Public Hearing was called to order at 6:30 PM on Local Law # 2,
On a motion from Councilman Jemison and seconded by Councilman O’Brian to close the public hearing at 6:33 PM. Ayes – 5

Supervisor Anthony LeBarge called the meeting to order at 6:33 PM.
On a motion from Councilman Watters and seconded by Councilman Duprey to pass the Local Law # 2. On a verbal vote Councilman Duprey Ayes

3. Meeting Minutes
On a motion from Councilman Duprey and seconded by Councilman O’Brian to approve the minutes of the November 10, 2004 Ayes – 5

On motion from Councilman Duprey and seconded by Councilman O’Brian to approve the Town Clerk's report. Ayes – 5

Supervisor Report
Discussion on Retirement Payment
On a motion from Councilman Watters and seconded by Councilman Duprey to accept the Supervisor’s Report. Ayes – 5
Nays – 0
Approval of Transfers –
On a motion from Councilman Watters and seconded by Councilman Duprey
To transfer $945.00 from 1355.4 to 1220.1
To transfer $235.00 from 3510.4 to 3510.1
To transfer $600.00 from 5132.4 to 5132.2
To transfer $185.00 from 7310.4 to 1220.1
To transfer $9499.00 from 9010.8 to 7110.2

Report on Audit Committee and Approval of Abstract
Councilman Jemison questioned Voucher # 30 and #36. The Councilman would like to have these vouchers put on hold.
On a motion from Councilman Watters and seconded by Councilman Duprey to accept the abstracts with the exception of vouchers # 30 to JMS Mechanical and # 36 to Share Corporation.

Highway Superintendent’s Report
No Superintendent report as he was absent.
9. Recognition of Guest – Heather Swanson – Ogdensburg Journal – no comment
Old Business
Recognition for Don Nelson – Ace Hardware Renovation of Town Hall
Recognition will be done at a later date.
Senior Tax Exemption – Attorney Nash informed the board of what was done at Canton this year. With Senior Tax Exemption it will only go toward the Lisbon Land Tax. Supervisor LeBarge wanted to know what impact it will have on the town and what the input would be from the Town Assessor. Attorney Nash recommends we get information from the Town Assessor before preceding any further.
Castle Ridge Manor Tax Exemption –
On a motion from Councilman Jemison and seconded by Councilman Duprey that the pilot for $600 to $1000 per annum. Councilman Duprey recommended that it be raised to $1200.
A discussion was done.
On a motion from Councilman Duprey and seconded by Councilman Watters to table this discussion at the December 29th meeting.

11. New Business
A. Year End Meeting Date – The meeting on December 23 is cancel and reschedule for December 29, 2004 at 5:00 PM.
The organizational meeting is schedule for January 3, 2005 at 6:30 PM
B. Resolution on the Farden Road – When the land was sold there was no resolution done that Edward and Bonnie Knight purchased.
On a motion from Councilman Watters and seconded by Councilman Duprey to do a resolution on the parcel on the Farden Rd tax number 61.001-1-5.1. By verbal vote:

C. Resolution on Fish Hatchery
On a motion from Councilman O’Brian and seconded by Councilman Duprey to support the re-opening of the Fish Hatchery and will assist the group trying to get it opened with contacts to various State and Federal Agencies. Ayes – 5

Building Reserve Fund – A discussion was made and information will be brought back for December 29, 2004 meeting.
