1. Meeting Called to Order
Supervisor LeBarge called the meeting to order at 6:35 PM.
2. Minutes
On a motion from Councilman Watters and seconded by Councilman O’Brian to approve the minutes of the August 26, 2004. Ayes – 5

3. Town Clerks Report
On motion from Councilman Duprey and seconded by Councilman Watters to approve the Town Clerk's report. Ayes – 5

Supervisor Report
On a motion from Councilman Duprey and seconded by Councilman O’Brian to accept the Supervisor’s Report. Ayes – 5

Approval of Transfers –
On a motion from Councilman Watters and seconded by Councilman Jemison
To transfer $300.00 from 3620.4 to 1355.4
To transfer $700.00 from 7110.4 to 8160.4
To transfer $21,700.00 from 5112.1 to 5112.4
To transfer $13,000.00 from 9018.8 to 1989.4
To transfer $ 1,000.00 from 8320.2 to 8320.4

6. Report on Audit Committee and Approval of Abstract
On a motion from Councilman Watters and seconded by Councilman Duprey to accept the abstracts.* Ayes - 5

Highway Superintendent’s Report
Cold Springs Road is completely ground up and the culvert pipes are all installed. Black top will be the next step.
Mill Road – Bridge – A concrete sidewall has collapsed, but still is being used. To replace or repair Superintendent Dow has checked with Jefferson Concrete on a new concrete bridge. The quote he received was $26,000 and would take approximately 8 weeks for delivery.
He also received a price for a steel pipe 118” wide x 86” rise x 40’ long to approximately $6 to 7,000 and will take 4 weeks for delivery.
Superintendent Dow estimated the cost for other material to be approximately $2,500.
On a motion from Councilman Duprey and seconded by Councilman Watters to purchase the pipe and do the repairs on the Mill Road bridge.

8. Recognition of Guest
Steven Barr – Ace Hardwood Flooring had informed the Board that he was nearly done on the Town Hall. He had only 4 more windows to repair and he was waiting for a rainy day.
He also informed the Board concerning the condition of the mortar after been pressure wash. He repointed joints as necessary and sealed the remainder with acrylic sealer. He felt this would be most effective way of repairing walls.
9. New Business
A. Sand Pit Permit – Supervisor LeBarge had received an application on a permit to build the road leading into the Sand Pit. He was asked to sign it and return it to the DEC.
On a motion from Councilman Watters and seconded from Councilman O’Brian to authorize Supervisor LeBarge to sign the application permit.
On a Roll Call Vote Councilman Jemison – Support and noted he has reservation of building the road.

Basketball Court – The Lisbon Recreation Committee had a proposal of putting a basketball court in the hamlet of Lisbon. The location they have chosen is located east of the Lisbon Medical Center on CR 10. Supervisor LeBarge has informed Marc McDonell that there was no funds in the Youth Program appropriation line for this year to cover the expense. Mr. McDonell had indicated that Dwayne Rayburn from Barrett Paving had offered to donate 3 loads of gravel for fill if the town hauls it. Supervisor LeBarge informed the board that he would contact Mr. McDonell to get iron out better specification on the amount of fill required to construct the basketball court and bring the information to the board at the next meeting.
Budget – Most of the Department Head have received the budget sheets.
Discussion on additional road work on the following roads – Brown Road, McFadden Road, Nelson Road, and Flack Road

11. Executive Session
On a motion from Councilman Duprey and seconded by Councilman Watters to go into
executive session at 8:00 PM. Ayes – 5

On a motion from Councilman O’Brian and seconded by Councilman Jemison to return to regular meeting at 9:00 PM. Ayes – 5
