1. Meeting Called to Order
Supervisor LeBarge called the meeting to order at 6:30 PM.
2. Minutes
On a motion from Councilman Duprey and seconded by Councilman O'Brian to approve the minutes of the March 25, 2004 Ayes - 5

3. Recognition of Guest
Kathleen Novosel arrived later.
4. Town Clerks Report
On motion from Councilman Watters and seconded by Councilman Jemison to approve the Town Clerks report. Ayes - 5
Nays - 0
5. Supervisor Report
On a motion from Councilman O'Brian and seconded by Councilman Watters to accept the Supervisor's Report. Ayes - 5
Nays - 0
6. Highway Superintendent's Report
Superintendent Dow informed the board that he was short one man on his crew. Richard Dawley was on sick leave for an indefinite time.
Garbage was being cleaned up at the Diamond Pit. No trespassing signs will go up with in a few days. Superintendent Dow has asked if there was some way that the entrance can be barricade so people cannot enter to do there dumping.
Superintendent Dow informed the board that he informed Dr. Cruikshank that he could
not run his big trucks loaded on the Woods Road as it was damaging the road while the
frost is coming out of the earth.
Superintendent Dow had put up signs that only as certain weight can be on the road. Dr.
Cruikshank would not comply with the signs so the law enforcement was called in.
7. Approval of Transfers
On a motion from Councilman Watters and seconded by Councilman Jemison to
approve the transfers. Ayes - 5

8. Report on Audit Committee and Approval of Abstracts
On a motion from Councilman O'Brian and seconded by Councilman Waters to accept Abstracts.
Discussion - Why the supplies are purchase at high expense from out the area when it could be purchased at locally at less expense. Also wanted to know why the supplies purchases are not going through procurement officers. These two vouchers were not included in the abstracts.
Discussion - The Highway Superintendent was informed that there is to be no more dispensing medication, as there is a liability with it.

10. Old Business
A. Woodlot
A Legal Notice will be sent into the Ogdensburg Journal & Advance and
Watertown Times requesting a proposal for removal of approximately 220 White
Pine 12" - 18", 4 Red Maple 12 - 16", 1 Black Cherry Marked mark trees. The
contractor is to provide a Performance Bond and Certificate of Insurance. They
also are to work closely with our Town Supervisor and Highway Superintendent.
11. New Business
A. NYMIR Insurance - On a motion from Councilman Watters and seconded by Councilman O'Brian to remain at the same level

B. Highway Resolution - SLC - On a motion from Councilman Jemison and seconded by Councilman Duprey to accept Holding Harmless The County of St. Lawrence for Providing Services for the Town of Lisbon

C. Animal Control - On a motion from Councilman Jemison and seconded by Councilman Watters to accept the resignation from James E. Pipher, Jr. as Animal Control Officer effective May 5, 2004. Ayes - 5
Nays - 0
The board also gave permission for Supervisor LeBarge to place an ad in the Ogdensburg Paper for the vacant position.
D. Grant for Justice - On a motion from Councilman Jemison and seconded by
Councilman Duprey to approve the Resolution of the Town of Lisbon for the Justice
Court Assistance Program Grant for $6,800.00

E. Water Tower Bids - We received only one bid. Statewide Aquastore, Inc. bid was
$55,662.00. Supervisor LeBarge has asked the board to postpone this bid until April 25, 2004, the next board meeting so the board member can look the bids over.
F. Fuel Terminal - Bids - We received three bids. Tanks Direct - $49,351.95; Back & Company - $55,640.00; Northern Pump Services Ins. Option 1 $44,100 and Option 2 $44.700. Supervisor LeBarge has asked the board to postpone this bid until April 25, 2004, the next board meeting so the board member can look the bids over. Councilman O'Brian and Supervisor LeBarge along with a fireman to look the bids over and decide what is appropriate for our need.
G. Computer Quotes - We received 5 bids - Novosel, DP Computers, Hire a Web Geek, C3-Crowley Computer Consulting and Advance Business Services. Supervisor LeBarge has asked the board to postpone this bid until April 25, 2004, the next board meeting so the board member can look the bids over. On a motion from Councilman Watters and seconded by Councilman O'Brian for Supervisor LeBarge and Scott & Jo Skiff to meet together and look over the bids and decide what bid is appropriate for our needs.
H. Building Quotes - We received no bids. On a motion from Councilman Jemison and
seconded by Councilman O'Brian to republish the ad again.

I. Sunset Prevision - On a motion from Councilman Watters and seconded by C Councilman Duprey to accept the Resolution of Support for the Elimination of the
Sunset Provision of the Local Government Records Management Improvement
Fund (FGRMIF) Roll Call was taken:

J. Housing Authority - 2009 - There is a position opened in the Housing Authority
Committee, which would expire 2009. The board was asked for a name to fill of a
person to fill the position. Councilman Watters suggested Margaret Backus.
Councilman Watters will talk with her and see if she would be interested.
K. Cemetery - Lawrence - Someone has come to Supervisor LeBarge and has asked to be buried in the Lawrence Cemetery. Since this cemetery has been abandon and belongs to the Town of Lisbon now the board does not know how much to charge for a lot in the cemetery. The board has asked Supervisor LeBarge to inquire with other cemetery board and get a quote.
L. Alarm System - We received 2 bids for the Alarm System - ADR Telecom - $9,420.92 and Barkley's - $6,963.60. On a motion from Councilman Jemison and seconded by Councilman Watters to accept the bid from Barkley's for $6963.90.

M. Beach Fees - On a motion from Councilman Jemison and seconded by Councilman
Watters to charge a fee for swimming lessons. For each person $20.00 and a
maximum of $50.00 for family. Ayes - 4
Nays - 1
N. Resolution for the County Tax. - On a motion from Councilman Watters and
seconded by Councilman O'Brian that the Town of Lisbon is proposing that the St.
Lawrence County Legislature roll back the mortgage tax increase they recently
enacted.
O. The board is looking in what permits are needed for a Clean Up Day.
14. Executive Session
A. A motion from Councilman Watters and Seconded by Councilman O'Brien to go
into executive session at 8:40 PM concerning Union Contract Negotiation Ayes - 5

B. On a motion from Councilman Watters and second by Councilman O'Brian to
return to regular session at 9:44 PM.
