BOARD MEETING April 13, 2005 LISBON TOWN HALL Present: Guest: William LaRock – Lisbon 1. Meeting Called to Order Approval of Minutes Approval of Town Clerks Report Approval of Supervisors Report Approval of Transfers – Town Board Minutes Report on Audit Committee and Approval of Abstracts *On a motion from Councilman Jemison and seconded by Councilman Watters to approve the abstract with the amendment of holding voucher for Powerplan and check next month voucher from Waddington Auto Parts to see if we have received the credit for a battery core. Ayes – 4 Highway Superintendents Report 8. Recognition of Guest Town Board Minutes Con’t Recognition of Guest On a motion from Councilman Jemison and second by Councilman Watters that Supervisor LeBarge contact County Superintendent Bill Dashnaw and ask for his recommendations on the problem and cost. Ayes – 4 Michael Hess inquiring about the culvert and ditch that is between him and Wayne Washburn on the O’Neil Road. Approximately 3 years ago the O’Neil Road was worked on and his culvert was move. After resetting it, it was not low enough to drain water on either sides of the culvert. This causes a large amount of weeds are difficult to control. Mr. Hess feels that this creates an eye sore. He has asked Superintendent Dow when the ditch can be completed, but has receives no reply. On a motion from Councilman Watters and seconded by Councilman Jemison to have St. Lawrence County Highway Superintendent Bill Dashnaw also look at the situation and receive his recommendation. The board would also like Superintendent Dashnaw to look at the western end of the Old State Road, as numerous complaints have been received about drainage and the general road condition. Ayes – 4 Lawrence Mathews stated his concerns about uncontrolled use of the Shooting Range and the night shooting. Steven Wallace was concerning the Shooting Range and asked if there could be limited hours and why were a lot of difference groups using the shooting range when it was leased out to the Correctional Facility. He was informed by Supervisor LeBarge that no decision was made as of yet on the hours and there should be no one on the shooting range as a lease has not been signed. Mr. Wallace also asked if he could see the lease agreement before it is signed. No comment from there. 9. Old Business The lease would also be amended to clarify that either party can cancel with a 30 day written notice. Town Board Minutes Con’t Old Business On a motion from Councilman Watters and seconded by Councilman O’Brian to accept the lease for the shooting range. Councilman Jemison - Aye On a motion from Councilman Watters and seconded by Councilman O’Brian to let On a motion from Councilman Jemison and seconded by Councilman O’Brian to adjourned at 7:22 PM to go into a Public Hearing. Ayes – 4 Public Hearing Meeting on Local Law # 2 On a motion from Councilman O’Brian and seconded by Councilman Jemison to close the public hearing at 7:34 PM Ayes – 4 On a motion from Councilman Watters and seconded by Councilman O’Brian to reopen the regular meeting at 7:34 PM. Ayes – 4 Local Law # 2 Con’t New Business Councilman Watters has also suggested a spring road tour with Highway Superintendent Dow to see the condition of the roads. Other Concerns Supervisor LeBarge informed the Town Board that he has been in contact with the Power Authority and he was informed that at the beach the new campsites and the boat ramps will be in and completed by May 15, 2005. The water samples have been picked up at some homes on the Arnold and Wagner Road. Councilman Duprey and Donna Gokey took the samples. Councilman Duprey had informed Supervisor LeBarge that 80% of the people on these two roads purchase their water. Town Clerk McBath asked the board whether the buckets that belongs to the old John Deere backhoe are to be sold. She further relayed that Mr. Amo had offered a price of $800.00 to purchase the two buckets and sod buster spike. On a motion from Councilman Jemison and seconded by Councilman Watters to accept the offer from Mr. Amo if Superintendent Dow does not need the buckets for the new tractor. 11. Executive Session On a motion from Councilman O’Brian and seconded by Councilman Jemison to return to regular meeting at 9.00 PM. Ayes – 4 12. Adjournment Donna D. McBath Gouverneur |
