1. Meeting Called to Order
Supervisor LeBarge called the meeting to order at 6:30PM.

2. Minutes
On a motion from Councilman Jemison and seconded by Councilman Watters to approve the minutes of the March 10, 2004

3. Recognition of Guest

4. Correspondence
A. Renewal Notice for Insurance - Each board member has information on the renewal.

5. Old Business
A. Wood Lot - Don Brown has finished marking the trees that need to be removed.
If Mr. Brown does the hiring for someone to remove the trees he will be asking for a performance bond and an Certificate of Insurance.

Councilman Jemison had asked if the board would want to put the bid out for removing the trees. If Mr. Brown puts the bid it would cost us 15%, if the board put the bid out the cost would be 10%.

On a motion from Councilman Jemison and seconded by Councilman O'Brian to
put the bid out and be returned by May 7, 2004. The bid would be published in
the Watertown Times and Ogdensburg Journal and Ogdensburg Advance.

B. Insurance Coverage for County Operations - The county will accept the 1,000,000 for insurance as our insurance company will not cover more than that.

C. Highway Capital Improvement Plan - This a is plan that St. Lawrence County Highway Superintendent Bill Dashaw and Superintendent Dow will be working on together as weather permits.

6. New Business
A. Code Enforcement Officer

B. Housing Authority - On a motion from Councilman Watters and seconded by
Councilman Duprey to reappoint Scott Walker to the Housing Authority. Mr.
Walker's term is to end 2008 Ayes - 5
Nays - 0

It was brought to the attention of the board from Supervisor LeBarge that another person needs to be appointed to fill one position. This position would end the year of 2009.

Councilman Jemison is asking from the Housing Authority a copy of their minutes and budget.

C. Superintendent Dow has had a request from Marge Johnson of the Campbell
Cemetery on the Cemetery Rd., if the town could provide the trucks to draw approximately four loads of crush stones, which the Cemetery Committee will purchase, to the cemetery to help repair the roads in the cemetery. Supervisor LeBarge

Dean Akins had also been in to see Supervisor LeBarge and was inquiring on
some kind of funds or financial support from the Town of Lisbon.

Supervisor LeBarge had inform Superintendent Dow that we were not able to do
this at the time, but check into other information and is willing to tabling the idea
of what could be done.

D. Work Projects
A list of work projects was presented to the Board by Supervisor LeBarge for
discussion.

On a motion from Councilman Jemison and second by Councilman Watters to accept the quote from Dave Kingsley for approximately $2900 to build the court bench. There were no other quotes received.

On a motion from Councilman Jemison and seconded by Councilman Watters to accept the bid from Murray's Flooring to install the carpet in the complete basement of the Town Hall. Receive one other quote and Murray's Flooring was lower one. Ayes - 5
Nays - 0
Supervisor LeBarge is to schedule the installation of the carpet at his convenience.

The Town Board will be looking into the cost concerning the lights at the Lisbon Beach.

On a motion from Councilman Watters and seconded by Councilman O'Brian to purchase the self propelled riding lawn mower, Pro Cut (TM) 20 Series L.M. for the beach for $4844.00 under state contract.

E. Diamond Sand Pits (Sand Knolls) Supervisor LeBarge has requested to
Superintendent Dow check and install signs stating NO TRESPASSING and POSTED if needed at the Diamond Pit (Sand Knolls)

7. Committee Reports
A. Recreation
B. Campground - Councilman Watters is checking to see if the Power Authority will assist in building a new pavilion.

8. Executive Session
A. A motion from Councilman Jemison and seconded by Councilman
Duprey to go into executive session at 8:10 PM for discussion on personnel and Union Contract Ayes - 5

B. A motion from Councilman Duprey and seconded by Councilman Jemison to return from executive session at 9:42 PM
. Ayes - 5
Nays - 0

C. On a motion from Supervisor LeBarge and seconded by Councilman Watters to
appoint Dan McNamara for the Code Enforcement Officer position,
Ayes - 5
Nays - 0

7. Adjournment
A motion from Councilman O'Brian and seconded by Councilman Duprey to adjourned the meeting at 9:44 PM. Ayes - 5
