1. Meeting Called to Order
Supervisor Anthony LeBarge called the meeting to order at 6:30 PM

Approval of Minutes
On a motion from Councilman Jemison and seconded by Councilman O’Brian to approve the March 24, 2005 minutes. Ayes – 4

Approval of Town Clerks Report
On a motion from Councilman Watters and seconded by Councilman O’Brian to approve the March 2005 Town Clerks Report. Ayes – 4

Approval of Supervisors Report
On a motion from Councilman Watters and seconded by Councilman O’Brian to approve the Supervisors Report. Ayes – 4

Report on Audit Committee and Approval of Abstracts
Councilman Jemison questioned why we hadn’t received a credit when a battery was purchase and if the old battery was returned.
Councilman Jemison had a concern the voucher from Powerplan and request that this voucher be held, as the Highway Superintendent Dow was not at the meeting to answer the concerns.

*On a motion from Councilman Jemison and seconded by Councilman Watters to approve the abstract with the amendment of holding voucher for Powerplan and check next month voucher from Waddington Auto Parts to see if we have received the credit for a battery core. Ayes – 4

Highway Superintendents Report
No report as Highway Superintendent Dow was absent.

8. Recognition of Guest
William LaRock – Was at the meeting concerning the Shooting Range and Supervisor
LeBarge informed him we would be discussing this concern later on in the meeting.
Billy Stemples – was at the meeting to earn a badge for Boy Scouts.
Tina James – was asking if there could be anything done concerning the culvert that
crosses the Hall Road into the back yard of her fathers house and drains down into her yard and some continues down into her neighbors yard and stops. She stated that at the beginning of the month she stopped in and saw Town Clerk McBath. Town Clerk McBath informed to take some pictures and document the problem with a letter. Also she informed me to talk with Supervisor LeBarge concerning the matter. Supervisor LeBarge talked with Mrs. James and informed her that Superintendent Dow would be getting a hold of her, which Superintendent Dow did not, so she is attending the board meeting to inform the board what was happening.
Supervisor LeBarge looked at the situation and he felt the problem could be
corrected, but he also stated that he was not a highway engineer. Attorney Nash
commented that we should get a hold of St. Lawrence County Highway Superintendent Bill Dashnaw and ask for his opinion. At that time Mrs. James gave the pictures to Supervisor LeBarge so County Highway Superintendent Dashnaw to see what has been happening.

Con’t Recognition of Guest

On a motion from Councilman Jemison and second by Councilman Watters that Supervisor LeBarge contact County Superintendent Bill Dashnaw and ask for his recommendations on the problem and cost. Ayes – 4
Nays - 0

Michael Hess inquiring about the culvert and ditch that is between him and Wayne Washburn on the O’Neil Road. Approximately 3 years ago the O’Neil Road was worked on and his culvert was move. After resetting it, it was not low enough to drain water on either sides of the culvert. This causes a large amount of weeds are difficult to control. Mr. Hess feels that this creates an eye sore. He has asked Superintendent Dow when the ditch can be completed, but has receives no reply.

On a motion from Councilman Watters and seconded by Councilman Jemison to have St. Lawrence County Highway Superintendent Bill Dashnaw also look at the situation and receive his recommendation. The board would also like Superintendent Dashnaw to look at the western end of the Old State Road, as numerous complaints have been received about drainage and the general road condition. Ayes – 4

Lawrence Mathews stated his concerns about uncontrolled use of the Shooting Range and the night shooting.

Steven Wallace was concerning the Shooting Range and asked if there could be limited hours and why were a lot of difference groups using the shooting range when it was leased out to the Correctional Facility. He was informed by Supervisor LeBarge that no decision was made as of yet on the hours and there should be no one on the shooting range as a lease has not been signed. Mr. Wallace also asked if he could see the lease agreement before it is signed. No comment from there.

9. Old Business
Shooting Range
On a motion from Councilman Watters and seconded by Councilman O’Brian to bring the Shooting Range off the table. Ayes – 4

Amendments to the lease
The board wanted the lease to be changed to included stated operating hours from sunrise to 7:00 PM. Anyother use of the range would required notification of neighbors consisting of those residence Sand Road, as well as the Hardscrabble Road from SH 68 to intersections of Glebe Road. The town would provide the names and phone numbers of those residences to the Correctional Facility.

The lease would also be amended to clarify that either party can cancel with a 30 day written notice.

Public Hearing Meeting on Local Law # 2
Supervisor Anthony LeBarge called the meeting to order at 7:22 PM
Discussion on Local Law # 2 – for the local Animal Control Officer to seize, confine and observe apparently healthy dogs, cats, domesticated ferrets and domestic livestock to pursuant to Public Health Law Section 2140.

On a motion from Councilman O’Brian and seconded by Councilman Jemison to close the public hearing at 7:34 PM Ayes – 4

Councilman Watters has also suggested a spring road tour with Highway Superintendent Dow to see the condition of the roads.

Other Concerns

Supervisor LeBarge informed the Town Board that he has been in contact with the Power Authority and he was informed that at the beach the new campsites and the boat ramps will be in and completed by May 15, 2005.

The water samples have been picked up at some homes on the Arnold and Wagner Road. Councilman Duprey and Donna Gokey took the samples. Councilman Duprey had informed Supervisor LeBarge that 80% of the people on these two roads purchase their water.

Town Clerk McBath asked the board whether the buckets that belongs to the old John Deere backhoe are to be sold. She further relayed that Mr. Amo had offered a price of $800.00 to purchase the two buckets and sod buster spike.

On a motion from Councilman Jemison and seconded by Councilman Watters to accept the offer from Mr. Amo if Superintendent Dow does not need the buckets for the new tractor.

11. Executive Session
On a motion from Councilman Watters and seconded by Councilman Jemison to go into executive session at 8:00 PM to discuss Legal Issues and Union Contract. Ayes – 4

On a motion from Councilman O’Brian and seconded by Councilman Jemison to return to regular meeting at 9.00 PM. Ayes – 4
