would pay $100.00 a month more for rent. Councilman Duprey suggested that instead of putting the addition $100 against rent put it toward the utilities bills. Councilman Watters said that it would be very hard to do and there would be a lot of bookkeeping to be done.
On a motion from Councilman Duprey and seconded by Councilman Watters to accept Al Winney, PA letter of proposal. Ayes – 5

Modification Capital Road Plan
On a suggestion from Councilman Jemison to transfer funds from the Fund Balance to the Capital Appropriation so Superintendent Dow will know the funds are there for him to finish the Keystone Road and do as much as funds will allow for the Dezell Rd.
Supervisor LeBarge informed the Councilman Jemison that once funds are transferred into the Capital line if not used it couldn’t be move out. Supervisor LeBarge suggested that we move funds as needed in the future or wait until next meeting and see what Superintendent Dow will need to finish the Keystone Road
and what can be done on the Dezell Road. Approval has been give to Superintendent Dow that his crew can work on both these roads now.
Computer Maintenance – Supervisor LeBarge suggested that we take more time to investigate this matter. Councilman Jemison informed him that since we have received a virus already and it cost us $1,100 to get it corrected. Once again Supervisor LeBarge suggested that we wait and get other opinions and talk about this at the next meeting.
10. New Business
A. Road Work
Supervisor LeBarge asked Superintendent Dow if he needed to ask the board if they should hire someone from the private sector to correct the complaints on Tracy and Scott-Hall Road since the Lisbon Highway Department is so busy.
Scott-Hall Roads - Superintendent Dow informed the board the reason he had not corrected the problem on the Scott-Hall Road is because Verizon has not flagged the area where the telephone lines lie. He has requested the flagging since April 20, 2005. Supervisor LeBarge asked Attorney Nash what we could do about the situation. Attorney Nash informed him we could send a certified letter informing Verizon that we will be digging at this certain site on this certain date.
Tina James once again asked why the Scott-Hall road has not been corrected yet. Again Superintendent Dow said it was because Verizon had not marked for telephone lines in the area. Also informed Ms. James that when it is corrected that there still will be run off water, which she understood but felt it wouldn’t be as much as there has been. Supervisor LeBarge asked if Ms. James could wait for the August 25th meeting and we can give her more information on what is happening.
SLCH Superintendent Dashnaw informed Supervisor LeBarge that the county could work on the problem anytime. Superintendent Dow informed Supervisor LeBarge that Superintendent Dashnaw would not be able to do it until after the August 25th.
Tracy Road - Ricky Snyder has sent numerous e-mails to Supervisor LeBarge wanting to know when the culvert was going to be put in near his driveway. Supervisor LeBarge asked Superintendent Dow when this was going to be done. Superintendent Dow informed Supervisor LeBarge that he would go out again and talk with Mr. Snyder and inform him if he wants a culvert in his driveway he needs to purchase a permit and culvert and inform Superintendent Dow what driveway he wants it installed in.
Councilman Jemison informed Superintendent Dow that there was a culvert that was damaged by Niagara Mohawk near is home on the Fulton Road and that it needed to be checked in to.
Planning Board Appointment
Councilman Jemison informed the board that Robert Thompson, Lisbon, would be willing to fill the position on the Planning Board for the remaining term that was held by Don Lockhart, which would end December 31, 2008.
On a motion from Councilman Duprey and seconded by Councilman O’Brian to accept Robert Thompson offer to finish the term of Don Lockhart on the Planning Board.

Property next to the Health Center
Councilman Watters had someone approach him to see if the town would be interested in selling a lot between the Health Clinic and 7030 CR 10. It was advised by Attorney Nash that any person can make a purchase offer. We then would have to advertise that an offer had been made and to see if anyone else would be interested in the lot. Also, the lot needs to be surveyed, a deed drawn up, and title established . Councilman Duprey indicated that he was not willing to see the lot sold because “Lisbon is growing and the Town of Lisbon may need it in the future.” Supervisor LeBarge is going to check with Dan McNamara (Assessor) to see what is there and what we have on hand. The subject was put on hold until next meeting.

On a motion from Councilman Watters and seconded by Councilman O’Brian to accept the quote from MX Fuel for 2400 gals Unleaded >87 Octane.
Fish Hatchery – Resolution was never sent to the proper people so it was signed again and given to Councilman Watters to deliver.
Phoenix Insurance – One of the town’s previous insurers, Phoenix Insurance, has notified Supervisor LeBarge that we have 88 shares of stock (due to privatization). We need to purchase 12 more shares to have 100 or sell the 88 shares for $16.00 a share. Supervisor LeBarge looked up on the computer and the shares were worth $11.99/share. Attorney Nash recommended to sell.

Recreation Committee has requested that the basketball court be sealed and line out at the beach.
On a motion from Councilman Watters and seconded by Councilman Jemison to approve the Forbare estimate to seal and line the basketball court at the beach.

Maintenance Contract for the computer at the fuel pump at the cost of $175.00 at the Town Barn is due.
On a motion from Councilman Duprey and seconded by Councilman O’Brian to pay the maintenance fee for fuel pump computer at the Town Barn for $175.00.

There is a list of vouchers for the Homecoming Day that vendor, high school bands, etc. needs to be paid on that day. Supervisor LeBarge is requesting that the checks be done and give to the vendor, high school bands, etc. after they have signed the vouchers.

K. Woods Road – An E-mail has come in from a residence requesting to have some potholes be filled in as it could cause an accident. The road was already repaired before the meeting.
Air conditioner for the Town Clerk’s office. Town Clerk McBath has requested purchasing an air conditioner for the Town Clerk’s office. Councilman Duprey commented that it was very warm in the office in the afternoon. Supervisor LeBarge commented that if Town Clerk gets an air conditioner, then his secretary, town barn, and beach would like to have one.
On a motion from Councilman Duprey and seconded by Councilman Watters that prices be check into for an air conditioner for the Town Clerk’s office and not let the price go over $250.00. Supervisor LeBarge - Nay

M. Returned Check – Town Clerk McBath has brought to the attention of the board that she had a check returned marked as insignificant funds. Attorney Nash informed her to send a letter certified mail, which was done. Then take the check to the bank and have it protested, then notified the sheriff or state police to have the person arrested.
