1. Meeting Called to Order
Deputy Supervisor Watters called the meeting to order at 6:30 PM.

2. Minutes
On a motion from Councilman Jemison and seconded by Councilman O’Brian to approve the minutes of the September 23, 2004. Ayes – 4

3. Town Clerks Report
On motion from Councilman Duprey and seconded by Councilman Jemison to approve the Town Clerk's report. Ayes – 4

Supervisor Report
Councilman Jemison question the Water & Sewer District on the balance sheet totals.
On a motion from Councilman Jemison and seconded by Councilman O’Brian to accept the Supervisor’s Report. Ayes – 4

Approval of Transfers –
On a motion from Councilman Jemison and seconded by Councilman Duprey
To transfer $2500.00 from 1990.4 to 3310.4
To transfer $200.00 from 1990.4 to 1621.4

6. Report on Audit Committee and Approval of Abstract
On a motion from Councilman Duprey and seconded by Councilman O’Brian to accept the abstracts with the exception of holding the voucher to Metal Edge, Inc. as questioning the freight on the invoice.

Highway Superintendent’s Report
Brent Brenno, employee of Highway Department, was in an accident on October 12, 2004 as catching his fingers in the auger of the sand feeder. He was transported Claxton Hepburn Medical Center then transferred to Upstate Medical Group. Up date as of October 13, 2004, he may come home on October 14, 2004.
Cold Springs Road is completed. The last .7-mile was finished by the Madrid Highway Department, as Superintendent Dow had to be out of town due to family emergency.
St. Lawrence County Highway Crew can be on the Brown Road by the end of the week ending October 23, weather permitting.
The Mining Permit for Murphy road Sand Pit was returned for further information.
Superintendent Dow has requested from Town Clerk McBath that he or Doug Smith from Water and Sewer receive the UFPO reports that are faxed into the Town Clerks office for anything that involves to the Village of Lisbon.
Councilman Jemison has asked how much oil and stone was used on the Cold Springs Road. The bills had not be added up, but was informed by Superintendent Dow that he would get back to him.
Hanson account is mixed up again. The invoices are all with Superintendent Dow to get straighten out and in order.
8. Recognition of Guest
Heather Swanson from the Ogdensburg Journal – had no questions or comments.

9. Old Business
Water Pump – When the tank was installed there was one pump that was replaced with a new pump and a one original pump was installed. Doug Smith from Water and Sewer is requesting that the used pump be pulled and a new one is put into its place and the one that is pull rebuild it and placed on the shelf for emergency. The cost of a rebuilt pump is $829 and a new pump is $1275. To replace the used with new we need the contractor from Watertown to do the work. For installation would cost $700 to $800.
The request is to be tabled at October 28th meeting.
Library heating System – On the boiler one of the cells is cracked and needs to
be replaced. Ron Pitts has given a verbal quote at $6000 to replace the boiler. Councilman Duprey if working with JMS Contractors, Mike Skelly, on our options. This will be table for the October 28th meeting, unless we need to act on it immediately.
C. Our Portion of Economic Development Budget – Councilman Watters was checking with the board if our portion for the Economic Development Budget is the same as last year $5000. It was verified that the budget states that.
United Helpers Contract – Councilman Jemison is asking for Supervisor LeBarge to look at the contract to see if we can start increasing the Land and School Payments for Castle Ridge apartments (Not the ICF Unit).
Recognition for Don Nelson – Ace Hardware Renovation of Town Hall – Councilman Jemison is asking the board to arrange the proper acknowledgements for the donation for Don Nelson.

10. New Business
Grant for binding book, installing vital statistics on computer and copying all
records of the Vital Static. Town Clerk McBath is requesting for a motion for her to apply for a grant to Bind a Death Record Book, copying it and recording it on the computer. Also to record all the Vital Static books and placed on the computer.
On a motion from Councilman O’Brian and seconded by Councilman Duprey to have Town Clerk McBath write a grant for the Bonding of one book, copying it and record it on the computer. Also write a grant to have the remaining records recorded and be placed on the computer. Ayes – 4

Update on Water and Sewer Programs – Town Clerk McBath has informed the board that the program that we have now that there is many problems. When an error is made it is very hard to correct if it can be corrected. When the Water and Sewer year ends at the end of September if someone had not paid the previous quarter that amount it transferred to go to the County for relevy to go onto the land taxes, then the year starts over. So when the customer had gotten the September bill it did not have received the previous bill. When the previous bill is paid in September the back bill needs to done by hand.
Councilman Jemison had suggested we go back to hand written ledger for the water and sewer account and purchase an inexpensive program for billing notification.
No action taken at this time. Town Clerk McBath had informed the board that there will be a corrected invoice sent to the 4 accounts that are affected of being mistakenly billed.
OBPA Request to NIMO for power at RR Crossings – Councilman Jemison was asked by OBPA Joe Tracy to do whatever we could to have NIMO to get power to railroad crossing on Five Mile Line and County Route 27.
Procurement Course at SUNY Potsdam – Information Only – Will be October 14, 2004 6:30 PM to 8:45 PM and Councilman Jemison was attending and wanted to know if anyone else would like to attend with him.
Code Enforcement Officer Policy – Councilman Duprey had brought to the attention of the board a Code Enforcement Policy from county and wanted to know if the town wanted to use the policy or update the policy that we have.
Two Pickup trucks and 3 - 1000 gal tank with 2 pumps.
On a motion Councilman Jemison and seconded by Councilman Duprey to have the Town Clerk advertise in the Legal Notice for sealed bids on two pickup trucks and a 1000 gal tank with two pumps. The advertisement is to run October 17, 21, 22 and October 24. Sealed bids are to be received by October 28, 2004 at 6:30 PM. Opening of the bids will be at the regular board meeting on October 28, 2004.
