1. Meeting Called to Order
Supervisor Anthony LeBarge called the meeting to order at 6:30 PM

Approval of Minutes
On a motion from Councilman Watters and seconded by Councilman Jemison to approve the
April 13, 2005 minutes
Ayes – 5
Nays – 0

Recognition of Guest
No Comments from Heather Swanson, William LaRock or Cliff Bice.

Old Business
Roads
William Dashnaw SLC Highway Superintendent was attending to advise the board on which Lisbon Roads should be completed after last year and what should be newly reconstructed. His stated that cold mix roads only hold together for 2 to 3 years, unless top coated or sealed.
Keystone Road - total of 1.5 miles needs to be reconstructed from where we left off from last year.
Norway and Hanlon Roads – total of 2.05 miles need to be sealed
If these roads are sealed it would cost us approximately $8,000 per mile
and the roads should last 3 to 4 additional years.
Keystone Road – total of 1.5 miles needs to have hot mix asphalt put on to protect what has been reconstructed.
Murphy Road – total of .75 miles needs to have hot mix asphalt put on to finish road section.
Campbell Cemetery Road – total of .77 miles needs to have a hot mix asphalt put on to finish road section and has high traffic count.
Five Mile Line Road – total of 1.6 miles needs to have a hot mix asphalt put on to resurface bad areas and has high traffic count.
Flack Road – total of .8 miles needs to have a hot mix asphalt put on to finish up because of transition from Chapple Road and has high traffic count.

Con’t Roads
Fulton Road – total of .9 miles needs to have a hot mix asphalt put on to finish up from were we left off and cover cold mix w/single seal.
Councilman Watters asked if anything was going to be done for the McFadden Road this season. Superintendent Dow informed him that the only thing that was going to be done is hardtop was going to be put on where the culverts were replaced last year.
Councilman Watters then replied that the road should be watched throughout the year.
Baker Road – total of 1.7 miles needs to have hot mix asphalt put on so it would stabilize the road from continuing to deteriorate.
Old State Road – total of 1.6 miles needs to have hot mix asphalt put on.
Dezell Road – total of 1.02 miles needs to have a 72” x 60’ pipe installed, as well as other pipes for 1 miles to start construction on road for 2006.
Suggestions for 2006 were road construction for the Swamp Road .5 miles, Dezell Road 1 miles and Bull Run Road 1.1 miles.
Kelly Road and Dollar Road also need to be sealed which will require additional appropriation.
Councilman Jemison recommended not working on the Hanlon and the Norway Road, as other roads require more immediate attention.

As it stands now the cost of reconstruction, repairing and finishing roads (with removal of Murphy Road project and resurfacing the McFadden Road) will require a supplemental appropriation of $167,000.00.

Supervisor LeBarge had stated that if we increase the work plan for the roads, building the salt barn would be out of the question. He also noted that the exhaust system could be done at the town barn as it is in the budget. He commented that both the insurance company as well as the union expects the exhaust system to be installed this year.
McFadden Road – total miles 1.55 need to have hot mix asphalt place on it.
Dollar Road - total 1.75 miles needs to be sealed
Kelley Road – total 2.39 miles needs to be sealed.

A motion from Councilman Duprey and seconded by Councilman Watters go with the proposed Road Plan and additionally having the McFadden Road hard topped.

Councilman Jemison made an amendment to remove the Murphy Road from the plan. He also would like to have SLC Highway Superintendent Dashnaw and Lisbon Highway Superintendent Dow to look at the Dollar and Kelly Road to see if they should have priority in being sealed.

No second to the amendment.

We returned to the original motion.

Councilman Jemison wanted to have the motion for an amendment to seal the Norway, Nelson, Dollar, and Kelley roads and remove the Murphy Road from the plan. The remainder of Councilman Duprey ‘s motion to stay the same. Councilman O’Brian seconded the motion. Verbal roll call Councilman Duprey Nay

We returned to the original motion.

After much discussion Councilman Watters and seconded by Councilman Jemison to go with the Original Motion with the change of removing the Murphy Road and additionally sealing the Dollar, and Kelley Roads. Ayes – 5
Nays - 0

The total estimated cost of the road plan as stated would be approximately $504,000.00

Supervisor LeBarge had asked if SLC Highway Superintendent Dashnaw and Dow if they looked at the corner of the Hall and Scott Roads and if there would be any method for correction per Tina James request. The county would come in with the grade-all machine to slope it right.

Superintendent Dashnaw said that the same could be done with Mike Hess property with a small dozer.

New Business
Recreation
On a motion from Councilman Watters and seconded by Councilman Duprey to approve sponsoring the Youth Program for the summer 2005 that is being given at Lisbon Central School. Ayes – 5
Nays – 0

Annual Report
The Annual Report has been turned in and filed with the Town Clerk Office. There has been an E Mail confirmation of receipt of it from the Comptroller Office.

Pavilion
Supervisor LeBarge has suggested the construction of the pavilion be put out for bid. The proposed pavilion is designed like the present one.
On a motion from Councilman Duprey and seconded by Councilman O’Brian to approve of putting the construction out for bid.

On a discussion: Was this construction complete for building the Pavilion? Councilman Jemison has suggested that two separate bids, one for the excavation and preparation of the site, and additional for actual construction of the building.

Inter-Municipal Agreement
Attorney Nash is drafting the Inter-Municipal Agreement between the townships of Oswegatchie and Lisbon for the planning and possible construction of a joint water/(sewer) district.

El Dorado - Water and Sewer Program
Some discussion and because of confusion over replacement costs/technical support the issue will be tabled until next meeting.

Fireworks for Home Coming
The board was given different options for the Fire Works for Home Coming. The paper work was returned to the Homecoming Chairman Mac Middlemiss for verification.

Beach
Councilman Watters asked when completion of construction at the beach would be done. He informed the board that things did not look good for completion. Supervisor LeBarge informed Councilman Watters that the board was told that the Power Authority renovation at the campgrounds and boat dock would be completed by May 15, 2005.

6. Executive Session
On a motion from Councilman Watters and seconded by Councilman Duprey to go into
executive session at 8:35 PM to discuss negotiation contract and personnel matter.

On a motion from Councilman O’Brian and seconded by Councilman Watters to return to regular meeting at 9:15PM. Ayes – 5
