1. Meeting Called to Order
Supervisor Anthony LeBarge called the meeting to order at 6:30 PM.
2. Meeting Minutes
On a motion from Councilman Watters and seconded by Councilman Duprey to approve the minutes of the December 29, 2004 and January 3, 2005.

Approval of Town Clerks Report
On a motion from Councilman Duprey and seconded by Councilman O’Brian to approve the December's 2004 Town Clerks Report. Ayes – 5

Highway Superintendents Report
Superintendent Dow asked for a quote on a salt building from Coverall. He had inquired about Morristown’s building that was purchased from Coverall. He indicated Morristown’s building was constructed by Lisbon Contractor Scott Akins with their town crew installing the floor. Their building is 72 x 120. Superintendent Dow has asked for a quote on a 72 x 200 from Coverall on them installing the building versus the building to be purchased from Coverall and having it built by someone else.
Superintendent is inquiring about a quote for a purchase on a backhoe. He provided a state bid and specifications for tractor/backhoe and requested direction on whether or not to put the purchase up to open bidding.

On a motion from Councilman Watters and seconded by Councilman Duprey to have a legal ad place in the Watertown Times and the Ogdensburg Journal for a new backhoe to be bought outright or with trade in. Ayes – 5

8. Recognition of Guest
- Nancy LaFaver – Historian – Asked if there were any questions concerning her yearly report. No questions were asked.
- Gary Madlin – Wanted to know why the Town of Lisbon was paying Mr. & Mrs. Bowdish $3500.00 a year since we were not removing any sand from their land.
- He was informed that we had a contract with them whether we remove sand or not. - And the reason we were not removing sand is because we were waiting for the Corp of Engineers for a permit to cross the State and Federal wetlands.
- Edward Knight wanted to know what can be done about the bridge on Church Street.
- As pointed out by the board the bridge is co-owned by the town and Ogdensburg Bridge and Port Authority. Though money had been budgeted by the OBPA in years past, it has not been funded for replacement in recent years.
- Gary Madlin – What was happening at the beach concerning the cost of operations. The supervisor indicated that during the past year the campground operations basically broke even financially while the beach operations remains a money losing proposition for the town.

Old Business
Seasonal Sites for Beach
Councilman Jemison suggested giving a discount for Seasonal Campers (not charge them the daily rate), based on the recommendation of Campground Director, Mike O’Neil. Supervisor LeBarge requested we wait until the February 9th meeting so the contractor (Sheehan Construction) can attend and let us know the status of the new sites.

On a motion from Councilman Jemison and seconded by Councilman Watters to give the seasonal campers (campers that have reserve a camp site for the minimum of 60 days for the season) if paid in full at the time of reserving the camp site at 10% discount. There would be no refund if the camper leaves earlier, except for emergencies on the discretion from the Campground Director.

10. New Business
A. Grant for Lisbon Beach
Bernier and Carr Assoc. (Watertown) submitted a proposal to compile a plan for future beach/campground capital improvement projects as well as a proposal to submit a grant to fund same. Cost of the proposal is $900.00. Bernier and Carr requested that a committee of interest person be formed to work with them on this project.

On a motion from Councilman Watters and seconded by Councilman Jemison to approve payment to Bernier and Carr Assoc. for $900.00 to do a grant for the beach. A verbal vote was taken.

ANR – Letter of Support
ANR is requesting a letter of support for a bid on low income housing projects.
On a motion from Supervisor LeBarge and seconded by Councilman Watters to have a letter of support for an ANR request.

Town Association Meeting in Buffalo
Town Clerk McBath requesting to have Deputy Eileen McBath and herself attend the Town Association Meeting in Buffalo in April for 3 working days. Town Clerk McBath would inquire about someone else working in the office for 3 to 4 hours a day while away to keep the office open at the time.
On a motion from Supervisor LeBarge and seconded by Councilman Duprey to send only Town Clerk McBath and have Deputy Eileen McBath attend to the office during the absent of Town Clerk McBath. Councilman Jemison offered an amendment to the motion for Town Clerk and her Deputy to attend the meeting if a replacement was brought in for 3 to 4 hour a day. No second was offered for the amendment.

Historian Report – Reported that there would be a new book out called Book of Images for Towns – Morristown – Oswegatchie – Lisbon and Village of Heuvelton

Other comments
Town Clerk McBath has request for approval for a grant for a new safe or extending the present safe.
On a motion from Councilman Watters and seconded by Councilman Duprey for Town Clerk to apply for a grant to a new safe or increasing present safe.

William LaRock – Wanted to know if the extension of the Five Mile Line Road can be reopened to would go into the sand pits. He wanted to know when the road was actually closed and if it was closed legally and what would it take to reopen it. The general consensus was the distance, intervening swampland, and private ownership of required right-of-ways made road construction impractical.

William LaRock – Wanted to know what was happening at the shooting range and if the Correctional Facility still is using it. Supervisor indicated Department of Correction had offered to clean up site and erect a fence to secure the area as prerequisites to renewing the lease. Several questions were asked and action was taken.

12. Executive Session
On a motion from Councilman Duprey and seconded by Councilman Watters to go into
executive session at 8:30 PM to discuss Union Contract

On a motion from Councilman O’Brian and seconded by Councilman Jemison to return to regular meeting at 9:10 PM. Ayes – 5
