1. Meeting Called to Order
Supervisor LeBarge called the meeting to order at 6:35PM.

2. Minutes
On a motion from Councilman Jemison and seconded by Councilman Watters to approve the minutes of the February 11, 2004
Ayes - 5
Nays - 0
3. Recognition of Guest
Sharon Fields wanted to know if there are any guidelines for the satellite manure pits. She was informed by Council Jemison to go to the planning board, which meets on March 8th.
Councilman O'Brian said he would check with the someone from Lewis County and find if they have adopted any guidelines on the satellite manure pits.
Bill Dishnaw had suggested that the Lisbon Board contact the County Planning Board and see what they have done in the past.

4. Old Business
A. Pickup for Highway Department - Superintendent Dow brought in a
New York State contract on a new 2004 Silverado 2500HD Work Truck,
Regular Cab, Long Box 133"WB,4 x 4 and prices.
A motion was made by Councilman Watters and Second by Councilman
O'Brian to order the 2004 Silverado 2500HD Work Truck on a state bid
which total $17,819.33 from the New York State Contract.

B. Web Site - www.lisbonny.net

C. Pickup for Campground and Cemeteries - Highway Superintendent Dow
brought in a New York State contract on a new 2004 Silverado 1500 Work
Truck, Regular Cab, Long Box 133"WB, 4 x 2 and prices.
A motion was made by Councilman O'Brian and seconded Councilman
Jemison to order the 2004 Silverado 1500 Work Truck which total $11,688.65 from the New York State Contract.

5. New Business
A. Road Plan - A plan was given by Bill Dishnaw - St. Lawrence County Highway Superintendent had talked about the Agreement to Spend Town Highway Funds. There was a discussion with question that were answered. Mr. Dishnaw will be putting together a 5 year plan.
A motion was made by Councilman Watters and seconded by Councilman Duprey to accept the Agreement to Spend Town Highway Funds as discussed.

B. Appointment of Highway Superintendent
A motion was made by Supervisor LeBarge and seconded by Councilman Watters to appoint Timothy Dow for Highway Superintendent for the remaining of 2004 to finish on December 31, 2004. Roll call was called for

Councilman Watters - Aye
Councilman Jemison - Nay
Councilman O'Brian - Aye

Appointment was moved.

6. Executive Session
A motion from Councilman Watters and seconded by Councilman
O'Brian to go into executive session for discussion on a personnel.
Ayes - 5
Nyes - 0
A motion from Councilman Watters and seconded by Councilman Jemison to
returned from executive session. Ayes - 5
Nyes - 0
7. Adjournment
A motion from Councilman Duprey and seconded by Councilman O'Brian to adjourned the meeting. Ayes - 5
