OCTOBER 28, 2004

1. Meeting Called to Order
Supervisor LeBarge called the meeting to order at 6:30 PM.

2. Approval of Minutes
On a motion from Councilman Jemison and seconded by Councilman O’Brian to approve the minutes of the September 13, 2004 with the discussion in transfers – Supervisor LeBarge wanted to know why $2200 was removed from 1990.4 and transferred to 3310.4. Deputy Supervisor Watters informed Supervisor LeBarge since he was not able to be at the previous meeting the board thought this was best to do it this way. The board also wanted to amend the amount to $500. Instead of $2200. Which was approved.
There was also a discussion on the Mining Permit – It was not denied, the permit was returned to the Town of Lisbon for further information.

Supervisor Report – No report

4. Transfer - There were no transfers.

Highway Superintendents Report
The Brown Road is completed of being re-hardtop. The End of the Pray Road toward the Wagner Road is completed.
Brent Brenno is recuperating at home. Still unsure if he will be able to keep his index finger from the accident that happened on October 12, 2004 at the Town Barn.

A. 1989 GMC _ Ton Truck Bid

On a motion from Councilman Jemison and seconded by Councilman Duprey to approved the sale of the 1989 GMC Pickup for $106.50 to Leo LaLonde.

B. 1991 Chev _ Ton Truck Bid

On a motion from Councilman Jemison and seconded by Councilman Duprey to approved the sale of the 1991 Chev Pickup for $199.99 to Cliff Bice.

C. Fuel Tank Bid
J.C. Contracting $516.00 for all three tanks
Martin Service & Supply $225.00 for tank without pump
$325.00 for each of the two tanks with pumps to equal $650.00 to total $875.00 for all three tanks
On a motion from Councilman Jemison and seconded by Councilman Duprey to approved the sale of the three tanks, one w/o pump and two with pumps to Martin Service & Supply for $875.00 Ayes – 5

E. Gould Jet Water Pump Bid –

On a motion from Councilman Duprey and seconded by Councilman O’Brian to approved the sale of the Gould Jet Water Pump Bid for $25.00

F. Brick Bid – Receive no bid
Library Heating System – Received only 2 quotes
Ron Pitts - $8500
JMS Mechanical Contractors - $12,471.00

A discussion was done on the difference of the quotes. Emergency does exist and time was a factor. JMS indicated that they could start immediately and they had done a more thorough examination of the building’s heating requirements and where offering an extended warranty for the system they proposed installing. The board decided to accept the higher bid to precluded further heating problems at the library.
On a motion from Supervisor LeBarge and seconded by Councilman Watters from the ordinance of the procurement policy to accept the quote from J.M.S.

Recognition for Don Nelson – Ace Hardwood renovation on Town Hall – Mr. Nelson is in the hospital at the time. Will try for a small gathering on November 10, 2004 at 6:00 PM
Budget – A work session was done at the end of the meeting before executive session. Supervisor LeBarge would like to remove $28,000 out of the budget and have approximately 2% increase. As it stand now we have a 4% increase.
8. New Business
Update on Water and Sewer Programs – No update is planned at the time.
Planning Board Fees and Other issues - Councilman Jemison was speaking for Dan McNamara – Code Enforcer – on having an open meeting for the neighbors on SH 37 where there is soil being remove by Curran Logging, Inc. A discussion was done, no action taken.
C. Health Insurance Premium – Council Jemison has requested that Secretary Nicole Dority look into to see if the Health Insurance payments were being removed from Payroll before taxes were being taken out. Supervisor LeBarge said he was not sure how it was being taken out but would check into it.
Councilman Duprey has inquired on Health Insurance being offered to other employees other than the union. Supervisor LeBarge had asked if those employees would be willing to have a pay cut if they were offered the insurance. No discussion was done after that.
Snow Removal with the County – Councilman Jemison was asking for the pro and cons on the Town of Lisbon removing snow for the County. Highway Superintend Dow informed the board –
a. If we have a light snow removal for the year we would be able to make some money
If we have a heavy snow removal for the year we would not be able to make any money.
We would have to put more men on, as we would need to have two 8 hours shifts.
It would wear our equipment out faster
No further discussion.
Meeting on November 3, 2004
A special meeting will be held on November 3, 2004 at 5:00 PM concerning the budge and any other pertinent matters to come before the Board.

9. Executive Session –
On a motion from Councilman Watters and seconded by Councilman Duprey to go into executive session at 9:30 PM. Ayes – 5

On a motion from Councilman Duprey and seconded by Councilman Jemison to return to the regular meeting at 11:25 PM Ayes – 5
