1. Meeting Called to Order
Supervisor LeBarge called the meeting to order at 6:30 PM.

2. Minutes
On a motion from Councilman Watters and seconded by Councilman O’Brian to
approve the minutes of the August 11, 2004 with the corrections in line 5 change sub-appreciation to sub-appropriation

Highway Superintendent Report
Keystone Road is completed by our Highway Department.
Cold Spring Road has been started. 1.6 has been started the sub base. There is 9/10 of highway left to complete the road that was not on the schedule. Supervisor LeBarge had asked why we couldn’t complete the remainder 9/10 so we wouldn’t have to go back in the next few years to finish the road.
On a motion from Councilman Jemison and second by Councilman Duprey to approve completing 9/10 of the road that is left on the Cold Springs Road.

The fuel tanks have been filled, but the software has not been installed. It is rescheduled for Monday, August 30, 2004. Superintendent Dow has asked the board whether he should asked St. Lawrence County Weight and Measurement come and check it out after the software has been installed. The board agreed for Superintendent Dow to call them.

Recognition of Guest
Steven Barr – Ace Hardwood Flooring was attending the meeting to answer any questions on the work he is doing on the Town Hall and the Town Garage.

Old Business
A. Windows – Steven Barr from Ace Hardwood Flooring agreed to quote a price of $945.00 to purchase and install two window plus all materials in the Town Clerks Office. These windows would be insulated sliding windows.
On a Motion from Councilman Jemison and second by Councilman O’Brian to have Steven Barr from Ace Hardwood Flooring install the two windows in the Town Clerks Office for $945.00. Ayes – 5
Nays – 0
A discussion was done between Steven Barr from Ace Hardwood Flooring and the Town Board on repairs to be done on the outside of the annex (Town Clerks and Assessor’s office) of the Town Hall. He quoted a price of $1000.00 to supply all material and doing the repairs that is needed. No Action was taken.
Highway Schedule –
Councilman Jemison asked when was the Pray Road going to be completed. He was informed that there was work to be done to bring the road to a T stop and remove the curve yield before it could be completed. Is on the schedule for this year.
Snow Plow Quotes – We received quotes from 4 different companies. (Quote sheet attached) The Town Board and Highway Superintend Dow decided on an
8 _” Fisher V-Type Plow. From Gilco quoted $3,225.00
On a motion from Councilman Duprey and seconded by Councilman O’Brian to
purchase the snowplow from Gilco in Ogdensburg for $3.225.00 installed.

Culvert Policy – A couple of corrections are to be done to the Culvert Policy in applying for a permit.

New Business
Josephine Skiff – Web Page – Consensus of the Board to have Mrs. Skiff submit a voucher for her maintenance of the Lisbon Web Page.
Joe Dutton contract on Museum Sign – A copy of the contract between Joe Dutton and the town will be sent to Attorney Nash for consultation on what we need to do to get the job completed.
C. Assessor – We received two résumés, Michelle Ann Davis - Potsdam and Daniel McNamara – South Colton
On a motion from Councilman Watters and seconded by Councilman O’Brian to accept the résumé from Daniel C. McNamara as the assessor to complete the remaining term to expire September 2007 term. Ayes – 5

D. Budget – Budget process for fiscal year 2005 starts September 1, 2004.
Supervisor LeBarge will be asking each department head for a break down of what they want to do in there department during the year of 2005.
E. Fuel Tanks – Discussed previous in the minutes.
GasB34 - Is nearly completed.
On a motion from Councilman Watters and seconded by Councilman Jemison any item in inventory over $1,000.00 will be placed on the depreciation schedule and any inventory that is under $1,000.00 will be placed as a contractual expense.
